WELCOME/NTRODUCTIONS (AGENDA ITEM I) SBSC Chair Bridget Ziegler, School Board of Sarasota County (SBSC), called the meeting to order at the Suncoast Technical College (STC) at the Conference Center, located at 4445 Career Lane, North Port, Florida, at 9:00 a.m. and welcomed the County, City, and Town Commissioners/Councel Members, School Board Members, and Representatives present to the Convocation of Governments (COG) Meeting. Attendees introduced themselves. 2. CONVOCATION GOALS AND AGENDA (AGENDA ITEM II) SBSC Chair Ziegler reviewed the Convocation Goals and Agenda for the COG Meeting which includes presentations and discussions concerning the following: Suncoast Technical College, North Port, Florida Progress and What's Next Sarasota County Schools School Avenue - Sarasota County Hurricane Evacuation Centers City of Venice, Florida Expanding the Professional Services Model between School Resource Officers (SROs) Opportunities to Share Space and Fields City of North Port, Florida Capital Investment opportunities for a City swimming pool Wildlife Corridor at Heron Creek Middle School Joint Funding of SROs in North Port Elementary Schools Opportunities for infrastructure projects City of Sarasota, Florida Vocation Training in North Sarasota Administration of Building Inspector Test 3. SUNCOAST TECHNICAL COLLEGE (STC) NORTH PORT = PROGRESS AND WHAT'S NEXT (AGENDA ITEM III) Suncoast Technical College (STC) Assistant Director Michael Endee, Sarasota County Schools Assistant Superintendent and Chief Operations Officer Scott Lempe, came before the Bodies. Mr. Endee displayed a PowerPoint presentation on the Center monitors including photographs of the Suncoast Technical College, North Port, development one year ago and today and also including the Continuing Technical Educational (CTE) Programs currently offered of: Business Carpentry Commercial Foods and Culinary Arts Emergency Medical Technician (EMT) Industrial Technology Practical Nursing Mr. Endee stated that CTE has a target enrollment of 135 to 200 students and a current enrollment of 97 students; that STC is attractive due to the nationally recognized credentials, a state-of-the-art facility and laboratories; that future programs over the next three to five years will be based on the area's needs and potential programs include: Automotive Commercial Driving License (CDL) Cosmetology More medical programs Other community needs Book 65 Page 37055 01/19/18 9:00 A.M. Mr. Endee stated that other programs could include: Early Childhood (Continuing Ed) - Graduate Equivalency Diploma (GED) English as a second language (ESOL) ACE (Adult Community Enrichment) Citizenship Prep Classes Mr. Endee stated that being in the position is an honor; that the collaboration of everyone involved in bringing the Suncoast Technical College (STC), North Port, project to completion is appreciated. 4. SCHOOL AVENUE AND SARASOTA HIGH SCHOOL (AGENDA ITEM IV) Sarasota County Schools Planning Manager Kathie Ebaugh came before the Bodies, gave a PowerPoint presentation displayed on the Center monitors and stated that School Avenue is a public road through a public high school campus; that school safety is a shared responsibility; and stated that the discussion will include a brief overview of: The School Avenue history The School Avenue challenge The School Avenue Partnership Plans for moving forward Ms. Ebaugh stated that the history of School Avenue has included the following: Prior to 1991: Three campuses 1991: Two campuses Sarasota High School and Alta Vista Elementary School Sarasota Middle School moved to Ashton Road 1993: Interlocal Agreement Study School Avenue changes 1997: Interlocal Agreement Close School Avenue to vehicular traffic Only during school day Open pedestrian access Ms. Ebaugh stated that the challenge for School Avenue is the safety and security of the students; and provided the following statistics: US K-12 school shootings since 1990 181 incidents 171 dead, 306 injured The Deadliest: 1998: Westside Middle School - 5 dead, 11 injured - 1999: Columbine High School - 13 dead 2005: Red Lake High School - 7 dead 2012: Sandy Hook Elementary School - 26 dead Ms. Ebaugh continued that the Sarasota County Schools Safe Campus Initiative includes district-wide goals of a single point of entry, fencing, and access control; that annual funding was increased by $3.5 million in 2017/18; that the goals will be completed by 2022/23 at all Sarasota County School campuses; that the challenge also includes addressing the Interlocal Agreement (ILA) Partnership; that the Sarasota County School District would like to update the 1997 ILA to provide for a single-point-of-enty and an assessment of community needs to determine the best direction forward; that the process includes: Meeting with Alta Vista Neighborhood Association Conducting a Transportation Study which is underway with a draft expected in February 2018 Drafting a new ILA including a move to vacate School Avenue Ms. Ebaugh stated further that the Sarasota County School District intends to complete the Transportation Study, hold a Joint School Board/City Commission meeting, and request the elected officials provide Staff direction to include the vacation of School Avenue. 5. HURRICANE EVACUATION CENTERS (AGENDA ITEM V) Emergency Services Director Richard Collins, Sarasota County, and Assistant Superintendent and Chief Operating Officer Scott Lempe, Sarasota County School District, came before the Bodies. Mr. Collins displayed a PowerPoint presentation on the Center monitors and distributed, referred to and explained documents displayed on the Center monitors entitled "Standards for Hurricane Evacuation Shelter Selection" and "Tropical Cyclone Decision Making Timeline for Senior Officials." Mr. Collins stated that the events surrounding Hurricane Irma included: 10 General Population Shelters Opened 31 Medically Dependent Shelters Opened Almost 19,000 residents in General Shelters Almost 1,600 residents in Medical Shelters Total Population Sheltered: Over 20,000 2,200 pets in all shelters Mr. Collins continued that Hurricane Evacuation Centers are: A place of refuge designed to preserve and protect life during a disaster Essential to the sustainment of life in a building designed to withstand the onslaught of winds, surge, and flooding during a hurricane AI life boat for citizens who do not have any other safe place to go to run from water and hide from wind Mr. Collins stated further that Hurricane Evacuation Centers must meet specific criteria and are submitted to an annual review process; that the process has involved shelter list development and identification of shelter use; that the Hurricane Evacuation Center Criteria include: The American Red Cross (ARCO 496 Guidelines) The American Society of Civil Engineers Standard (ASCE 7) Section 453.25, Florida Building Code (2014), for Enhanced Hurricane Protection Areas (EHPAs) Mr. Collins displayed on the Center monitors lists of facilities rated EHPA "Safest Rated Building," EHPA/Retrofits for Mixed Campuses, Retrofits; and displayed a map of Hurricane Evacuation Centers in Sarasota County; and stated that the next steps for the short-term in anticipation of next hurricane season are: The Irma After-Action Review Communication and collaboration with all partners Identify other possible Evacuation Centers in the Venice area Clearly communicate County Hurricane Evacuation Centers Public education Develop and implement a Transportation Plan for the Venice area State funding requests through the County and School District Book 65 Page 37057 01/19/18 9:00 A.M. Mr. Collins stated that the next steps for the medium and long-term horizon are: Updated structural analysis for all schools Complete plans for upgrading construction of a Venice area school to EHPA standards Identify and prepare any other appropriate EHPA building to a Hurricane Evacuation Center Fund construction for upgrade of Venice area school Complete construction of EHPA school in the State Road 681 area to be used as a Hurricane Evacuation Center Identify funding for adding generators to EHPA shelters 6. CITY OF VENICE (AGENDA ITEM VI) Venice City Manager Lavallee stated that the City of Venice would like to discuss the possible expansion of the Professional Services Model beyond School Resource Officers (SROs), enhancing the lighting around school property and public facilities, and opportunities to share space and fields; that the collaboration of Sarasota County School District Staff is appreciated; that the partnership with the Sarasota County School District concerning the SROS has been beneficial; that a formalized Speakers Program in which other professionals engage students is suggested; that the City of Venice is committed to the internship program and has students participating in City governmental activities; that a sharing of public space and resources is also suggested; that Emergency Plans should include allocation of mutual resources; that a Memorandum of Understanding (MOU) could be developed with the Sarasota County School District and could serve as a model for other cities. Discussion ensued concerning street light poles, steps in a collaborative effort, exposure of students to career opportunities, a Speakers Bureau, working together to accomplish mutual goals, and a mutual aid agreement. 7. CITY OF NORTH PORT (AGENDAI ITEM VII) North Port Mayor Vanessa Carusone stated that the City will be proceeding with the Pool and Aquatic Center which is exciting and which was intended sO the high school and middle school could have a swim team; that a partnership between the Sarasota County School District, Sarasota County, and the City of North Port has always been desired; that the City of North Port is seeking funds towards capital improvements and/or on-going maintenance; that a parking issue exists; that not using the parking at the high school and the middle school has been discussed; that the single point-of-access is a concern but seems to have been resolved; that the hope is Staffs of the School Board of Sarasota County and the City of North Port can resolve some of the parking issues; that the Aquatic Center should generate some regional tourism; that the hope is for financial help from the tourism dollars generated. North Port City Manager Lear stated that the hope is to have a collaboration in the creation of a wildlife corridor at Heron Creek Middle School. Discussion ensued concerning the feasibility of creating a wildlife corridor, an early draft of an agreement concerning a wildlife corridor, restrictions of the Southwest Florida Water Management District, use of the school parking lots during swim-team meets and weekends, development of school swim teams. North Port Mayor Carusone stated that a need is seen to bring additional SROs into the schools; that a desire is to change the social acceptance of law enforcement officers which should begin at the elementary school level; that a conversation about ways the Sarasota County School Board could assist with the addition of more SROs. Discussion ensued concerning safety and security, creative ways to offset expenditures, the experiences of the SROs, the major deterrent to crime on school campuses are an occupied police vehicle and an armed police officer, the inability of capital dollars to communicate the negative effect of drugs, etc. North Port City Manager Lear stated that opportunities for infrastructure projects should also be discussed. Discussion ensued concerning discussions which have taken place with Staffs of the School Board of Sarasota County and the City of North Port, prioritization of capital projects, maintenance of the grounds infrastructure, playground maintenance, a stop light at a school intersection, an update concerning a traffic study, widening of Price Boulevard. 8. CITY OF SARASOTA (AGENDA ITEM VIII) City of Sarasota City Manager Thomas Barwin stated that the City of North Port and Sarasota County are congratulated on the beautiful facility of Suncoast Technical College (STC) at North Port; that the governments are congratulated on the emphasis on job training; that a comparable facility would be desired and successful in North Sarasota; that the demand for data in the northern portion of Sarasota County is among the highest in the Country which is an indication of job growth potential; that Sarasota Memorial Hospital has announced plans to build a cancer destination facility in Sarasota which will add many jobs; that talent and job preparation are important. 9. OTHER BUSINESS (AGENDA IX) Sarasota County School Board Member Shirley Brown thanked Sarasota County for working with the School Board regarding an accident at Pine View High School. City of Sarasota City Manager Barwin commented regarding impact fees and affordable housing. Sarasota County Commissioner Hines recognized the athletic accomplishments of area high schools. City of North Port Vice Mayor Linda Yates commented on the accomplishments and collaboration of the Convocation of Government meetings. 10. OPEN TO THE PUBLIC (AGENDA ITEM X) The following people spoke: Jacqueline Moore indicating the efforts of the Kindness Community are important. Joan Herron San Lwin stated that water in Warm Mineral Springs and wildlife in the Little Salt Springs Preserve should be preserved. Roy Nystra indicating resources should be everaged. 11.
