CITY OF DENTON POLICE DEPARTMENT CHIEF OF POLICE ADVISORY BOARD NOVEMBER 13, 2024 MINUTES After determining that a quorum was present, the Denton Police Department Chief of Police Advisory Board convened in a Regular Meeting on November 13, 2024, at 6:05 p.m. in Classroom D of the Public Safety Training Center at 719 E. Hickory Street, Denton, Texas. PRESENT: Daniel Clanton, Rhonda Buckley, Kari, Salyers, Donna Smith, Donald Thornton Ex-Officio: Yancy Green, Chante Wallace, Kristi Fogle, Ramona Washington, Elisa Howell, Dr. Crystal Clark, Nic Ware, Karisa Richards, Jessica Robledo, Tony Salas, Amy Cunningham, Paul Willenbrock, Michael Christian, Bryan Cose, Derek Bradford, Suzanne Kaletta ABSENT: Sage Thorne Ex-Officio: Kris Johnson, Samuel Garrison, Nicole Shaw, Kim Kunz, Reginald Logan, Lacy Fenn, Michael Cronig A. DPD24-012 - Consider approval of the July 24, 2024, minutes. Green moved to approve the minutes. Clanton seconded. The motion carried. B. DPD24-013 - Receive a presentation and discuss the following: Homeless Outreach Team (HOT) and Crisis Intervention Response Team (CIRT). Elisa Howell and Crystal Clark gave a presentation and discussion followed. The CIRT presentation was presented first, and the HOT presentation was presented second. Washington - Have you seen increase in crisis numbers over the years? Howell - It was higher at the beginning but has stabilized and become more manageable - can pull specific numbers. Emergency Detention have increased Thornton - Is there a way to gage / are there reports for data? Howell - RMS/Athena initially but have they have limitations, there are different metrics for each team. They do have field interview forms to fill out. Robledo Department is in process of collection more data. Thornton = What was the background requirements for officers? Howell - They were interviewed, needed to be compassionate, patient, and be able to build rapport. They have specialized training. Buckley - Are clinicians trained? Clark - They have received training. Salyers - How long does hospital hold for EDO? - 72 hours Release of Information, Clinician cannot release information on emergency. Clanton - What resourçes do you need to take to next level? Howell - Denton county needs a new state school - higher level of care for patients. MHMR-Hospitals not able to handle more serious, acute patients. The HOT visited other area programs. Smith - What were programs in Wichita Kansas like? Howell = they had a very robust system, housing programs, and funding. Thornton - there are 4 people on the HOT team with 600 noted homeless. Staff need to do a count 1 X year. People are attracted to Denton due to homeless shelter. Clanton - Giving Grace are we working with them. C. DPD24-014 - Discuss future meeting dates and topics. Committee to email dates & topics to Karisa Richards. D. DPD24-015 - Receive a presentation from Public Safety Communications and then tour the Dispatch area. Nicholas Ware gave a presentation, and the group received a tour of the dispatch area.
