Call to Order: The meeting was called to order by Chairman Peter McKay. Present were Commissioners Ernest Kuhlman, Scott Fetchenhier, County Attorney Dennis Golbricht and Administrator William Tookey. The meeting was held via Zoom video conferencing. Commissioner Fetchenhier moved to approve the minutes of. July 8, 2020 as submitted. Commissioner Kuhlman seconded the motion. The motion passed unanimous. Commissioner Fetchenhier moved to approve the minutes ofthe July 10, 2020 special meeting as submitted. Commissioner Kuhlman seconded the motion. The motion passed unanimous. Planning Director Lisa Adair was present to provide the Commissioners with her report. She informed the Commissioners that she had approved a Poker Run for August 14th - 16th. Public Health Director Becky Joyce, Emergency Manager Jim Donovan and Public Information Officer DeAnne Gallegos were present to provide the Commissioners with an update on the COVID 19 emergency. The Commissioners reviewed a draft written warning for violations to the public health order. Administrator Tookey and Health Director Joyce presented to the Commissioner a spreadsheet breaking down all of the Public Health Grants and which employees would be working on which grants. The COVID 19 Pandemic has placed a huge burden on public health but fortunately there is additional state and federal monies to off set the additional costs. The spreadsheet also reflected payroll increases to reflect the additional workload and demand. It was the consensus oft the Commissioners to approve the payroll increases as presented. Terry Morris was present to update the Commissioners on the CAG. The CAG is sending a letter to the EPA expressing their concerns that they should be involved earlier in the planning process. It was the consensus of the Commissioners to send a letter to the EPA expressing similar conçerns. There was also a consensus oft the Commissioners to send a letter to the BLM expressing concerns ofthe impact grazing sheep may have on remediated sites. The Commissioners discussed county roads. They instructed the County Administrator to notify the Road Department to place a barrier on CR 22A near the Jepson Property line and to post a sign the states no motorized traffic beyond this point-non motorized allowed. Also, to remove the no OHV sign on CR 22A. They asked that the boulders on CR 22 be moved to prevent dirt bikes from driving through them. They also asked that the 35 mph signs be replaced with 20 mph signs. It was also a consensus to not apply any dust control product at this time. James Simino of the San Juan National Forest was present to provide the Commissioners with an update on the Forest Services issues with the Durango and Silverton Narrow Gauge Railroad and the impacts on the backcountry. Silverton Schools Superintendent Kim White was present to explain to the Commissioners her plans for the school this fall. She is planning to have the school opened for in school learning. She also provided an update noting that $100,000 in rent support and 4000 food bags were provided to the community. Ron Mabry was present to provide the Commissioners a proposal for weed control. Ron would become a part time temporary county employee and Ouray County would donate a truck to San Juan County that has the sprayer on it. It was the consensus of the Commissioners to have the attorney, the administrator and Ron meet to work out the details. Having no further business, the meeting adjourned at 9:08 P.M.
