Chairman McBride called the meeting to order at 9:00 a.m. REVIEW OF BUSINESS MEETING AGENDA - The Board reviewed the Business Meeting Agenda for the January 29, 2019. The Business Meeting Agenda was approved with the following changes: Addition to agenda: November & December 2018 Commissioners Proceedings will be reviewed and signed. Ehibit E was added for the Consideration of Government Obligation Contract between Logan County and Kansas State Bank for financing the purchase of five (5) Patrol Vehicles and one (1) Transportation Van in 2019 for the Logan County Sheriff': S Office. The meeting recessed at 9:12 a.m. and reconvened at 10:04 a.m. APPROVAL OF MINUTES FROM PREVIOUS SESSION - Chairman Byron Pelton moved to approve the minutes oft the January 15, 2019 work session. Commissioner Jane Bauder seconded; motion passed. REVIEW DEPARTMENT OF HUMAN SERVICES (DHS) SCHEDULE OF BILLS- Shannon Graves met with the Board to review the DHS schedule of bills dated January 29, 2019. The Board approved all bills as presented. REVIEW DEPARTMENT OF HUMAN SERVICES (DHS) APPROVAL OF PAYROLL Shannon Grave met with the Board to review the DHS approval of payroll for pay period 1/5/19 - 1/18/19. The Board approved payroll as presented. REVIEW LOGAN COUNTY SCHEDULE OF BILLS - Lindsey Reeves met with the Board to review the Logan County schedule ofbills dated January 29, 2019. The Board approved all bills as presented. Lindsey explained meal allowance charges that were in excess of allotted amount. Lindsey stated statements are sent out and she asked if she should continue this process. Commissioner Jane Bauder stated statements were not received by Jennifer and Dolan. There was confusion over an allotted meal cost overage with the statement difference showing $19.29 when calculated the difference should be $12.09. Lindsey will look into it to see ifitis correct. Lindsey sends statements out after bills are approved SO that is why Jennifer and Dolan have not received their statements to-date. Discussion was held previously and it was agreed that bill issues will be highlighted and a non- compliance list will be emailed to Commissioners if there are non-resolved issues. Page -1- SENATOR CORY GARDNER UPDATE - cancelled by Darlene Carpio. COMMISSIONERSSTAFF ISSUES Nothing to report UNFINISHED BUSINESS WORK CAMPS - Strike work camps from old business. PAWNEE RIDGE PARK - Chairman Joe McBride is waiting to see if equipment will need to be retro-fitted. Chairman Joe McBride gave the go ahead for resurfacing and lighting. Memorial placements will be tabled until Commissioner Jane Bauder is able to reach out to her contact. CAMPGROUND REGULATIONS - Commissioner Byron Pelton and Alan Samber previously discussed campground regulations and didn't feel health regulations were applicable to Logan County Campground Regulations. Alan Samber studied State Campground Regulations and there are five different type of Campground Regulations: Primitive; Semi Primitive; Developed and Modern all have different amenities and uses. Primitive Campgrounds are horseback and hike-in camps, Modern campgrounds require more equipment. Semi-Developed campgrounds fit closest to Logan County's temporary transient workers campgrounds and do not require a bath house. Currently Logan County regulations required bathhouses and the County could consider amending zoning regulations to eliminate the bathhouse requirement. An across the board bathhouse requirement is inconsistent with State regulations. The next step to Amend Logan County's current regulations would be for Alan Samber and Rob Quint to prepare a "draft" amended regulation for the Board. Chairman Joe McBride moved to direct Alan Samber and Rob Quint to pursue an amendment to the current county bathhouse regulation; Commissioner Jane Bauder second; motion passed. Further added discussion included that Rob work with the Health Department and Alan Samber requested a detailed Rob Quint previously discussed with Adams County on their process and that the health department will be reviewing the amendment. Commissioner Jane Bauder tried to research by calling CDPHE and didn'treceive a return call. Rob Quint added that sanitary waste stations are no longer required this year. Once the amendment is drafted, and advertised it will be presented to the Planning & Zoning department. PEETZ GENERATOR - Jerry Casebolt reached out to the State to find out about issues with the generator. Messages state "test failed" but do not tell what is wrong. The Office of Technology stated both companies need to know what specifically is failing prior to bidding for repair/replacement. Byron suggested calling our current maintenance company to find out what the error messages mean and when Jerry attempted this the maintenance company just stated it needs to be replaced. Jerry will continue to work to get this resolved. COUNTY AUDIT - Chairman Joe McBride stated that the County Forensic Audit should be removed from Old Business until it is actually needed. CARPORT - Chance Wright is working on bids for the Carport. Page -2- COURTHOUSE LIGHTING ISSUES - Jennifer Crow is working on the courthouse lighting issues. Chairman Joe McBride questioned why we have to pay to change lighting and would like to make the changes in-house with Jennifer Crow, Jerry Casebolt and Chance Wright completing training to do this internally. Commissioner Byron Pelton asked the Board to review emails sent by Jennifer Crow on updates. HERITAGE CENTER VISIT - Commissioner Jane Bauder visited the Heritage Center and proposed Cynthia dream up needs for the aging community and how to better service the aging community and designing a new building or adding on to the existing building. Commissioner Jane Bauder spoke with Dennis with CTI and Dennis will look for grants once the pricing proposal is done. Cynthia will visit other sites and research options. Commissioner Byron Pelton stated there was discussion last year about holding more activities at the Fairgrounds. Alan Samber asked if the Sterling Community Fund would work and Jane commented that isn't the best option at this time. Cynthia reported to Commissioner Jane Bauder that Yoga classes are full and there isn't enough room. Commissioner Jane Bauder will bring updates back to the Board in a couple of months. EXECUTIVE SESSION HELD - Commissioner Byron Pelton moved to go into Executive Session to determine positions relevant to matters that are subject to negotiations of concerns of the Logan County and City of Sterling Primary Senior Governmental Grievance and its termination as allowed by Colorado Rev tatute-24-6-4024): Commissioner Jane Bauder second motion; motion passed. Executive Session started at 10:35 a.m. and concluded at 11:15 a.m. Those present during the Executive Session were Alan Samber; Chairman Joe McBride; Commissioner Byron Pelton; Commissioner Jane Bauder. Chairman Joe McBride stated: "For the record if any person who participated in the Executive Session feels that any substantial discussion of matters not included in the motion to go into Executive Session occurred during the Executive Session or than any improper action occurred during the Executive Session in violation of the open meeting slot you asked that you address your concerns for the record. 9 There were none. Chairman Joe McBride reconvened the Work Session Meeting at 11:15 a.m. WORK SESSION RECONVEINED November 2018 and December 2018 Commissioners Proceedings - Commissioner Byron Pelton moved to accept the November and December 2018 Commissioners Proceedings; Chairman Joe McBride seconded the motion; Commissioner Jane Bauder abstained; motion passed.
