MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY MEETING OF APRIL 15, 2013 PRESENT: Chair Suzanne Atwell, presiding, Vice Chair Willie Shaw, Members Paul Caragiulo, Shannon Snyder and Terry Turner, Executive Director Thomas Barwin, City Attorney Robert Fournier, and Secretary Pamela Nadalini ABSENT: None The meeting of the Special Sarasota Community Redevelopment Agency (CRA) was called to order by Chair Atwell at 3:08 p.m. 1. APPROVAL RE: MINUTES OF THE SPECIAL SARASOTA COMMUNITY REDEVELOPMENT AGENCY (CRA) MEETING OF APRIL 1, 2013 (AGENDA ITEM CRA-1) Member Turner stated that under Agenda Item CRA-4 the minutes of the April 1, 2013, Special Sarasota Community Redevelopment Agency meeting do not reflect the vote for the motion to approve the contract with Jon F. Swift, Inc., for Request for Proposal (RFP) #13-30LKD and should read: Mayor Atwell called for a vote on the motion to approve the contract with Jon F. Swift, Inc., for Request for Proposal (RFP) #13-30LKD for Segments 1 and 3 with a base bid of $1,064,830.52 with the exclusion of pervious brick roadway pavers and the inclusion of other allowances recommended by Staff, which carried by a 5-0 vote. Chair Atwell noted CRA consensus to approve the minutes of the April 1, 2013, Special Sarasota Community Redevelopment Agency (CRA) meeting as corrected. 2. PRESENTATION RE: COMMUNITY REDEVELOPMENT AGENCY ANNUAL FINANCIAL REPORT FOR THE FISCAL YEAR ENDED SEPTEMBER 30, 2012, WHICH IS INCLUDED IN THE CITY'S COMPREHENSIVE ANNUAL FINANCIAL REPORT (AGENDA ITEM CRA-2) Financial Administration Director Lege, Financial Administration Department, came before the Community Redevelopment Agency (CRA), referred to the Annual Financial Report for the Fiscal Year ended September 30, 2012, included in the Agenda backup material, and quoted Section 163.387(8), Florida Statutes, as follows: Each Community Redevelopment Agency (CRA) shall provide for an audit of the trust fund each fiscal year and a report of such audit to be prepared by an independent certified public accountant or firm. Such report shall describe the amount and source of deposits into, and the amount and purpose of withdrawals from, the trust fund during such fiscal year and the amount of principal and interest paid during such year on any indebtedness to which increment revenues are pledged and the remaining amount of such indebtedness. Mr. Lege gave a PowerPoint presentation on the Chamber monitors and stated that the Community Redevelopment Special Revenue Fund is a major fund and is included in the City's Comprehensive Annual Financial Report (CAFR); that the CRA has a fund balance of $17,855,882 as of September 30, 2012, compared to $15,628,640 as of September 30, 2011; that the fund balance is reserved for the remaining debt obligations and the specific projects dentified and approved in the CRA's annual budget; that commitments of the fund balance at September 30, 2012, for specific projects total $16,679,389; that Staff's recommendation is to reçeive and accept the Annual Financial Report for the CRA for the Fiscal Year ended September 30, 2012, which is included in the City's Comprehensive Annual Financial Report (CAFR). A motion was made by Member Turner, seconded by Vice Chair Shaw, and carried by a 5-0 vote to receive and accept the Annual Financial Report for the Fiscal Year ended September 30, 2012. 3.
