RECAP OF SENIOR SKIP OUT HELD ON MAY 14TH: Roxanna Matthews put together a video of highlights of the senior skip out day for Commissioners Court. HEAR FROM SHERIFF BEN EGGLESTON: Sheriff Ben Eggleston gave an update of activities for the month of May which includes, a Suicide attempt, a sexual assault case involving multiple victims with multiple trips to Amarillo, a rise in domestic disturbances and assaults. The jail has two long term inmates with an additional one coming soon. 14/15 traffic stops. Ben had a safety meeting at Booker ISD, Dori and the Police Chief as well as other individuals attended the meeting. There will be an additional meeting in September. The Sheriff also discussed how well the Tango Tango app is working. CONSIDER PROPOSED BUUDGET AND ESTIMATED PAYMENT FOR LIPSCOMB COUNTY APPRAISAL DISTRICT: Scotty Schilling made a motion approve the Lipscomb County Appraisal Districts estimated proposed budget of $248,980.00 and the estimated payment for Lipscomb County's portion in the amount of $93,015.00. Juan Cantu seconded the motion and the vote carried unanimously. APPROVE DRESS CODE POLICY FOR THE COURTHOUSE: Dress code policy was presented and discussed with officials at court, specific guidelines were established regarding acceptable clothing for the work environment. Kimberly will email the updated dress code guidelines after implementing some changes to each official. UPDATE ON GOALS FROM COUNTY OFFICIALS & EXTENSION AGENT: Ben Eggleston discussed achieving his goal of proactive community policing and having deputies at community functions, he is still working on the neat and professional appearance of staff. EMERGENCY MANAGEMENT UPDATE: Dori discussed starting the emergency management page on Facebook, and working on getting people to follow the page in the event of bad weather or other emergencies in Lipscomb County, our residents can be well informed. Dori also discussed the possibility of using school buses in the event of an evacuation to get residents who are unable to drive to a safe location. Dori also discussed improving communication and getting an emergency plan together with the cities in the county in case of an emergency. LEGISLATIVE UPDATE: Dori gave legislative updates on various senate and house bills on the Governor's desk for him to sign or veto. She encouraged the Commissioners look at their emails and read the various bills. REPORT FROM COUNTY JUDGE: Dori presented the commissioners court with a list of equipment that is on the county's insurance. The Treasurer's office needs the commissioners to confirm the equipment on their list by Friday the 13th. Dori asked that the July's commissioner's court be moved to July 11th, due to training in the Lubbock for the Clerk's office. Dori advised that she has informed Transat Solar Farms that we have nothing in place as far as permitting goes. She will also look into to seeing if there is any restrictions regarding the Prairie Chicken. Dori submitted to the court dates for commissioner's court on the upcoming Budget. Dori informed the court she received an email from the office stating we spent more than the $250, 000.00 received from SB22. Interest had not been recorded into the Comptrollers site about spending more money on SB22 than was allowed, but interest wasn't calculated on the money and will look into it more. Dori also talked about developing relationships with hospital boards in the county. APPROVE THE TEXAS AIR SERVICE AGREEMENT RENEWAL: Dori informed the court that she signed the Texas Air Service Agreement Renewal for $11,000, and that includes testing and checking the coils and pressure two times a year. Dori also advised that the Lynsey now has a gun to check pressures as well. ÇONSIDER THE PRINTER QUOTES TO REPLACE THE JUDGES OFFICE PRINTER: Dori informed the court that the printer for her and Nancy's office has completely stopped working. She has gotten a quote from Southern Office Supply for $3540 for a brand new color printer with a 36 month service agreement. She will also look into getting a quote on a refurbish copier as well. ÇONSIDER BURN BAN: Burn ban will remain off. UPDATE ON COUNTY ROADS County roads were discussed. Vol 15 Pg 315 Mol 15 Pg 316 CONSIDER INTERLOCAL AGREEMENT: Scotty Schilling made a motion to approve inter local agreement between Lipscomb County and Hemphill County for inmate housing at $55.00 day. Dan Cockrell seconded the motion and the vote carried unanimously. APPROVE THE NPEC APPLICATION FOR PERMIT TO CONSTRUCT A NATURAL GAS LINE AT CR D AND SECTION 81: Scotty Schilling made a motion to approve the application for permit to construct a natural gas line at CR D and Section 81. Juan Cantu seconded the motion and the vote carried unanimously. CONSIDER CONTINUATION OF CR-AA ACROSS THE RAILROAD CROSSING FOR PUBLIC ACCESS. Dan Cockrell gave an update on CR-AA. Dan stated that he is still waiting on the railroad. APPROVE THE RESOLUTION TO COMBAT THE THREAT OF THE NEW WORLD SCREWWORM FLY TO LIVESTOCK, WILDLIFE AND THE RURAL, ECONOMY: Dan Cockrell made a motion to approve the resolution to combat the threat of the New World Screwworm Fly to Livestock, Wildlife and the rural economy. Scotty Schilling seconded the motion and the vote carried unanimously. CONSIDER CONTINUATION OF MATTERS OF MUTUAL CONCERN: None at this time. REVIEW OF PERSONNEL CHANGES: Sheriff has informed the court that he has moved Jason Lantz to Chief Deputy Position and increased his salary to $65,050.86 a year. The Sheriff has informed the court that Tyler Garcia has been released back to full duty, FTO working alongside a seasoned officer. Shannon Dillon finished her tele communicator class "she was moved up to a rate of pay $42,744 a year.
