Minutes: Commissioner Lashley moved to approve the minutes of June 22, 2022 with the clarification that the Commissioners had no money in this years budget to support a volunteer shuttle system. Commissioner Fetchenhier seconded the motion. The motion passed unanimously County Attorney Dennis Golbricht introduced for the First Reading Ordinance No. 2022-01 the Model Traffic Code. The Treasurer's Semi-Annual Report was presented to the Commissioners. Commissioner Lashley moved to approve the Treasurer's Report as submitted. Commissioner Fetchenhier seconded the motion. The motion passed unanimously. Draft Resolution 2022-06 Lodging Tax Ballot Referral was presented to the Commissioners for their review. It was the consensus of the Commissioners to schedule a public hearing on Resolution 2022-06 for the July 27th meeting. Public Health Director Becky Joyce. Emergency Manager Jim Donovan and P.I.O. DeAnne Gallegos were present to provide the Commissioners with a public health update. County Assessor Kim Buck was present to provide her annual County Board of Equalization Report. The Fire Authority submitted a request to allow them to use $9500 in funding from the Emergency Services Sales Tax previously authorized to provide the firemen with a stipend for responding to a call to use it for payment to tirefighters for completing training. It was the consensus ofthe Commissioners to allow this change. The Treasurer's monthly report was presented to the Commissioners for their review. Region 9 Project Manager Shak Powers was present to introduce himself to the Commissioners and inform them that he will be working on broadband, workforce housing and transportation projects for the region. He requested a letter of support from the Commissioners for broadband projects within San Juan County. It was the consensus ofthe Commissioners to provide a letter of support for the proposed broadband project. The Silverton Clinic Board met with the Commissioners in a work session to provide an update on what was occurring with the clinic. Having no further business, the meeting was adjourned at 12:38 P.M. Funding for costs directly attributable to tourism activities should be mitigated when possible by tourism income, including from lodging; and WHEREAS, House Bill 22-1117 expanded the allowable uses for lodging tax proceeds to also include childcare and housing for the local workforce, as well as to facilitate and enhance visitor experiences. Any such proposed expansion of use of an existing lodging tax must be referred to the registered electors of the unincorporated areas and the municipalities subject to the lodging tax at the next general election; and WHEREAS, the Board wishes to submit to the registered, qualified electors of unincorporated San Juan County and the Town of Silverton, at the election to be held on November 8, 2022, a question authorizing the use of the Existing Lodging Tax of 2% to market and advertise tourism, provide childcare and housing for the local workforce, and to facilitate and enhance visitor experiences; and WHEREAS, this election shall be conducted by the San Juan County Clerk and Recorder in accordance with the "Uniform Election Code of 1992," Articles 1 to 13 ofTitle 1, C.R.S. The San Juan County SAR team also sent out 6 local members to follow some new leads and scour unsearched terrain in the Vestal peak area. A search plan was devised on Sunday to track down new leads and information. Search crews were transported into the remote area early Monday morning via helicopter and were prepared to spend the night and hike out the next day if necessary. Daniel Lamthach, a 22 year old male of Salt Lake City Utah has now been missing for 9 days and the Trinity Peaks SAR operation is on Day 5. Sunday July 17th: Daniel Lamthach was last seen at Molas Lake area and planned a day hike although unprepared for an overnight stay in the wilderness. Monday July 18th: Cell phone was found by hikers on Elk Creek Trail at the Vestal Peak trail confluence. Thursday July 21st at 5:55pm: Daniel Lamthach was reported missing by a concerned friend & the SAR operation was initiated with helicopter support from Flight For Life. His vehicle was located in the parking lot of Molas Lake trailhead. Friday July 22nd: SAR operations continued with Flight for Life helicopter support and ground crews hiking in. Saturday July 23rd, 2002: Search teams continued to scour the area with support from FLIGHT FOR LIFE & The DFPC MULTI MISSION FIXED WING AIRCRAFT. Please share with staff or anyone you feel would benefit. Facts: We are starting week 9 of high transmission rates (beginning Memorial Day weekend). We are truly hoping to see a decrease in cases in a few more weeks as tourism decreases and herd immunity increases. Many who are becoming positive are vaccinated, boosted and have not tested positive for COVID yet until now. Severity of Iness ranges from a sniffle or mild allergy symptoms to hefty flu-like symptoms. Muscle aches, chills and several weeks of fatigue and brain fog has been common. We are seeing it vary from young to older; no particular age has more of either symptom. No known hospitalizations, but there have been reports of ER visits. Several elderly people have had it pretty hard though, and for longer (who had past health history) which makes it hard for them to access care, get medicines and recover as easily. SJC's high vaccination rate is helping our population over 60 years old out of the hospital and avoid death. SJCPH has performed close to 200 tests in 8 weeks and has a 50% positivity rate (the State is at 11%) SJCPH has used around $9k worth in testing material since Memorial Day 2 SJCPH staff members spending over 80% of time on COVID related activities. Difficult to perform other Public Health functions. Several businesses related to last week's outbreak (27 cases) have been affected by having numerous staff out sick. June had 54 positive tests at SJCPH. As of July 25th, there are 50 positive cases detected in July. Most of June and July's numbers are from people testing with us, but many are self-reported. Isolation is a 5 day period from the first day of symptoms. Then 5 more days of mask wearing around others. You may test positive for longer than 10 days but 10 days total is all you need to isolate and wear masks around others. Antigen tests have frequently tested false negatives: if you have symptoms and are testing negative, test with Public Health as we can perform a more definitive PCR. There is nosuch thingas a false positive unless proven by the State Health Dept. Very rare and almost impossible. Especially in a town like ours that has an extremely high transmission rate currently. We DO appreciate knowing if people have tested positive because our jobs are to do disease surveillance, but also because there has been inaccurate information about Isolation and Quarantine out there. We are not policing anyone, and I certainly don't get out much, SO I won't notice if you're breaking your quarantine, we're here to support you! The State is not doing Outbreak investigations but is monitoring if a large event has had numerous positive cases, especially if the large event almost doubles a population. It has more effect on the community and access to care and we learn how to suggest better mitigation techniques for the next event. Just to note, outbreaks are not publicized any longer. IF you have had COVID in the past 90 days, it will be unlikely to get COVID currently. However, depending on one's immune status, iti is always a possibility, but you do not need to quarantine if you were in close contact with someone during those 90 days. Anti-virals: If you are over 50 years old and unvaccinated, obese, or have certain health conditions, anti-virals could prevent you from being hospitalized or dying. Call your primary care provider to call in a prescription for you. In Durango: City Market, Walgreens, and Sav on Albertsons may carry it.You do need a healthcare provider to prescribe them. Telehealth is an option if someone does not have a Primary Care provider, the telehealth provider can call it into a pharmacy. Omicron (BA.1) is different enough from BA.5 and you can get it again currently, even if you had it in November, December and January. Novavax, which is an adjuvanted base vaccine (unlike COVID-19 MRNA) will be available soon, and appears to be working fairly well with Omicron. The MRNA booster vaccine more specific to Omicron should be ready in October and will be available in Silverton for those 18 years and older.
