BOROUGH OF MANSFIELD June 12, 2024 The regular meeting of the Mansfield Borough Council was held on Wednesday, June 12. 2024. in the Council Room of the Municipal Building, Mansfield, Pennsylvania with the following people present: Robert Fitzgerald Steven McCloskey Adrianne McEvoy Kelvin Morgan Robert Strohecker Karri Verno Christopher McGann, Borough Manager Casandra Cowles, Secretary-Treasurer Zach Stager, Police Chief Kathryn Barrett, Mayor Rob Carleton, Codes Absent: William Schlosser Visitors: Cheryl Clarke, Wellsboro Gazette Residents/Business Owners: Jerry & Mary Farrer. Tom D'Angelo, Gary Butters Julie York, Halloween Committee Rich Correll, Employee President Strohecker called the regular meeting of Council to order at 6:00 PM. The Pledge of Allegiance was recited. Strohecker called for recognition of visitors: Julie York presented Council with some ideas for Halloween activities. McEvoy moved to approve the minutes of the May 8, 2024, Verno seconded the motion and it was approved. The Treasurer" S report for the month of May was reviewed. Upon a motion made by McCloskey and seconded by Fitzgerald, Council approved the report. Fitzgerald made the motion to approve the bills paid reports for May for the following accounts: General Fund: $155,110.16; Sewer Fund: $89,861.69; Liquid Fuels Fund: $6756.03; and Payroll Fund: $52,520.01 and to draw vouchers for any unpaid bills. McEvoy seconded the motion, and it passed. Mayor's Report Mayor Barrett's report was included in the packet. She thanked Council for allowing her to attend the PSAB Conference. She added that she would be asking the Fire Department for a monthly report. Police Report McEvoy moved to accept the police report. Fitzgerald seconded. and it passed. Chief Stager stated that have been increasing patrols on Brooklyn Street due to the detour. BOROUGH OF MANSFIELD June 12, 2024 Page Two WWTP Report McEvoy moved to accept the WWTP report. Verno seconded, and it passed. Correll updated Council on the Sheetz Pump Station. Deputy Codes Report The Deputy Codes report was included in the packet. MMA Minutes The MMA minutes were included in the packet. Borough Manager's Report Manager McGann's written report was included in the packet. Manager McGann thanked Council for allowing him to attend the PSAB conference. He stated there had been no bids received on the equipment that was up for bid. Standing Committee Reports (from June 2024 committee meetings): For the Finance report McCloskey highlighted that May income was good. the EIT continues to exceed expectation. They discussed the St. James Street project and the upstairs rental space. For the Public Safety report Strohecker highlighted that they had discussed pedestrian retiming, hiring police officers. For the Personnel report McEvoy discussed weekly meetings. lead position descriptions. non-uniform union employee evaluation forms and negotiations. Old Business: A. McEvoy motioned to approve the adoption ofOrdinance No. 507, Prohibiting smoking. vaping and use of other tobacco products within parks. other recreational areas and all Borough owned properties. Fitzgerald seconded the motion and it passed. B. The mineral rights lease with Seneca Resources for the Fourth Street detention pond property was tabled for further information. New Business: A. McEvoy motioned to approve advertising for police officers. Verno seconded the motion and it was approved. B. Fitzgerald motioned to approve St. James pay application #4 in the amount of $12,856.35. Morgan seconded the motion and it was approved for payment. C. McEvoy motioned to approve the five St. James Street change orders in the amount of $188.595. The change orders are for: Additional materials for drainage. concrete slab for the arch pipe, sewer laterals on First Street, suitable base materials and the removal of old storm sewers. Fitzgerald seconded the motion and the change order was approved. D. Fitzgerald motioned to proceed with applying for ARLE funding to help pay for the pedestrian crossing at the red light. Morgan seconded the motion and it was approved. E. McCloskey motioned to approve the final pay application for the Trail Project in the amount of$16,910.50. A portion would be paid from the DCNR grant with the balance coming from Act 13 funds. Morgan seconded the motion and it was approved. McGann noted that the formal dedication ceremony will be this Friday. June 14 at 11:00 AM. F. McEvoy motioned to approve paying the Bradco Supply invoice in the amount of $17,152.31, this was for repairs to the old leaf truck. Morgan seconded the motion and it was approved. G. McEvoy motioned to approve hiring the following individuals as lifeguards for the 2024 pool season. Morgan seconded the motion and it was approved. Morgan seconded the motion and it was added. I. McEvoy motioned to approve Tim Roupp as the lead operator for the streets department. Verno seconded the motion and the motion passed with Fitzgerald opposing. J. McEvoy motioned to add an item to the agenda, no camping on the trail. Verno seconded the motion and it was added to the agenda. K. McCloskey motioned to approve a legal notice that the borough plans to draft an ordinance to forbid camping on the borough trail. McEvoy seconded the motion and it was approved. Correspondence - There were none. Public Comments - There were no comments. President Strohecker called Council into executive session at 7:27 pm for personnel discussions. with no action to be taken after. Stager, Cowles and McGann were excused from the executive session.
