REGULAR COUNCIL MEETING - June 9, 2025 The City Council oft the City of La Grange met in Regular Session on Monday, June 9, 2025, in the City Hall Council Chambers at 155 E. Colorado Street with the following members present: Mayor Jan Dockery, Mayor Pro tem Kathy Weishuhn, Councilmember Bonnie Busch, Councilmember Katie Gross, Councilmember Bryan Kerr, Councilmember Kim Newton, Councilmember Derek Smith, Councilmember Ken Taylor, and Councilmember Violet Zbranek. Staff present: City Manager Jack Thompson, City Attorney Marie Angela Flores Beck, Finance Director Brett Wolff, City Secretary Janet Bayer, and Chief of Police David Gilbreath. Visitors: Billye Beth Baker, Dixie Launius, Kyla Crumbly, May Van, Becky Wessels, Sarah Mabry, Janet Rangel, Alfred Torres, Hector Cervantez, Ginger Friemel, Cathy Walla, Julio Laguarta, Don Jakobeit, Betty Jakobeit, Dr. Chris Little, Stephen Paine, Becky Snyder, KJ Toombs, Brittany Kew, and Georgia Hartley. Mayor Jan Dockery called the meeting to order. Next were pledges to the US and Texas Flags. Pastor Chris Little with Crosspointe Community Church gave the invocation. PRESENTATIONS/PROCLAMATIONS The first item was to issue a Proclamation recognizing June 19th, 2025, as Juneteenth, in the City ofLa Grange. PUBLIC HEARINGS None. CONSENT AGENDA The first item under consent agenda was to discuss and/or consider approval of May 12, 2025, minutes. Motion Mayor Pro tem Weishuhn, Second Councilmember Busch to approve the May 12, 2025, minutes as presented. Motion carried 8-0. The second item was to discuss and/or consider City Council Committee appointments. Mayor Dockery recommended that the following City Council Committees be appointed as follows: General Services Committee -Bonnie Busch (chair), Katie Gross, Ken Taylor, and Kathy Weishuhn. Tourism Partnership Grant Committee-Kathy Weishuhn (Chair), Kim Newton, and Ken Taylor. Utility Enterprise Committee-Violet Zbranek (Chair), Derek Smith, Katie Gross, and Bryan Kerr. Appraisal District Rep-Ken Taylor. Fire Department-Violet. Zbranek. Library/Airport Committee-Kim Newton. Main Street Committee-Kathy Weishuhn. Motion Mayor Pro tem Weishuhn, Second Councilmember Gross to approve the City Council Committee appointments as presented. Motion carried 8-0. REGULAR AGENDA The first item under regular agenda was to discuss and/or consider Final Subdivide Request from Margaret Rosenberg property located at 1105 E 71 Bypass. The city has received a replat request from property owner Margaret Rosenberg to subdivide a 30.132-acre tract located at 1105 E. 71 Bypass into three separate tracts. Although the property lies outside the city limits, it is located within the City ofLa Grange's Extraterritorial Jurisdiction (ETJ), giving the city authority over the subdivision process. The City Council approved the Preliminary Subdivide Request on May 12, 2025. Motion Mayor Pro tem Weishuhn, Second Councilmember Taylor to approve the Final Subdivide Request from Margaret Rosenberg property located at 1105 E 71 Bypass. Motion carried 8-0. The second item was to discuss and/or consider a Resolution (25-04) authorizing and approving the creation ofTexas Municipal Power Acquisition and Supply Corporation II and approving a Certificate of Formation and Bylaws therefor and appointing directors thereof. Given the opportunity to finance the acquisition of prepaid electric energy that will be sold to MuniWatt, MERC has recommended that TexPwr II be created as a public facility corporation. Motion Mayor Pro tem Weishuhn, Second Councilmember Zbranek to approve the proposed Resolution as presented. Motion carried 7-0-1 with Councilmember Taylor abstaining. The third item was to discuss and/or consider the approval of the Limited English Proficiency Plan as part of the Resilient Communities Program. The City ofLa Grange received funding through the Resilient Communities Program (RCP) grant to support the development of a Future Land Use Comprehensive Plan and Zoning Ordinance Update. As a condition of the grant, the City is required to adopt a Limited English Proficiency (LEP) Plan to ensure that individuals with limited English proficiency have meaningful access to the planning process and any associated programs, services, or activities. Motion Councilmember Gross, Second Councilmember Newton to approve the Limited English Proficiency Plan as part of the Resilient Communities Program. Motion carried 8-0. The fourth item was to discuss and/or consider the approval of the Proclamation of April as Fair Housing Month. As part ofthe City's participation in the Resilient Communities Program (RCP) grant, the City is required to demonstrate its commitment to affirmatively furthering fair housing. Motion Councilmember Newton, Second Councilmember Gross to approve the Proclamation of April as Fair Housing Month. Motion carried 8-0. The fifth item was to discuss and/or consider action to hire Joe Roger's Dozier Service, LLC to demo the swimming pool at Kruschel Park. The swimming pool at Kruschel Park has long served as a source of community recreation and memories for many La Grange and Fayette County residents. While the facility holds nostalgic value, the condition of the pool and its supporting infrastructure has significantly deteriorated over time. The pool is in need of major renovations to its pump system, plumbing, piping, pool deck, and pool house. Additionally, the existing pool design - ranging in depth from 4 feet to 10 feet - no longer reflects best practices for modern municipal pools, particularly in its lack of family and child friendly features. Joe Rodger's Dozer Service would demo the swimming pool and associated infrastructure at Kruschel Park for $48,500. The existing shade structure at the site will remain and continue to be available for public use. The city is currently in the process of developing a Parks and Trails Master Plan with the first public input session set for Thursday, June 26th, ? at 5:30 pm in City Hall Council Chambers. Residents are encouraged to provide feedback regarding a potential new aquatic facility and share ideas about amenities that would best serve the community. Motion Mayor Pro tem Weishuhn, Second Councilmember Gross to approve hiring Joe Roger's Dozier Service, LLC to demo the swimming pool at Kruschel Park. Motion carried 7-1 with Councilmember Zbranek opposing because she believes this item should not be to vote until after the public meeting to be held on June 26th. Citizen Participation Under Citizen Participation, Sarah Mabry, Stephen Paine, Kyla Crumbly, and Billye Beth Baker spoke. City Council CommitelamrliyAdhiony Reports Councilmember Taylor stated the Tax Appraisal Board approved the 2026 budget at their last board meeting. Staff Updates Chief of Police David Gilbreath stated there were 280 calls for service in May. 113 citations were issued in May along with 53 warnings. There were 18 accidents in May in the city limits. Chief Gilbreath expressed his condolences on behalf of the La Grange Police Department for Officer Travis Anderson and his family. REGULAR AGENDA, continued At 6:44 PM as pursuant to Section (551.074) Personnel Matters, City Manager to present new Pay Plan and recommendations to increase the pay of certain employees whose pay is less than the base pay in the 2025 Pay Plan and/or whose duties have been expanded as set forth in said plan, the La Grange City Council went into Closed Executive Session. Councilmember Gross left at 7:27 pm. At 7:52 PM, the City Council went into open Session. As pursuant to Section (551.074) Personnel Matters, the sixth agenda item was to discuss and/or consider approving City Manager's recommendations to increase the pay of certain employees whose pay is less than the base pay in the 2025 Pay Plan and/or whose duties have been expanded as set forth in said plan as discussed in executive session. NO ACTION. At 7:53 PM a Motion was made by Councilmember Newton, with a Second by Mayor Pro tem Weishuhn that the meeting be adjourned. Motion carried 8-0.
