CALL MEETING TO ORDER Meeting called to order at 5:05 PM. A. 3/18/25 Regular Meeting 4. ADMINISTRATION - DEPARTMENT REPORTS Activities/Updates/Announcements/ltems of Community Interest 358 A. Update on Police Department Activity - Chief Jonathan Sowell Chief Sowell gave the update on the police department's activity for the month of March, 2025. Activity included: 19 reports filed, 5 felony arrests, 3 misdemeanor arrests, 4 occasions of assisting other agencies, 310 calls for service answered, 53 citations written, and 157 warnings issued. B. Update on Municipal Court Activity - Judge Jeff Cox Judge Cox reported the Municipal Court Activity for month of March, 2025. There were 45 citations received, with fines and court costs collected totaling $1810.00. $725.00 was remitted to state, $1085.00 was kept by the City. C. Update on Main Street Program - Shelby Curtis Shelby Curtis reported that the Heritage Days festival went well. There were around 20 vendors on Friday and close to 50 on Saturday. There was a great lineup of events held throughout the weekend. D. Update on Library Activity = Celeste Rainey Tori Brazeal reported that Celeste recently attended the Texas Library Association annual conference in Dallas, where she learned about new programs and ideas to help our library better serve our community. Storytimes are on pause for a few months while Tori gears up for the Summer Reading Program. She already has a few program speakers scheduled, and more getting back to her with dates they want to come. Celeste is still doing Story Time Tuesdays and crafts Thursdays with Head Start, as well as story time with the Broaddus daycare on Wednesdays. The library had a booth at the Heritage Festival, with activities for the kids. This Friday, the library is hosting a "Glow in the Dark" Eastern Egg Hunt. They will have crafts, snacks, and a visit from the Easter Bunny while they wait for dark to hunt to the eggs. The fun starts at 7PM. E. Update from City Manager - Jeaneyse Mosby Mrs. Mosby reported that the light at Brookshire Brothers has been repaired; there was a problem with the camera. Concerning people traveling the wrong way around the square, there actually is a sign posted at the driveway for Heartstrings because the corner is sO congested. Mrs. Mosby is checking with TxDOT to see if we can get a hanging sign set up. We're also checking with IXDOT on how to repair leaks on FM 2213 after the current road repairs. There is currently a leak there being worked on. The Main Street sidewalk construction will start in the near future, though the start location is unknown. They will do a section by CBTx and Texas Star, as well as the 359 sidewalk on the side in front of the drug store to the corner and then turn south from the corner to right before the steps stop by PNC Bank. An update on the AMI meter installation was given. The lights have been fixed at the ballpark, and a 50' pole has been ordered. There was a discussion about boring to fix water leaks. 5. DISCUSSION AND ACTION A. Amend Employee Manual to Include Automatic Termination of an Employee for Theft or Unauthorized Use of City Property Mrs. Mosby explained the item as requested by the council. Discussion followed. Consider Approval of Ordinance 2025-002 Adopting The City of San Augustine Investment Policy Mrs. Mosby followed up on the item initially presented the previous month. Motion to approve Ordinance 2025-002 adopting the City of San Augustine investment Policy made by Hafford, Seconded by Diaz. Voting Yea: Hafford, Teel, Diaz, Wilson, Fussell Motion passed. C. Approve Police Department's Request to Purchase Two (2) Patrol Cars Chief Sowell explained the proposal. A short discussion followed. Motion to approve Police Department's request to purchase two (2) patrol cars made by Fussell, Seconded by Diaz. Voting Yea: Hafford, Teel, Diaz, Wilson, Fussell Motion passed. D. Live Oak to Inform Council of a 5.1% Rate Increase for Residential Solid Waste Services Mrs. Mosby explained the item, discussion followed. Motion acknowledging the rate increase made by Hafford, Seconded by Teel. Voting Yea: Hafford, Teel, Diaz, Wilson, Fussell Motion passed. 360 6.
