WELCOMEPLEDGEINTRODUCTIONS (AGENDA ITEM I) SBSC Chair Goodwin called the meeting to order at the Suncoast Technical College (STC) in the Conference Center, located at 4748 Beneva Road, Sarasota, Florida, at 9:05. A.M., followed by the Pledge of Allegiance, and welcoming of the County, City, Town Commissioners/Councel Members, School Board Members, and Representatives to the annual Convocation of Governments (COG) Meeting. Attendees from the County, City, Town Commissioners/Couneh Members, School Board Members, and Representatives introduced themselves. 2. CONVOCATION GOALS AND AGENDA (AGENDA ITEM II) SBSC Chair Goodwin reviewed the Convocation Goals and Agenda for the COG Meeting which included presentations and discussions. 3. OPEN TO THE PUBLIC (AGENDA ITEM III) No one signed up to speak. 4. UPDATE ON SCSB ENROLLMENT AND PLANNING FOR THE FUTURE (AGENDA ITEM IV) Diane Cominotti, Acting Director of Planning/GIS Planning Analyst, and Amy Anderson, Planning Analyst, SBSC Planning Department spoke before the Bodies. Ms. Cominotti and Ms. Anderson referred to al PowerPoint presentation displayed on a projector and shared on. Zoom entitled Enrollment and Planning for the Future" provided al brief overview of enrollment numbers, high residential growth areas and impacts to Sarasota County schools, capacity, future projects, and school sites. Ms. Cominotti concluded and referred to a slide entitled "Capital Improvement Planning" and provided a brief overview. SBSC Chair Goodwin stated that a school must be over capacity in order to build a new school; that currently Venice High School is over capacity. 5. SKILLED TRADES IN SCHOOLS (AGENDA ITEM V) SCSB Executive Director Dr. Ron DiPillo, Career, Technical and Adult Education (CTE), spoke before the Bodies, referred to a PowerPoint presentation displayed on the projector and shared on Zoom entitled "Suncoast Technical College Fun Facts" and provided a brief overview of enrollment demographics, CTE career certificate programs, other programs offered, and upcoming plans and events. Dr. DiPillo concluded and referred to a slide entitled Upcoming plans & events" as follows: Open house + Tiny Home ribbon cutting, February 03, 2022, 5:00 P.M. to 7:00 P.M. Fire Training Academy Rebuild HS Dual Enrollment Expansion via State Grant Proposed Collaboration for an Aircraft Maintenance Program with MTC The Farm at Mcintosh Re-Imagined New Construction and Finance Academies in High Schools Miss Susie's After-School Culinary Program at Booker High School (BHS) In March 2022 Culinary Arts to Careers (CA2C) Program For Students with Intellectual Disabilities Fast Track Programs Meeting the Needs of Automotive, Electric, Plumbing, Manufacturing Bistro Reopening and The Bistro in North Port, Florida is also Opening Sarasota City Manager Marlon Brown thanked Suncoast Technical College (STC) and stated that Dr. DiPilo, Dr. Rachel Shelley, and SBSC Vice Chair Tom Edwards are appreciated for their collaboration on the Miss Susie's Afterschool Culinary Program with a number of local restaurants. SCS REFERENDUM (AGENDA ITEM VII) SCSB Superintendent Dr. Brennan Asplen spoke before the Bodies, referred to a PowerPoint presentation displayed on the projector and shared on Zoom entitled 2021-2022 Referendum, and provided a brief overview of the impacts of renewing the voter approved Referendum and the Strategic Plan. Dr. Asplen referred to a slide entitled Renewing the Referendum Will Allow Us To:" as follows: Pay for teacher salaries, guidançe counselors, athletic trainers, music, dance, and arts programs Support Pre-K and Early Learning Opportunities Keep the added 30 minutes of instruction per school day, equal to 18 extra days a year Continue to enhance safety and security at schools Summer Learning Academies and some Reading Recovery teachers to avoid summer slide in Funding for Technology support professionals in each school Sarasota County is one of only two school districts in the State to be graded "A" by the Florida Department of Education every year since grading began in 2004. SBSC Chair Goodwin stated that Charter Schools are also funded. Dr. Asplen referred to a video entitled "Strategic Plan" and provided a brief overview. In response to a comment and question posed by City of Sarasota Mayor Erik Arroyo regarding fiscal year (FY) 20/21 operating budget approved by the County for the SBSC $503 million versus the $1.1 Billion recently approved for FY 22/23 and how much of the budget is related to the upcoming Referendum was addressed by SBSC Superintendent Dr. Brennan Asplen. 8. TOWN OF LONGBOAT KEY (AGENDA ITEM VIII) Longboat Key Town Manager Thomas "Tom" Harmer spoke before the Bodies and provided a brief overview of the following: The need for a strong school system is understood Longboat Key, Florida is a built-out island The growth experienced is from residents transitioning from seasonal to permanent Update regarding the St. Regis Hotel and residences project Update regarding the proposed Longboat Key Town Center and Library 9. CITY OF NORTH PORT (AGENDA ITEM IX) City of North Port City Manager Alfred Jerome Fletcher, II spoke before the Bodies regarding the following: Ar request was made for an update regarding the plans for a Technical College in North Port, Florida The desire for a traffic signal in front of North Port High and Middle Schools. SBSC Assistant Superintendent/Chiet Operating Officer Jody Dumas came before the Bodies to address questions. 10. CITY OF SARASOTA (AGENDA ITEM X) City of Sarasota City Manager Marlon Brown spoke before the Bodies and provided a brief overview of the following: Update on the Conservation Easement for Bobby Jones Golf Course (BJGC) State of Florida granted the City and The Bay Park Conservancy (BPC) approximately $10 million grant for sustainability, resiliency, and stormwater protection The desire to have a conversation regarding designating vacant land owned by the SBSC for affordablelattainable housing The need for safe pedestrian crossing at East Avenue and Bahia Vista Street Requested an update regarding Sarasota High School (SHS) improvements since the closing of School Avenue Requested an update regarding a discussion of programs Sarasota County Schools have on diversity and racial equity training Upgrade to the tennis facility at Payne Park and potential partnership with SHS City Commission recently recognized SHS Swim Team on winning the 4A State Championship City of Sarasota Mayor Arroyo spoke before the Bodies regarding ways to create and incentivize affordablelattainable housing, and stated that he has been in conversation with the Chief Executive Officer of Sarasota Memorial Hospital (SMH) since employees cannot afford to live where they work; that the question to be addressed is "Will Sarasota County Schools be willing to acquire land to build affordablelattainable housing for their workers since developers cannot be relied upon and must come from a place of not seeking profits?" SBSC Assistant SuperintendenuChet Operating Officer Jody Dumas came before the Bodies to address questions. 11. SARASOTA COUNTY GOVERNMENT (AGENDA ITEM XI) Sarasota County Administrator Johnathan Lewis spoke before the Bodies and provided a brief overview of the following: Building a regional firefighter training site Revisit possible student internships for utilities, wastewater, water plant operations, and maintenance Referendum to be voted on in March 2022 in which 25% of money goes to Sarasota County Schools for infrastructure Sarasota BCC Chair Alan Maio spoke before the Bodies and stated that the importance of this meeting should never be discounted; that the regional firefighter training site is breaking ground in September or October 2022. 12. CITY OF VENICE (AGENDA ITEM XII) City of Venice City Manager Edward "Ed" Lavallee spoke before the Bodies and provided a brief overview of the following: Opened new Police and Fire Stations City Hall expansion and new Public Works facility Downtown restoration Performing Arts Center Installed new sod and upgraded irrigation for the athletic fields which failed but was corrected Book 68 Page 39605 01/21/22 9:00 A.M. Determining the date for the Venice High School Football State Champions Parade Update regarding student internships and the desire to have focused internships with the Utilities Department Update regarding Student Government Day City of Venice Vice Mayor Nick Pachota spoke before the Bodies. Question posed by SBSC Member Brown regarding proposed collaboration with Habitat for Humanity in the construction of tordaDleattainable housing and perhaps the inclusion of businesses in the collaboration was addressed by City Manager Lavallee. 13. OTHER BUSINESS (AGENDA ITEM XIII) SBSC Chair Goodwin thanked Suncoast Technical College Staff and the Culinary Arts Program Staff, and others for attending the COG Meeting. 14.
