Call to Order: The meeting was called to order by Chairman Scott Fetchenhier. Present were Commissioners Ernie Kuhlman and Austin Lashley, and Administrator William Tookey. Payment of Bills: Commissioner Kuhlman moved to authorize payment of the warrants as presented. Commissioner Lashley seconded the motion. The motion passed unanimous. Minutes: Commissioner Lashley moved to approve the minutes of March 9, 2022 as presented. Commissioner Kuhlman seconded the motion. The motion passed unanimously Public Health Director Becky Joyce and P.I.O. DeAnne Gallegos provided the Commissioners with a COVID 19 update. Public Health and Emergency Management recently met with representatives of Cascade Village. Th purpose ofthe meeting was to make sure that Cascade Village is adequately prepared for emergency health and safety issues. They will be scheduling another meeting. The Commissioners discussed the request from the Town of Silverton for the use of office space for the planning office in the Hospital Building. It was the consensus of the Commissioners to provide one office at no cost, but they would be required to pay rent for the second office. Social Service Director Martha Johnson along with Krissy Rhoades were present to provide the Commissioners with an update. Also present was Sara Mordecai to update the Commissioners on the Silverton Family Learning Center and to request another year OfTANF funding. It was the consensus ofthe Commissioners to provide the Silverton Family Learning Center with $16,000 OfTANF funding and the Silverton School District $25,000 in TANF funding. The Commissioners reviewed Social Services year end financial. Commissioner Lashley moved to approve Transmittal #12 in the amount of $7,492.67; Transmittal #1 in the amount of $23,801.29 and Transmittal #3 in the amount of$7,306.01. Commissioner Kuhlman seconded the motion. The motion passed unanimously. A public hearing was held to receive comments concerning the Improvement Permit Application from Ozone Cubed CO. LLC for the proposed construction ofa single family dwelling in Greyrock Village. Upon the completion of the public hearing Commissioner Lashley moved to approve the sketch plan/preliminary plan/final plan application with the conditions as presented by staff and recommended by the planning commission and with the additional condition that the gate and fencing would require staff approval. Commissioner Kuhlman seconded the motion. The motion passed unanimously. A public hearing was held to receive comments concerning the Land Use Permit Application submitted by Mountainaire Holdings LLC for work at the Old Hundred and Gary Owens Mine. Upon completion ofthe public hearing Commissioner Kuhlman moved to approve the application with the conditions as presented by staff and recommended by the Planning Commission. Commissioner Lashley seconded the motion. The motion passed unanimously. Jon Kaminsky, BLM Field Manager and Megan Mast of the BLM were present to provide the Commissioners with an update. The Ambulance Association Director Tyler George was present for the annual licensing ofthe ambulances. Commissioner Lashley moved to license the ambulances as requested. Commissioner Kuhlman seconded the motion. The motion passed unanimously. Resolution 2022-02 Allowing The Use OfOff-Highway Vehicles On Certain Roads Within The Boundaries Of San Juan County was presented to the Commissioners for their consideration. Commissioner Lashley moved to approve Resolution 2022-02 as submitted. Commissioner Kuhlman seconded the motion. The motion passed unanimously. The Treasurer's S Report and Sales Tax Reports were present to the Commissioners for their review. The Commissioners met with the Tourism Board to discuss the Lodging Tax Fund and the new State Statute that allows the fund to be used for more than just marketing. It was the consensus of the Commissioners to try to place on the November Ballot a question that would allow the use of the Lodging Tax to be expanded as allowed by the new State Statute. It was also a consensus to maintain a consistent level of funding for marketing but to use additional Lodging Tax for workforce housing and other allowable expenditures. As shown in the photographs in 1912 a tank car was also needed to transport gasoline for vehicles, probably from Montrose. The Primos Chemical Company bought the vanadium mill at Newmire in 1909 and made improvements in 1910, including building several tank cars using D&RGW 6000 series flatcars as the base. Condition (example: ruins, abandoned, intact, stabilized): DRHS acquired the tank for a Primos tank car from the US Forest Service at the abandoned Graysill Mine above Purgatory Ski Resort. Only a handful of Series 6000 flatcars exist, and all are either at the Colorado Railroad Museum or on the C &TS. We will reconstruct the wood frame for the car just as we did in restoring our 6205 flatcar. Most of the hardware can be obtained from museums and private owners just as we did for the refrigerator car undercarriage. Use (briefly note the structure's original use and its present use): Primos used the tank cars to transfer oil from Salida to Newmire via D&RG and RGS for heating the big roaster at the vanadium mill. Primos probably leased the flatcars because this practice was typical of D&RG. General site description: the tank for the tank car is sitting on the ground behind the Silverton Northern engine house. Materials (examples: rough-cut wood trestle, oxidized rock dump, log cabin, concrete foundation, wood frame house): The tank (24 ftlong, 5 ft 7 in diameter) is steel. The flatcar frame would decades old reclaimed industrial timbers of Douglas fir for the longitudinal members and oak for the end sills. All under carriage will be steel, mostly all actual antique where possible to obtain, otherwise accurate reproductions, for example, as we had to do for truss rods on the Locomotive 315 tender and the refrigerator car. We also have have patterns made to cast certain other parts. NOTE: Use additional pages if needed for district Historical Significance (briefly discuss the history oft the site as it relates to the themes of mining, transportation, frontier life): The Primos tank car was used for shipping oil from Salida to Newmire via D&RG and RGS, then stationed at the Newmire Vanadium Mill to supply oil to the roaster. The mill site is located along Highway 145 about 6.4 miles east of Placerville and 9.5 miles west of Telluride, and west of the confluence of Big Bear Creek and the San Miguel River. Newmire was renamed Vanadium in 1914. The internationally known metallurgist A. B. Frenzel had been searching for rare metals (uranium, radium, vanadium) for the past two years and in 1901 found vanadium ore on Big Bear Creek about 2.5 mi south of its mouth on San Miguel River. Before this find, vanadium was mainly a by-product of uranium mining in carnotite in the Paradox Basin. Both uranium and vanadium were being experimented in steel manufacture. Over the next few years Vanadium Alloys Company (VAC) did considerable development work at the mine. VAC established a concentrating mill in 1905 and a reduction plant in 1906 at the junction of Big Bear Creek and San Miguel River. Towards the end of 1909 Primos Chemical Company bought the mine and mill from Vanadium Alloys Co. In 1910 Primos added a headquarters and other buildings and made improvements in the mill. WWI caused a big demand for vanadium. By 1918 Primos produced all vanadium in the US and almost half the world supply - other half in Peru. In 1919 the Vanadium Corporation of America (VCA) bought the business and properties of Primos. The mine closed sometime in the 1920s. VCA produced vanadium and by product uranium at the Graysill Mine during an approximately 20-year period after World War II. It dissembled the mill at Vanadium in the early 1950s. The tank at Graysill Mill most likely came from Vanadium and was used to store water from a small lake uphill. FAMILIES THAT INCLUDE A PERSON WITH DISABLITY OR WHOM IS ELDERLY Disability is defined as "Any person who has a physical or mental impairment that substantially limits one or more major life activities; has a record of such impairment; or is regarded as having such impairment." The term domestic violence includes felony or misdemeanor crimes of violence committed by a current or former souse of the victim, by a person with whom the victim shares a child in common, by a person who is cohabitating with or has cohabitated with the victim as a spouse, by a person similarly situated to a spouse of the victim under the domestic or family violence laws of the jurisdiction receiving grant monies, or by any other person against an aduit or youth victim who is protected from that person's acts under the domestic or family violence laws of the jurisdiction. Purpose This is to inform you that there is certain information you must provide when applying for assisted housing. There are penalties that apply if you knowingly omit information or give false information. Penalties for The United States Department of Housing and Urban Development (HUD) Committing places a high priority on preventing fraud. Recertifications You must provide updated information at least once a year. Some programs require that you report any changes in income of family/household composition immediately. Be sure to ask when you must recertify. You must report on recertification forms. All income changes such as pay increases or benefits, change ofjob, loss of job, loss ofbenefits, etc.., for all adult family/household members. Any family/household member who has moved in or out. All assets that you or your family/household members own and any asset that was sold on the last 2 years for less than its full value. Beware of You should be aware of the following fraud schemes: Fraud Do not pay any money to file an application. Do not pay any money to move up on the waiting list. Do not pay for anything not covered by your lease. Get a receipt for any money you pay. Get a written explanation if you are required to pay any money other than rent (such as maintenance charges). Reporting Ify you are aware of anyone who has falsified an application, or if anyone Abuse tries to persuade you to make false statements, report them to the manager of your project or PHA. The Ski Area needs to build their own parking. If someone gets hit who's fault is it probably the County's!! We have been nice for 20 years and Ski Area has done NOTHING! If we go out to grade a road or start opening the roads it is cost the County over $1,000 everyday if we use both grades and tractor or both tractors and a grader will be even more costly this does not include the DEF fluid at almost $10 a gallon.
