CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela called the meeting to order at 7:33 p.m. II. CERTIFICATION OF POSTING III. PUBLIC COMMENT No public comment. IV. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of May 27, 2025. 2. Discuss and consider the approval of the final plat of the proposed Westwood Villas Subdivision requested by S2 Engineering, PLLC on behalf of owner, Novellini, LTD. Discuss and consider the approval of the final plat of the proposed Los Rios Subdivision requested by Sames Engineering on behalf of owner, Aldo Rios Motion to approve the consent agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Richard Arevalo. Motion carried 5-0. V. NEW BUSINESS 1. Discuss and consider approval of a Memorandum of Understanding for Cooperative Frequency Use between the City of Alton and Mission Consolidated Independent School District. Gustavo Ramirez, Fire Chief, stated that this Memorandum of Understanding (MOU) between City, of Alton and Mission CISD allows access to their antenna to establish a secondary backup VHF frequency. This would ensure continued communication in the event the 800 MHz radio system experiences a tower failure. Staff recommends approval. Motion to approve was moved by Mayor Pro-Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 2. Discuss and consider granting authority to accept County surplus equipment and authorizing the Fire Chiefto execute any related documents. Gustavo Ramirez, Fire Chief, stated that this item is for acceptance of a 2014 Ford F-150 Truck being transferred by Hidalgo County Constables Precinct 4 Office. The vehicle will be assigned for use by the Fire Marshal. There are no associated costs to the City. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Discuss and consider approving Change Order Number 1 for the 2024 Pavement Project Package Number 1. JeffUnderwood, City Manager, stated that RDH Site and Concrete, LLCis the contractor for the residential street pavement completed within the last 60 days. Change order number one is being presented for approval, which includes the addition of speed bumps to replace previous ones, as well as curb and gutter work to improve drainage on Eagle Pass St and Dallas St the total contract increase amount is $12,000. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Richard Arevalo. Motion Carried 5-0. 4. Discuss and consider approving Change Order Number 3 for the FM 676 Sanitary Sewer Trunk Line Relocation Project. No action taken on this item. VI. CITY MANAGER'S REPORT Mr. Underwood announced several upcoming community events, including a ribbon cutting on Friday, June 13 at 5:00 p.m., followed by a Kickoff to Summer event at Sylvia Vela Park at 7:00 p.m. A ribbon cutting for K&D Insurance has been re-scheduled for Thursday, June 19 at 10:00 a.m. Also, Movies at the Park will take place on Friday, June 20 at Josefa Garcia Park, featuring the movie, Arthur the King.
