Hickory Street Denton, Texas 76205 After determining that a quorum was present, thel Denton Police Department ChiefofPolice Advisory Board oft the City of Denton, Texas convened in a Regular Meeting on Wednesday, March 27, 2024, at 6:02 p.m. in Classroom C of the Public Safety Training Center at 719 E. Hickory Street, Denton, Texas at which the following items will be considered: PRESENT: Rhonda Buckley, Daniel Clanton, Frank Dixon, Kristen Johnson, Kari Salyers, Donald Thornton Ex-Officio: Samuel Garrison, Nicole Shaw ABSENT: Cherlynn Hurd, Jill Jester, Trevor Taylor, Ex-Officio: Brock Fischer, Kim Kunz, Ramona Washington Also present were Acting Chief Bryan Cose, Assistant Chief Steve Buchanan, Deputy Chief Derek Bradford, Deputy ChiefTony Salas, Deputy City Attorney Mchael Cronig, Public Information Liaison Amy Cunningham, Exeçutive Assistant Robin Fox 1. ITEMS FOR CONSIDERATION A. DPD24-001 Consider approval of the December 11, 2023 minutes. Salyers moved to approve the minutes. Buckley seconded. The motion carried. B. DPD24-002 Discuss Board member terms. Mike Cronig stated that we need to determine how to bring new members up to speed. C. DPD24-003 Discuss Board Attendance Requirements and Termination of Appointment. Nothing has changed, just giving a reminder about the attendance requirements. If you are going to be absent, email the Chair. Staff liaison keeps an attendance report for the City Secretary. The Board asked Robin send them the attendance report. D. DPD24-004 Staff discussion on Texas Senate Bill 4. Cronig gave an overview of SB4. The States argument is that this is the federal government' S responsibility, and they are doing anything, SO we are. Groups sued the state of Texas. Texas cannot supersede Federal law. Texas said their law mirrors Federal law. They asked for a temporary injunction which was issued by a judge in Austin. They appealed it and asked for a stay to let the law take effect. Administrative stay to give supreme court a chance to weigh in. Stay was put back in place. 5th Circuit will have a hearing on April 3rd to see what the merits are. It will likely make its way back to district court. What is the police department going to do if they have to enforce it? We have not decided on that since it hasn't passed. We're waiting until we there is a final decision from the courts. Amy - Community leaders have reached out asking what we're going to do; how are we going to enforce it? - We are going to wait and see. Cose - Once there is some clarity of a final decision, we will hold off. We want to ensure that people feel safe reaching out to the police department. Cronig - We don't want to enforce provisional law. Buckley - How long does it usually take? Cronig - It can take up to two years. The Supreme Court can kick it back. For now, the department will follow our current General Order. Has there been any pressure from groups to give them a response? Cose - we have met with bilingual students and parents twice. Answered many questions. Clanton = How was the feeling after the meeting? Cose - There seemed to be some relief after the meetings; but not by everyone. We plan to hold more meetings as this plays out. Ifwe have any questions, can we send them to Robin? Yes. E. DPD24-005 Discuss future meeting dates and topics. July 24 and November 13 were selected as dates for future meetings for 2024. We need to narrow down what our vision is, what are we doing? We want the meetings to be meaningful. Topics July 24 Meeting Update on Marijuana Discuss ride along experiences. (Robin, send an email to the Board to schedule those). Discuss purpose, vision and goals. What does the Chief want from the Board? Update on Crime Statistics November 13 Meeting Public Safety Presentation and Tour Buckley - Are we doing some of the things that Shoemaker said? Yes, Northwestern University School of Police Staff and Command starts April 15. Other Garrison - what was the decision on how to respond to media inquiry? The Board should have a unified response. Robin will send something for Board members to use regarding questions from the media. Also send the original ordinance that states the purpose ofthe Board.
