WORK SESSION Cedartown City Commission City Hall June 2nd, 2025 6:00 p.m. Commissioners Present: Sam Branch, Chair Matt Foster, Pro-Tem Ryan Casey Dale Tuck Commissioners Absent: Jessica Payton Also Present: Edward Guzman, City Manager Mitzi Allen, City Clerk Amy Orebaugh, Finance Director REVIEW OF DAVIS ROAD STUDY City Manager Guzman reviewed the Davis Road Feasibility Study with the Commissioners. He advised that the project was funded by a USDOT grant. The study was completed by Pond and includes a concept for the expansion of Davis Road. REVIEW OF SAFE STREETS FOR ALL DRAFT STUDY City Manager Guzman reviewed the Safe Streets for All Draft Study with the Commissioners. He gave examples of areas that were considered high impact issues with the suggested solutions from the draft study. He advised that the final draft would be available for adoption at the June gth meeting. REVIEW OF CDBG GRANT WRITING PROPOSALS City Manager Guzman reviewed the 2026 CDBG grant writing proposals with the Commission. He advised that Allen-Smith Consulting scored the highest among the proposals. He also advised the Commissioners a project has not been selected at this time. REVIEW OF RUBBER SAFETY SURFACING PROPOSAL FOR DREAM LEAGUE FIELD City Manager Guzman reviewed a rubber safety surfacing proposal from Softline in the amount of $250,750. The City will receive a Tire-Products grant from the EPD in the amount of $232,950. DISCUSSION OF TREE COMMISSION APPOINTMENTS City Manager Guzman discussed vacancies on the Tree Commission with the Commissioners. He advised that the Tree Commission has recommended Ken Woods to be appointed. The Commission will also make a recommendation and Commissioner Foster will reach out to extend the invitation to join. EXECUTIVE SESSION A motion was made by Commissioner Tuck, seconded by Commissioner Foster to go into Executive Session to discuss real estate and personnel matters, all voting "Aye," none voting "No," the Commission executive entered session. A motion was made by Commissioner Foster, seconded by Commissioner Tuck to move out of executive session, all voting "Aye," none voting "No," the Commission came out of executive session. ADJOURN At 6:57 pm, there being no further business to discuss the work session was adjourned. Budget Report CONSIDERATION OF THE CLOSURE OF A PUBLIC ALLEY BETWEEN LORAINE ST AND VINE ST A motion was made by Commissioner Tuck seconded by Commissioner Payton, all voting "Aye', none voting "No", the Commission denied the closure of the alley between Loraine St and' Vine St due to a sewer line in the middle of the unopened alley. CONSIDERATION OF CLOSURE OF A PUBLIC ALLEY BETWEEN SCHOOL LN AND W GIBSON ST A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye", none voting "No," the Commission approved RESOLUTION 8, 2025, closure of alley between School Ln and W Gibson St. CONSIDERATION OF CLOSURE OF A PUBLIC ALLEY BETWEEN LADUE ST AND N SIXTH ST A motion was made by Commissioner Payton, seconded by Commissioner Casey, all voting "Aye", none voting "No," the Commission approved RESOLUTION 8, 2025, closure of alley between Ladue St and N Sixth St. CONSIDERATION OF GMA DISTRICT ONE OFFICERS A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye", I none voting "No", the Commission approved the GMA District One Officers as presented. CONSIDERATION OF A SCHEDULE OF FEES AMENDMENT RESOLUTION (LANKFORD CORNER) A motion was made by Commissioner Payton, seconded by Commissioner Tuck, all voting "Aye", / none voting "No," the Commission approved RESOLUTION 9, 2025, Lankford Corner Schedule of Fees. CONSIDERATION OF THE LOCAL ROAD ADMINISTRATION PAVING LIST A motion was made by Commissioner Payton, seconded by Commissioner Casey, all voting "Aye", / none voting No," the Commission approved the Local Road Administration Paving List. COMMISSIONER REPORTS Commissioner Casey advised that there would be a Memorial Day Ceremony on May 26th, 2025 at 11am at the Memorial Park. He said that retired Colonel Chad Smith would be speaking. Commissioner Tuck gave a shout out to Chief Newsome and the CPD. She said that some calls are just quality of life calls that need to be answered. She also said that when Chief Newsome says he will get back to you, that he means it and she appreciates that. Commissioner Payton thanked the city workers for their help at the Arts Festival. She said that the City partners with the Arts Festival and their help is appreciated. She also said that she loved seeing properties come to life and be cleaned up on her daily walks. Some oft the properties have been neglected for years and are being cleaned up. She thanked the citizens for cleaning them up. Commissioner Foster commented on an error on the Public Alley Closing Resolution. CONSIDERATION TO AMEND AGENDA TO ADD ITEM H TO MAKE CHANGES TO ALLEY CLOSING RESOLUTION A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye", / none voting "No," the Commission amended the agenda to add Item H under New Business, Consideration to make changes to the Public Alley closing resolution. CONSIDERATION TO MAKE CHANGES TO PUBLIC ALLEY CLOSING RESOLUTION A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye", none voting "No," the Commission approved RESOLUTION 8, 2025, striking paragraph 1 and changing Ladue Ave to Fifth St in paragraph 2. Commissioner Branch reserved his comments until the next meeting. EXECUTIVE SESSION A motion was made by Commissioner Tuck, seconded by Commissioner Payton, all voting "aye" and none voting "no" to enter executive session for the purpose of Legal I Real Estate and Personnel Matters. A motion was made by Commissioner Foster, seconded by Commissioner Tuck, all voting "aye" and none voting "no" to exit executive session ADJOURN At 7:21 p.m., there being no further business to discuss, a motion was made by Commissioner Foster, seconded by Commissioner Tuck, all voting "Aye" none voting "No" the Commission adjourned.
