MINUTES OF REGULAR MEETING March 18, 2025 PLANNING & ZONING COMMISSION 1. CALL TO ORDER The meeting was called to order by Chairman Stephens. 2. CALL OF ROLL Commissioners present Chairman Wes Stephens, Mr. Steve Seay, Mr. Mark Hendon, and Mrs. Jennifer Breedlove. Also present were Bill Ferebee, Jackie Thompson, and Officer Ferrand. 3. CITIZENS FORUM Responses to inquiries are limited bystate law to a recitation of existing policy or a statement ofs specific factual information given in response to the inquiry. Any deliberation or decision by the Planning and Zoning Commission shall be limited to a proposal to place that subject on the agenda of a future meeting. None 4. Preliminary Report and Public Hearing regarding a variance to allow a residential structure to encroach within a side building line located at. 135 Bella Vista, Shenandoah, Texas. Chairman Stephens opened the public hearing at 6:02 p.m. Mrs. Thompson advised the Commission of the variance request as stated in the agenda. Mr. Tony Ledergerber, Ms. Mary Griffin and Ms. Kewei Ma addressed the Commission regarding their location near the requested property and privacy concerns they have regarding the home expansion. Chairman Stephens closed the public hearing at 6:30 p.m. 5. Preliminary Report and Public Hearing for 28677 IH 45 North, Shenandoah Texas: a. Proposed Special Use Permit for Convenience Sales and Personal Services for the operation of a convenience store including incidental gas sales. b. Proposed Special Use Permit fora a Texas Alcohol Beverage Commission Wine-Only Package Store Permit (Q). Chairman Stephens opened the public hearing at 6:32 p.m. Mrs. Thompson advised the Commission of the special use permit request as stated in the agenda. Consideration and possible action to approve or deny a sign exception providing for a cabinet wall signs and allowing for existing non-conforming signs to remain located at 1501 Research Forest Drive, Shenandodh, Texas. COMMISSIONER SEAY SECONDED THE MOTION. MOTIONED CARRIED UNANIMOUSLY. 7. Consideration and possible action to make recommendation to City Council to approve or deny a Zoning Alcohol Permit "ZAP" for Sal E Brasa located at 1700 Research Forest Drive, Shenandoah, Texas 77381. COMMISSIONER HENDON MOTIONED TO APPROVE THE ZONING ALCOHOL PERMIT "ZAP" FOR SAL E BRASA LOCATED AT 1700 RESEARCH FOREST DRIVE, SHENANDOAH, TEXAS 77381. COMMISSIONER BREEDLOVE SECONDED THE MOTION. MOTIONED CARRIED UNANIMOUSLY. 8. Discussion regarding any changes that should be made to the Integrated Development Code The Commission focused on Chapter 5 Supplemental Regulations. 9. Consideration and possible action to approve or deny the minutes of the February 18, 2025 Regular Meeting of the Planning and Zoning Commission. COMMISSIONER SEAY MOTIONED TO APPROVE THE MINUTES OF FEBRUARY 18, 2024 REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION. COMMISSIONER HENDON SECONDED THE MOTION. MOTIONED CARRIED UNANIMOUSLY. 10. Administration Updates Mrs. Thompson reminded the Commission to review options for a city logo shirt to be ordered. 11. Commissioner's S Inquiry Chairman Stephens provided an update on the traffic study being completed by the city. ADJOURN Chairman Stephens called the meeting adjpurned.
