CITY OF ARNOLDSVILLE CITY COUNCIL MEETING 5/15/2025 Mayor: Danny Morcom Council Present: Blake Arnold, Lillian Sanders, Joel Kriner, Joyce Sniff City Employees Present: Dana Player, Lynn Shedd City Attorney lresent: Danny Love Guests Present: Melvin Fleming, Douglas Cosby, John Parker, Carol Jordan, Judy Haynes, Amanda McCabe, Mr. & Mrs. Smith At 6:00 pm Mayor Danny Morcom called the meeting to order. He stated that the first thing on the agenda was to nominate a council member for the empty seat. The four candidates were Carol Jordan, Judy Haynes, John Parker, and Douglas Cosby. Carol Jordan was the first to speak. She said she has been a teacher for 22 years and that she loved children and wanted to protect the community. Judy Haynes said she moved to Arnoldsville between 2018 and 2019 and retired from a towing company. She does not want big growth like in Athens. John Parker said he has been in Arnoldsville since 1995. He worked off and on for a small-town Fire Department. He has also been a pastor and minister of music. He loves Arnoldsville and wants to help in the community. Douglas Cosby moved here in 1994. He served on the council from 1995 to 1999. He retired in 2024 and wants to help control the growth in Arnoldsville. Ballots were given to the council and the City Clerk, Dana Player, picked them up and counted them with the City Attorney, Danny Love. Douglas Cosby was nominated for council. At 6:10 pm, Douglas Cosby was sworn in by City Attorney, Danny Love. Minutes On a motion from Lillian Sanders, seconded by Joyce Sniff, the minutes for the April 17, 2025, regular meeting was approved as submitted. Vote 5-0 General Fund Financial Report On a motion from Joyce Sniff, seconded by Lillian Sanders, the April 2025 General Fund Financial Report was approved as submitted. Vote 5-0 Water Fund Financial Report On a motion from Joyce Sniff, seconded by Blake Arnold, the April 2025 Water Fund Financial Report was approved as submitted. Vote 5-0 Water Department Report Water Superintendent, Adam Boswell, was not present. Mayor, Danny Morcom, said he talked with Adam and that all the wells but one are running. Both tanks are full. George Spearing III and Adam are working together to fill out the new well form for the state. Fire Department The Arnoldsville Fire Chief, Heath Baker, was not present. Douglas Cosby said that they had 6 or 7 calls for the month and there had been 61 calls in the first three months. He asked the council if they could use the building for training in June, July, and August. They are still waiting for a bid on the building expansion. Zoning Land Use/Zoning Officer Lynn Shedd reported one resident needs a permit for a pole barn and that he needed to talk to another resident about their grass being too high. New Business Mayor, Danny Morcom, let the council know that they needed to start thinking about the Comprehensive Plan that is due soon. He gave copies of the last plan to them for review. Old Business City Attorney, Danny Love, said he would call a surveyor to survey Pine Grove Road to find property lines before we did the paving. Blake Arnold mentioned that the hot months were approaching. He suggested that we draft up an emergency plan letter concerning water usage during the hotter months. On a motion from Blake Arnold, seconded by Joyce Sniff, it was approved to draft a letter about the water usage in the hot months and put it in with the water bills. Vote 5-0 Lillian Sanders said that there were several new builds last year that contributed to the water shortage and that there were not as many this year.
