CITY COUNCIL MINUTE RECORD Page 369 The City of Buda, Texas Volume 151 Thursday, June 5, 2025 CALL TO ORDER Mayor Urbanovsky called the special meeting to order at 5:30 p.m. ROLL CALL City Clerk Alicia Ramirez certified a quorum with the following Councilmembers present: Mayor Lee Urbanovsky Mayor Pro Tem (SMD B) Evan Ture arrived at the meeting at 5:43 p.m. Councilmember, SMD A Greg Bowles Councilmember, SMD C Terry Cummings Councilmember At-Large, Position 2 Monica Davidson Councilmember At-Large, Position 3 LaVonia Horne-Williams arrived at the meeting at 5:43 p.m. Councilmember At-Large, Position 1 Matt Smith was absent and excused from the meeting. City Staff in attendance: City Manager Micah Grau, Assistant City Manager Wendy L. Smith, Assistant City Manager Lindsey Baker, and City Clerk Alicia Ramirez Main Street Manager Garret Hope certified a quorum with the following Main Street Advisory Board Members present: Marc C M Van Bree Matt Creel Monica Mills John R Stewart Susan K Guerra was absent from the meeting. - 2 WORKSHOP u002 WORKSHOP REGARDING THE MAIN STREET ADVISORY BOARD TRANSFORMATION STRATEGIES WORK PLAN AND ACTIVITIES Main Street Manager Garret Hope presented background information. A copy of the presentation is part of the supplemental minute record. General discussion was held on the parking lot survey and results, dumpster relocation, customer responses, accessibility by Texas Disposal Service, shared dumpster alternatives, and associated costs. Further discussion was held on designating the downtown area as a Tax Increment Investment Zone (TIRZ) and potential projects that may be funded with TIRZ funds, including establishing a funding mechanism, such as building improvement grants, to assist with fire suppression installations, alternative entrances for businesses, and other improvements. Page 370 Minutes Volume 151 June 5, 2025 The Board Members discussed areas of interest and future projects, including 100 Houston Street, the proposed train depot, the intersection at FM 2770 and Main Street, and the area between Esters Restaurant and The Bike Shop. Mr. Stewart welcomed the opportunity to collaborate with other commissions, groups, or departments on future projects, such as the Buda Economic Development Corporation. He also noted that the proposed train depot should maintain as much green space as possible. In response to questions from the Board, Mayor Urbanovsky stated that the board may consider providing input on future projects, such as expanding the downtown district westward, preserving the "main street" concept, and maintaining their presence to assist the Council and other boards, such as the Arts Commission, or creating an arts district. ADJOURNMENT Motion, to adjourn the meeting, was made by Mayor Urbanovsky and seconded by Mayor Pro Tem Ture. Motion carried unanimously.
