MINUTES CITY OF DENTON DENTON PUBLIC LIBRARY BOARD South Branch Library = April 14, 2025 After determining that a quorum was present, the Denton Public Library Board convened on Monday, April 14, at 5:31 p.m. The meeting was held at the South Branch Library at 3232 Teasley Lane, Denton, Texas. PRESENT: Rebecca Fridley, Kathryn Pole, Kerol Harrod, Patricia Peters, and Ellen Sullivan ABSENT: Eva Poole Also present: Jennifer Bekker and Susan Keller 1. PRESENTATION FROM MEMBERS OF THE PUBLIC None. 2. ITEMS FOR CONSIDERATION A. LB25-022 Consider approval of the minutes of March 10, 2025. The Board accepted and approved minutes ofthe March 10, 2025 meeting. Patricia Peters motioned, Kathryn Pole seconded, all in favor. B. LB25-027 The Board received an informational report regarding the Denton Public Library's patron behavior expectations and incident management processes. Jennifer Bekker, Director ofLibraries, and Kimberly Wells, Emily Fowler Central Library Manager, shared information about behavior expectations for library users, how library staff members address behavioral incidents, and how incidents are reported. C. LB25-026 The Board received an informational report regarding the Friends of the Denton Public Libraries. The Friends Executive Board met on April 10, 2025. The Board reported success in their participation in the inaugural Library Giving Day. They raised $3,530. They also discussed the work of their new Fundraising Committee, which has six Friends members and three Friends Executive Board members. They are developing fundraising projects including a Give Us Your Change jar at various businesses in Denton, selling items made in the Forge Makerspace, and soliciting corporate donations and grants. 1 The Friends Executive Board discussed opening the Big Book Sales for two or three hours on Fridays before each book sale for members-only shopping. They plan to implement the additional sale period at the. August book sale. The Board also agreed to begin using a point-of-sale system to take credit card payments at the book store and at book sales. Four Board members will reach out to their bank to see if they provide a system. The Library provided a report on the approved Friends funded projects, shared information about the impact oft the Institute of Museum and Library Services closure, and the Moving Stories project. D. LB25-025 The Board received an informational report regarding the Emily Fowler Library Foundation. There have been no changes since the last Library Board meeting. Library staffis coordinating with Foundation Trustees to schedule ai meeting. E. LB25-024 The Board received a report, held a discussion, and considered approval of the following Denton Public Library Policy update: Reference Operating Policy The Board accepted and approved the policy update. Rebecca Fridley motioned, Ellen Sullivan seconded, all in favor. F. LB25-023 The Board received an information report and held a discussion regarding the library's 2025 Summer Classes & Events: Proposed programs are for May-August, 2025. Library staff recommends approval. Patricia Peters motioned, Kathryn Pole seconded, all in favor. G. LB25-028 The Board received an informational report and held a discussion regarding the IMLS funding. Denton Public Library has seen impacts from the closure of the Institute of Museum and Library Services (IMLS). Texas receives $12.5 million annually to the Texas State Library and Archives Commission (TSLAC). TSLAC administers the funding for projects across the state including grant opportunities for libraries. Denton Public Library was awarded a' TSLAC Special Projects grant for $74,742. The library's reimbursement request was submitted prior to the 2 funding pause. The request was approved by TSLAC and sent on to IMLS just before the closure. Payment has not been received to date. Denton Public Library has been notified that the annual Interlibrary Loan Reimbursement Grant, funded through IMLS, will not be available this year. Last year, the library received $6,960 of ILL Reimbursement Grant funding. IMLS funding also supports other TSLAC programs that directly benefit Denton Public Library users, such as the TexShare Databases and Interlibrary Loan services. The future status of those programs is unknown at this time. Exhibit 2 provides additional information regarding the use of IMLS funding across Texas. 3.
