CALL MEETING TO ORDER The Board of Rules and Appeals meeting ofJune 16, 2021, was called to order by Building Official Larry Murphy at 3:05 p.m. in the City Commission Chambers at City Hall, 1565 1st Street, Sarasota, Florida, 34236. 2. Reading of Pledge of Civility 3. ROLL CALL: Board Present: Michael Walker, Marcia Wood, Dale Lewis, Larry Luther, Greg Wall, Justin Bogli, Curtis Ross, James Tille, David Parrish, Ryan Dalton, William Craig, and Gilbert Weiner Board Absent: None 5. APPROVAL OF MINUTES: March 24, 2021 The minutes of the March 24th meeting were approved as submitted. 6. PRESENTATION OF TOPICS BY THE PUBLIC: None. 7. PRESENTATION OF TOPICS BY BOARD MEMBERS: A brief discussion was held regarding the Governor's order on covid extension for permits and applications. Chairperson Michael Walker requested to make the public aware of the status of the order by notice on the city website. Building Official Larry Murphy stated the current order by the Governor is still effective and is due to expire June 27h. Building Official Murphy stated he would plaçe the current time and status oft the order on the website. 8. PRESENTATION OF TOPICS BY THE ADMINISTRATION OR CITY ATTORNEY: Building Official Murphy stated that this is a follow-up discussion to the Board's request for conducting contractor discipline with the current make-up of the board. Building Official Murphy stated he has met with the City Manager and that the City Manager has expressed that he would like for this to go before the City Commission and placed under new business. Building Official Murphy stated that he thought it prudent for Assistant City Attorney Mladinich to address the board about some of the more intricate details on how we are moving forward and the steps we need to take to make sure that whatever system we put in place is beyond reproach. Assistant City Attorney Mladinich stated that there have been many changes in the past 20 years and that a lot of the contractor discipline in the ordinance has never been utilized. He stated a lot of it contemplates a system that is not in place and is irrelevant if brought forward as is. Assistant City Attorney Mladinich stated that the ordinance needs to clearly define the process for the board. An extensive discussion was held by the Board Members, Building Official Larry Murphy, and Assistant City Attorney Joe Mladinich. Page 2 of2 9.
