CALL TO ORDER The meeting was called to order at 6:08p.m. II. ROLL CALL All members were present with the exception of Councilmember Alecia Washington. III. APPROVAL OF AGENDA Councilmember Fye made a recommendation to move agenda item 3. EV Charging Stations Discussion to the end ofthe agenda and after the Parks and Recreation update. Mayor Pro Tem mentioned adding resurfacing to the agenda and Councilmember Fye suggested adding it to the next meeting. Motion - made by Mayor Pro Tem George Turner to approve the agenda with the stated changes. Second by Councilmember Tammy Grimes. Motion passed unanimously. IV. Second by Mayor Pro Tem George Turner. Motion passed unanimously. V. PUBLIC COMMENTS Overall limit in public comments is 20 minutes. Limited to 2 minutes per. speaker. Speaker can only speak once in public comments. Public comments are restricted to topics regarding the TIPS Committee. VI. AGENDA ITEMS 1. Engineering Fairington Road GDOT Update Reallocation of CIP Funds Recommendation State Projects Update Presentation by Deputy City Manager Michael McCoy, giving an update on the GDOT Fairington Road project. A major shutdown is planned for the end of April or early May and the road is scheduled to reopen at the end of August. A detour plan for Athena Lane will be released this week. Deputy City Manager McCoy gave a state projects update. There was discussion on the Panola Road/ I-20 interchange and it was stated the Let Date has moved up to May 2025, as opposed to December 2025. The Miller Road/ I-20 bridge replacement is currently under way, demolition of the bridge has been completed, and the opening date is scheduled for August 2025. Councilmember Grimes mentioned she has been receiving multiple complaints about Fairington Road destroying driver's tires. Mayor Pro Tem Turner stated that the detour to Rock Springs Road cannot handle the capacity oft traffic that will be caused by the detour. The County might need to declare this detour as a DOT temporary cut through. Mayor Cobble stated that CIP funds are not in the bank as ofyet. This item will be put on hold until funds are received from CBDG. Councilmember Terry Fye mentioned that the broken roads are causing the Engineers to place a red marking on the Road Assessment Map and it was stated that situation should be handled by SPLOST. 2. Parks and Recreation Browns Mill Upgrade Update Parks Update There was a presentation of the new sign that was installed last week at Brown Mill, as well as an update on the concession/ restroom upgrade. New VCT tile and carpet were added to the hallways and offices. The floor of the big gym will be renovated but the auxiliary gym will remain in its present state. Mayor Pro Tem Turner mentioned the demand for Browns Mill and the possibility of building another center, similar to Brown's Mill. Deputy City Manager McCoy advised that all programs will still start at their designated dates. Mayor Cobble spoke of funding for the completion of the concrete portion at the Brown's Mill project and mentioned there is movement for the Fire Station which will be in front ofthe Southeast Athletic Complex. The entrance will need to be moved and brought closer to the Dekalb Medical Parkway entrance. Stonecrest is funding the design and construction of that street, along with the Fire Station and the County is going to take care of everything else. 3. EV Charging Stations Discussion Councilman Fye discussed reallocation of the Capital Improvement Funds recommendations. Approximately $500,000 of funding became available from the Community Block Development Grants for Fairington Road 1 and 2 sidewalks. He also stated the EV Charging Station discussion will be placed on hold until further. Deputy City Manager McCoy presented EV Solutions and stated he has reached out to Georgia Power and other vendors. Georgia Power offered the most comprehensive and cost-effective program, therefor the city has partnered with Georgia Power to accomplish the stations. Deputy Director McCoy also advised budgetary proposal for consideration has been forwarded to Council. This is a turnkey project with an expected price of $240,000.00 which includes taxes, but the city is tax exempt. Three sites have been identified for installation and are currently powered by Georgia Power: City Hall, Stonecrest Mall and Browns Mill Aquatic Center. Mrs. Tammy Harrington, of Georgia Power discussed the three levels of charging stations, with Level 1 being the slowest and Level 3 being the fastest. Georgia Power will provide support and manage the Electrification Process. The price that was given covers labor, parts, and a five-year warranty plan. Mrs. Harrington also stated that Stonecrest will be in charge ofthe electricity for the EV Chargers. They will be located outside oft the lower level Dilliard's. She stated the main purpose of EV charging is to remove pollution from the air. Mayor Cobble stated that even though funding will come from TIPS, it is not a TIPS decision. VII.
