BOROUGH OF MANSFIELD March 12, 2025 The regular meeting of the Mansfield Borough Council was held on Wednesday. March 12. 2025. in the Council Room of the Municipal Building. Manstield, Pennsylvania with the following people present: Robert Fitzgerald Kelvin Morgan William Schlosser Robert Strohecker Karri Verno Casandra Cowles, Borough Manager Jackie Kurzejewski, Secretary-Ireasurer Kathryn Barrett, Mayor Zach Stager, Police Chief Kurtis Tice. Superintendent Absent: Adrianne McEvoy Steven McCloskey Visitors: Natalie Kennedy. Wellsboro Gazette Residents/Business Owners/Employees: Dave Kurzejewski President Strohecker called the regular meeting of Council to order at 6:00 PM. The Pledge of Allegiance was recited. Strohecker called for recognition ofvisitors: Dave Kurzejewski and Natalie Kennedy Fitzgerald moved to approve the minutes of the February 19th. 2025 Council meeting. Morgan seconded the motion and it was approved. The Treasurer's report for the month of February was reviewed. Upon a motion made by Schlosser and seconded by Verno, Council approved the report. Fitzgerald made the motion to approve the bills paid reports for February for the following accounts: General Fund: $268.560.71; Sewer Fund: $49,661.66; Liquid Fuels Fund: $9.119.13: and Payroll Fund: $66,157.55 and to draw vouchers for any unpaid bills. Schlosser seconded the motion. and it passed. Mayor's Report Mayor Barrett's s report was included in the packet. Mayor Barrelt proposed : cpnumy sardstle date for May 10h. 2025. She would like to make it an "Old Route 15 yard sale" and include the following towns to be involved: Liberty. Blossburg. Covington. Mansfick. Fioga and Lawrenceville. She plans to discuss further at the TCAB meeting Ihursday March 20". 2025. Neu C'ovenant will also be contacted to see ifany of their events can he coordinated with thesardsale. Schlosser seçonded. and it passed. Deputy Codes Report The Deputy Codes report was included in the packet. Recognition for great work Rob is going. MMA Minutes The MMA minutes were included in the packet. Borough Manager's Report The written report has becn included in the packet. Standing Committee Reports (from March 5th 2025 committee meetings): Strohecker initiated the discussions from the Finance Committee meeting: The Larson Design Group is to work on an intermunicipal agreement. Fitzgerald informed everyone that the current agreement is outdated and that the recent proposal that was submitted came back with no result. He discussed the plan to use the previous 2025 numbers to come up with the new proposal to be brought to the township for approval. They would like to compare it to other municipalities. both residential and commercial. All changes need to be stated prior to June. Morgan highlighted discussions from the Public Work Committee mceting: Schlosser and Morgan listed the following roads to be fixed; First street. Second street. and Clinton to Academy. It was proposed to tar and chip Center Street. Tice suggested contacting Sullivan Township about their tar and chip process/equipment. Schlosser commended the work being put forth to get back to full staffing. timely training and ride- along training discussed at the Public Safety Committee meeting. He discussed the work on getting a quote for the scoping and cleaning of the arch pipe. They are currently deciding which section will need to be cleaned to help prevent flooding on Main Street and South Academy Street playground. Flooding by Timmy B's restaurant was brought up as an issue as well. Schlosser proposed using leftover funding at a later time to look into this issue. Verno stated she would be recommending a new hire for Public Works during the executive session. Old Business: A. Approve Feasibility Study Grant Match: Cowles discussed that there would be a 50% match of the roughly estimated $80,000.00 total cost. A very thorough feasibility study needs to be completed and submission ofthe application is to be done by April 1s!. Verno motioned for approval of the 50% match for the proposed feasibility study. Fitzgerald seconded the motion. and it was approved. New Business: A. President Strohecker called council into executive session for legal and personnel matters at 6:23 pm. Regular session of Council reconvened at 6:50 pm. B. Fitzgerald motioned to approve advertising for the 2025 Streets Bids. Schlosser seconded the motion and it was approved. C. Verno motioned to approve hiring Tyler Walcheski as Public Works Employ ce and is willing to acquire his CDL. Schlosser seconded the motion and it was approved. D. Schlosser motioned to approve advertising for WWTP Operator. Morgan seconded the motion and it was approved. E. Fitzgerald motioned to award the mowing bid to Dane's Lawncare and Landscaping. Morgan seconded the motion and it was approved. BOROUGH OF MANSFIELD March 12, 2025 Page Three F. Schlosser motioned to approve Pool Repair Assistance with possible assistance toward a bigger repair. Fitzgerald seconded the motion and it was approved. G. Schlosser motioned to approve to split the Chemical Removal Quote with Univar and Elk contingent of the approval of MMA. Morgan seconded the motion and it was approved. H. Schlosser motioned to approve Partners in Progress Custodial Agreement contingent ofCowles getting the set price. Verno seconded the motion and it was approved. 1. Fitzgerald motioned to add the license for the treatment plant with management at the discretion to hire an operator. Morgan seconded the motion and it was approved. J. Schlosser motioned to approve the addition for the water treatment licensing. Verno seconded the motion and it was approved. Public Comments - Dave Kurzejewski informed the council that March 13th. - 2025 UTRRA will be approving the water consolidation for Putnam and Covington townships.
