Comm. Baroz states that we ask the three bidding companies to come in for interview. BOCC agrees with Comm. Baroz to invite firms in for interview before they make decision. Shooting Range discussion. Comm. Garcia talked to CPW officer Rod Ruybalid about maintenance of range. Mr. Ruybalid encouraged Comm. Garcia to have Conejos County deed property over to CPW. Work session will be scheduled to discuss CPW and Conejos County in regard to the shooting range. Administrator Succession Plan. Work session TBD to discuss future for the Administrator position. Tressesa would like to retire, plans need to be discussed on future. Roof repair is complete on the DSS building and crew is currently working on Courthouse. No Comment from Mrs. Degoyler regarding her Special Use Permit. Kip Canty from the division of water resources writes to land use with no objection to Special Use permit. Adam Moore from declares that the Degoyler's must have a wildfire mitigation plan. Andrea Jones from the US Forest Service has concerns about access road from Hwy 17 to property being a Forest Service Road. Mrs. Degoyler explains Forest Service has verified before that the Degoyler's can access their property through the Forest Service Road, Andrea herself has confirmed that they can use the road. Trespass issues exist because of campers from near by Mogote Campground, who access the river through their property. No Public Comment Comm. Jarvies closes public comment portion of the hearing. CCCAP County allocation is Conejos County CCCAP Allocation-$470,922 (COUNTY MOE- $38,957). PII Certification training has been completed, DSS is required to be trained for State programs. Two vacancies open at DSS, Director Barela is interviewing to fill those positions. Tyler Tech. transition is in progress, no further updates to present. Road and Bridge Report = Donnie Martinez: Paving has been completed in all three districts, Road and Bridge crew completed paving with great success. Paving also was completed in Antonito, La Jara and Manassa. Forest Service Agreement Schedule A for 2024 will require more communication with Andrea Jones. Road and Bridge crew ready to complete paving of Forest Service roads as outlined in the Schedule A agreement for 2023. Donnie provides update on County Road V, 11 and 28 bridge construction. Pothole truck has not arrived from Golden but should arrive soon. New excavator has been delivered to Conejos. Crew has started grading all dirt County roads, while also working on flood damaged roads. Roof repair discussion O Discussion regarding the roof material and application to the old roof, adding possibly adding gutters and heat tape to control the ice on the roof and on the north side of the courthouse. 5 Jail septic system is complete and is actively operating. Donnie suggest that the BOCC find a person from Sheriff's office to keep tabs on system. Donnie also adds that pumps need protection from the cold, perhaps heat tape or insulation to keep from freezing. County Road H Dust Problem - Erwin Romero: Mr. Romero states that County Road H is in terrible condition and is constantly used by Robin's Construction as the main path their mining operation West of Mr. Romero's house. Mr. Romero is asking for the help of the BOCC again to think of something to fix the dust issue on County Road H mostly caused by the mining operation. Donnie has completed a traffic study and did not show major numbers regarding traffic. Donnie also recognizes that the traffic is mostly large agricultural and industrial vehicles from Robin's but also from nearby farms and ranches. Robins has agreed to help with the issues caused on County Road H. Mr. Romero asks that County Road H be paved to eliminate the dust. Donnie mentions that Road and Bridge does not have the budget to pave that long section of road. Donnie offers the possibility of using Mag Chloride to help with the dust. Mag Chloride is more of a band aide and does not offer long term resolution. Mr. Romero asks the BOCC and Land Use to review and revisit the Robins Mining Claim to help regulate traffic down CR H. Public Health = Denise Jiron: Administration and Governance ) All public health agencies are required to establish and maintain programs, personnel, facilities, information technology and other resources necessary to deliver core public health services in the agency'sj jurisdiction. Denise is looking to replace nurse and currently has an ad in the Courier, but no applications have been submitted. Denise has promoted Jessica Jaurez for PCP director position. Personal Care Provider (PCP) Program Clients: 62 O Hour worked: 7,029.00. Employing 33 Providers We have not had any client incidents for this reporting period. Submitted for license renewal in June, awaiting approval. Board of Health - Denise Jiron: West Nile Virus Update. 7/24/23 horse tested positive for virus. 8/01/2023 another horse tested positive. Denise suggest that all County citizens wear long sleeve and pants and use insect with Deet while outside. 6 Ambulance Report- Ernest Abeyta: Financial summary discussion for July. o Revenue has been $265,427.33. 113 calls for July, with YTD calls at 773. Staffing is good, no open positions. Construction of showers at current ambulance base has begun. O Completion has not yet been determined. Ernest will apply for a EMTS Grant for medical response equipment. Comm. Baroz asks that Ernest be part oft the discussion for the Ambulance base work sessions.
