Kirschner, Members Fredd "Glossie" Atkins, Suzanne Atwell, and Terry Turner, Executive Director Robert J. Bartolotta, Attorney Robert M. Fournier, and Secretary Billy E. Robinson ABSENT: None The meeting of the Community Redevelopment Agency (CRA) was called to order by Chair Clapp at 3:21 p.m. 1. REPORT RE: COMMUNITY REDEVELOPMENT AGENCY ADVISORY BOARD'S REGULAR MEETING OF JULY 8, 2009 (AGENDA ITEM CRA-1) Ronald McCollough, Chair, Community Redevelopment Agency (CRA) Advisory Board, and Chief Planner Steven Stancel, Neighborhood and Development Services Department, came before the Commission. Mr. McCollough stated that the CRA Advisory Board reviewed the ranking of Tax Incremental Financing (TIF) project funding priorities based on the decreased TIF funds available sO a recommendation could be made to the CRA; and gave the following report of the July 8, 2009, Special CRA Advisory Board meeting: Ernest Ritz, Vice Chair, Downtown improvement District (DID) gave a report of the spending priorities of the DID, The CRA Advisory Board voted to recommend the following ranking of the top five priorities: 1) Wayfinding, 2) Downtown Historic District, 3) Storefront Facade Program, 4) Selby Five Points Park, and 5) Fruitville Road Improvements, and The CRA Advisory Board voted to recommend the CRA allocate $850,000 of the $942,844 budgeted for fiscal year 2009/10 to the wayfinding system to complete the Downtown portion of the project, allocate the remaining $92,844 to the Downtown Historic District, oppose a $510,000 allocation for parking meters, and reallocate the $510,000 from parking meters to the Downtown Historic District. In response to a question by Vice Chair Kirschner asking the discussion among the CRA Advisory Board members regarding parking meters, Mr. McCollough stated that the 5 of 9 members who were present at the July 8, 2009, Special CRA Advisory Board meeting unanimously opposed the installation of parking meters. In response to a question by Member Turner asking the CRA Advisory Board members who were absent, Mr. McCollough stated that CRA Advisory Board Members Kathleen Baylis, Valerie Buchand, Charles Githler, and Michael Shafer were absent at the July 8, 2009, CRA Advisory Board Special meeting. A motion was made by Member Turner, seconded by Vice Chair Kirschner, and carried by a 5-0 vote to receive the report of the July 8, 2009, Special Community Redevelopment Agency Advisory Board meeting. 2.
