REGULAR MEETING MAY 28, 2019 Be it remembered on the 28th day of May 2019 at 10:12 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Commissioner Pct. #1 Charles Wilkins Commissioner Pct. #2 Kenny White Commissioner Pct. #3 Casey Russell Commissioner Pct. #4 Trey Ellis Judge Sharon May County Treasurer Susie Spring County Clerk Also attending: Cole Brown, Underwood Law Firm, P.C. Reid Pletcher, Invenergy When the following was had and done, To-wit: Call to Order 1. Prayer Judge Ellis led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Consider Resolution Designating the Parmer-Lazbuddie Wind Reinvestment Zone Prior to the consideration of this issue, Commissioner Russell signed an Affidavit Disclosing Substantial Interest in a Business Entity or Real Property as well as a Local Government Officer Conflicts Disclosure Statement. He will abstain from voting on this issue. Judge Ellis read aloud the Resolution of the Commissioners Court of Parmer County Designating Parmer-Lazbuddie Wind Reinvestment Zone. On a motion by Commissioner Frye, seconded by Commissioner White, to approve the Resolution, the motion passed with Commissioner Russell abstaining. See attached. 1 4. Consider Tax Abatement Agreement between Parmer County, Texas and Lazbuddie Wind Energy, LLC. As with the previous agenda item, Commissioner Russell will abstain from this vote for the same reasons. After review of the Agreement by Cole Brown, with questions and discussion, Commissioner White moved that the Agreement be approved. Commissioner Frye seconded and the motion passed with Commissioner Russell abstaining. See attached. 5. Read and Approve Minutes of the Previous Meeting Motion by Russell, seconded by White to approve the Minutes from the Previous Meeting. Motion carried. 6. Consider Approval and Payment of the Accounts Payable = Sharon May Sharon May reported the Accounts Payable List for May 20th & May 28th Motion by Frye, seconded by Russell to approve Payment of the Accounts Payable. Motion carried. See attached. 7. Consider Treasurer's Report-Sharon May (A.) Approve Calculated Payroll and Disbursement for all Parmer County Employees. Sharon May reported that the next payroll will be presented at the next Commissioners' Meeting. 8. Consider Accepting Payment for One Acre parcel of land in the Northeast Corner of Parmer County. Judge Ellis reported that a check for $1000.00 has been received from Caviness Beef Packers for the one acre parcel of land. Motion by Wilkins, seconded by Russell to accept the payment. Motion carried. 9. Consider County Clerk Probate Fees Susie Spring, updated the Commissioners on the Fees of her office for Probate cases by statute including the fees the Commissioners must approve. See attached. Upon review, Commissioner White made a motion to approve the fees, seconded by Frye. Motion carried. 2 10. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Sheriff Geries stated he had nothing to report at this meeting. With no further business to come before the court, Commissioner White moved to adjourn.
