CALL MEETING TO ORDER AND ROLL CALL Vice Chair Hart called the meeting to order at 3:00 p.m. and Senior Planner Smith (as Secretary to the Board) called the roll. Vice Chair Hart stated David Gurley, Chair, had advised via email that he would not be able to attend the meeting due to business and requested his absence be excused. By consensus the Board excused the absence. II. CHANGES TO THE ORDERS OF THE DAY There were no changes to the Orders of the Day. III. APPROVAL OF MINUTES By consensus, Board Members approved minutes of the January 14, 2014 Board meeting. IV. CITIZEN INPUT [Citizens may address the Board on items of interest including those matters on the regular agenda. Time Limits will be established by Historic Preservation Board members.] There was no citizen input. Dr. Smith administered the oath to those wishing to speak. V. CERTIFICATE OF APPROPRIATENESS [COA] APPLICATIONS 1. KENNEDY HOUSE [1876 OAK STREET): Application 14-COA-02 proposes work relating to the garage apartment servant quarters including creating a new south side entrance, installation of a doorway in an existing window opening, replacing modern French doors with compatible new French doors within the same openings, repairing/rebuilding existing historic casement windows, installing two exterior posts to support the screen enclosure of the existing lanai, Minutes of the Regular Historic Preservation Board Meeting March 11, 2014 at 3:00 p.m. in the SRQ Studio Page 3 of 5 VI. FLORIDA MASTER SITE FILE [FMSF] DEMOLITION APPLICATIONS 1. 2644 Floyd Street: Application 14-FMSF-13 requests demolition of a single family residence in order to construct a new single family residence. [Owner, Nicholas Roberto; Applicant, Mikki Hartigl. Mikki Hartig appeared and stated the intent is to demolish the building, the structure is considered frame veracuhar/minimalstc some windows have been replaced, some of the boards in the living room floor have been removed, the structure is being used as a construction office. for the two non-historic buildings that have been demolished, and this would be third new home constructed. Ms. Hartig stated this structure was completed in 1946, the family has been in Sarasota since the 1920's, there were originally five homes on contiguous lots, one of those has been moved, the exterior siding consists of ship lap pecky cypress wood, the structure is 600 sq. ft., the structure cannot be moved due to no lot available to move it too as well as cost of bringing structure to code, Sarasota Architectural Salvage will salvage the pecky cypress siding and some windows, noted she had sent Dr. Smith an email correcting some minor facts, and stated an updated report will be submitted. HPB member Allen stated he was familiar with the neighborhood, the area is changing for the better, houses in the area are selling for $400,000, noted the existing 50" lots are restrictive, stated he sees the area redeveloping similar to west of the Trail, and stated he supports the application. Ms. Hartig stated that with the exception of a few scattered structures the area is mostly non-descript. HPB member Svekis noted some errors in the report. Ms. Hartig stated those will be corrected and a revised report submitted. HPB member Ionescu questioned if a floor plan was available stating he felt either a floor plan, picture, or elevations should be used to create a marker commemorating the history. Dr. Smith stated that could be made a condition of approval. HPB member Wilson questioned if the attempts to relocate the structure included contacting the Historical Alliance or Historical Society and stated he felt the criteria had not been met. Ms. Hartig stated owner's are not generally aware of options and noted she has been doing this type of work for over 20 years and there should be a list of available properties to move houses to. Dr. Smith clarified the criteria stating the owner/representative is required to perform due diligence including whether the structure can be saved on site and if not can it be moved, noting this structure cannot be moved. Dr.Smith stated he had worked with Lorrie Muldowney and the Historic Alliance to develop a list of available properties historical structures could be relocated to for the City and County in 2007 and noted due diligence includes is the structure significant and economically viable to move. Dr. Smith stated the structure is small, which is Minutes of the. Regular Historic Preservation Board Meeting March 11, 2014 at 3:00 p.m. in the SRQ Studio Page 5 of5 5 design, and noted the list includes every structure the is either eligible, designated or demolished. Dr. Smith stated Section IV 824 was added to the zoning code and acts as a trigger for review. HPB member Dynan stated his concerns regarding only one mover making the judgement as to whether a structure can be moved noting outside influences could affect their decision and stated two or three letters should be required. Dr. Smith stated staff cannot make recommendations for vendors, noted there is limited competition for movers, the only other mover does large buildings only, and stated if HPB members know of others please let him know and he will contact them. Dr. Smith further noted if two letters are required staff would have to provide the names of two vendors that do that work. HPB member Allen questioned why not issue a RFP for vendors to get on an approved list. Dr. Smith stated these are not City projects, due diligence is required on the part of the applicant, and staff does not define who to contact as long as it is a recognized mover. HPB member Dynan stated the need to coordinate with the local police or sheriff, and/ or FDOT had been mentioned and he wondered if staff did their own due diligence or simply relied on the applicants. Dr. Smith stated if a structure can be moved and there is a receiving lot available the HPB would not be involved since the structure would not be demolished and noted the moving must be reasonable and economically feasible. HPB member Dynan stated his concerns in relying on movers for obtaining approval of the local police/s sheriff departments and/or FDOT. HPB member Wilson stated he felt one letter does not constitute due diligence. HPB member Ionescu stated he felt the comments made are justified and should be embraced. Dr. Smith stated critical components are the location of the receiving lot, the height of the structure, and tree overhang and noted FDOT is only involved if the structure is to be moved on State right-of-way. Dr. Smith further stated if a structure can be moved that requires a move permit and is not an issue for the Historic Preservation Board. VIII. TOPICS BY STAFF There were no topics by staff. IX.
