Social Services Director Martha Johnson was present to provide the Commissioners with an update from Social Services. Jeremy Fox representing San Miguel Power Association was present to provide the Commissioners with an update on the extended power outage, to explain how SMPA and Tri-State responded to the power outage and to explain what redundancies were built into the system to minimize extended outages. The Treasurer's monthly report was presented to the Commissioners for their review. Administrator Tookey provided the Commissioners with a sales tax update. It was the consensus of the Commissioners to schedule a work session on the afternoon of December 15th to discuss OHVS Planning Dircctor Lisa Adair presenled the Commissioners with her slaff report. This website will navigate through pages to give you a complete look at the site. Webpages include background and site information, 2019 ROD sites with planned and completed project information, priority reach information and ecological data, and an in-depth look at the Gladstone water treatment plant. See New on the Web. Site Updates Angld Saxon Mine EPA and its contractors have concluded work at the Anglo Saxon Mine in early October. This work included re-routing the adit discharge around and away from waste rock piles and removing sediment from the existing upper pond. The sediments were successfully removed from the upper pond and stabilized on top of the waste rock pile and flow was restored to the pond. Next year, the culvert to the pond must be adjusted to ensure efficient redirection of mine influenced water into the pond. Mammoth Tunnel EPA and its contractors concluded 2021 planned work at the Mammoth Tunnel in early October. Work included reconstructing the adit drainage channel with concrete cloth. Additionally, sediments from the lower pond were stabilized and staged in an interim sludge storage. Future work includes collaborating with the BLM to move toward a single-pond solution and improve the lower portion of the MIW drainage path. Before and after of Mammoth adit discharge. The discharge has been redirected to a culvert under county road and around waste rock. Bandora Mine EPA has collected geophysical data to evaluate stability and the presençe of water behind the collapsed adit. A number of attempts to drill into the workings failed due to lack of accurate and recent mine maps. Work completed this season includes improvements to mining influenced water (MIW) diversion (liner, re-route), culvert installation under CR 7, and installation of lined settling ponds which currently add over 11 hours of retention time to the MIW. In a separate effort, the U.S. Army Corps of Engineers Restoration of Abandoned Mine Sites (RAMS) program conducted additional geophysical and drone work at this location. This work was delayed from 2020. Next year, EPA plans to attempt to install a well into the mine once again using updated information about the location of the workings. Terry Tunnel In September EPA finished the de-watering of the Terry Tunnel and re-opened County Road 25. In October EPA finished lining the new channel and stabilizing the portal structure through to the bulkhead. Next year, EPA will regrade and re-vegetate disturbed areas. Goals 2/3 Evaluation In 2019 EPA established three main sitewide goals to support the overarching purpose for our work to minimize the human and ecological risks at the BPMD site. The three goals are: Water quality improvements in four priority reaches Stabilize source areas, with a focus on solid media Minimize unplanned releases For Goals 2 and 3 EPA has partnered with the Colorado Division of Reclamation, Mining and Safety (DRMS) to complete a survey of adits in the mining district to identify those that might pose a risk of an unplanned release. In September DRMS completed that survey and assessment and will provide a report to EPA in winter 2021/2022. Site team completing Goals 2/3 inspection at. San Juan County is connected to Ouray County by our tourist related economy and via Red Mountain Pass. A 23 mile stretch oft the scenic Million Dollar Highway and portion ofthe San Juan Scenic Byway provides an economic pipeline between the Towns of Silverton and Ouray. It also provides endless access to year-round motorized and non-motorized backcountry recreation. We are confident that the Ice Climbing Park's event series will help to increase traffic and provide much needed additional customers to our restaurants and gift shops during the slow winter season. Such an event will also showcase the region and the incredible opportunities for all the winter recreation that is available. There has always been a general sense of caution when considering a new winter event and the pandemic has increased that caution. The region is difficult to travel to and the weather is unpredictable between November and May. However, the opportunity for our region to host a new event ofthis magnitude is rare and we strongly encourage the Office ofeconomic Development and International Trade to fully support the Ouray Ice Park's grant proposal. Gunnison, and Hinsdale counties, for the following reasons: The BLM's decision to continue to allow grazing these high-risk allotments is not based on best available science as presented in detail by Colorado Parks and Wildlife (CPW) in the decision process. The BLM's decision does not adhere to the agency's MS-1730 policy which requires effective separation oft the species, but rather relies on unproven and untested best management practices (BMPs) to prevent a spillover disease event. The BLM's decision appears to reflect the agency's determination to maintain the status quo for domestic sheep grazing, which jeopardizes the future of highly valued bighorn sheep on public lands. Time is oft the essence. The risk of a catastrophic disease spillover event from lack of effective separation of the species in the project area is very high, as demonstrated by data collected by CPW and historical disease events. We ask that the BLM re-evaluate the current decision and recommend closure ofa all high-risk allotments under review by the Gunnison Field Office. Choosing to not issue any final decision on this analysis is not an option, as the BLM's own analysis recognizes the very high risk posed to bighorn sheep under current management. That was the stupidest thing I have seen in years. We sloped the road to the ditch side and filled the ditches. All of these government dogooders need to stay off of the County roads.
