Campbell County Planning Commission May 27, 2025 Campbell County Planning Commission Minutes May 27, 2025 The regular meeting ofthe Campbell County Planning Commission was held on Tuesday, May 27, 2025, in the Board of Supervisors Meeting Room, Walter J. Haberer Building, Rustburg, Virginia. The following members were present: Dean B. Monroe John Thilking Michael S. Condrey Megan Witt David Gough Charlie Watts, Board of Supervisors Representative Members Absent: Trish R. Hedges Robert J. Otero Staff Members present: Paul E. Harvey, Assistant County Administrator Karissa M. Shrader, Zoning Administrator Katherine N. Reusch, Planner / Chairman Monroe called the meeting to order with the invocation followed by the Pledge of Allegiance at 7:00 p.m. / Chairman Monroe asked for corrections or comments on the minutes from the April 29, 2025 meeting. With none, Chairman Monroe made the motion to approve the minutes from the. April 29, 2025 meeting. / Chairman Monroe stated he may have to leave early and asked Commissioner Condrey to preside over the remainder of the meeting. / PUBLIC HEARINGS FOR CONSIDERATION /I PL-25-096 (Rezoning-56 Long Island Road) I/ Commissioner Condrey stated this is a request by James Lippitt to rezone a portion ofthe property located at 56 Long Island Rd and further identified as tax map parcel 74-A-6 from Residential - Single Family to Business General Commercial to allow for the entire property to be used as a business/family entertainment site. The property is located in an area designated as medium to high density mixed per the current Comprehensive Plan. / Mr. Paul Harvey, Assistant County Administrator, stated the applicant is seeking to: rezone aj portion of the parcel to Business General Commercial to allow for construction and operation of a business/family entertainment site. The concept plan shows a 1,500 sq. ft. community center, four spots to accommodate food trucks, a play area, outdoor stage with seating area and associated parking. The request is not proffered, sO thej preliminary plan and proposal are conceptual and non-binding. / Commissioner Condrey opened the public hearing at 7:06 p.m. / Mr. Thomas Brooks Sr., 404 Clay Street, stated his client is requesting to develop the entire parcel for commercial use. They will propose a new VDOT entrance as the current entrance is dangerous. The mobile home park beside the property has a shared entrance that will have to be worked out with VDOT as well. His client is planning to develop this into a family business with a community center, outdoor stage, play area, and ice cream and food vendors. There will be no alcohol on site. There will be parking and an outdoor seating area as well as a drive through area. The existing buildings on the property are dilapidated and will be demolished. /I Chairman Monroe asked what they were going to do to keep the traffic from pulling off of Long Island Road except at the entrance. He feels the traffic will be a big safety issue. He also asked what the hours ofbusiness will be. Mr. Brooks stated that is something they will have to work with VDOT on. It will meet the standards for a commercial entrance. Normal business hours would probably be from 9-7 but special events could last until 10. / Commissioner Gough asked if there was business activity there now. Mr. Brooks responded there is nothing there and it is just vacant land. / Commissioner Condrey is concerned about the parking and ifthere will be any reasonable provision and asked ifthe access will be cut off from the mobile home park. He is also concerned about the playground being close to the railroad track and asked if there would be a fence to keep people off of the railroad track. Mr. Brooks clarified that the access to the mobile home park will not be cut off and explained where the entrance will go. He stated there will be people monitoring the playground and a fence. /I Ms. Tina Sharp Quinteros, 130 Long Island Road, stated her main concerns are the sound, traffic, and safety. There is a lot oftraffic on the road and coming in and out oft the mobile home park. She believes there should be a fence between the property and the railroad tracks to deter people from being on the tracks. I Commissioner Condrey closed the public hearing at 7:29 p.m. This matter will go before the Board of Supervisors meeting on July 15, 2025. /I Mr. Brooks understands Ms. Quinteros concerns and they are moving the entrance to one location and working with VDOT. There has been no traffic count for the mobile home park. / Chairman Monroe made the motion to recommend approval of PL-25-096 for rezoning. Commissioner Thilking seconded the motion, I Chairman Monroe likes the plans beçause it will put all the traffic in one spot and is in favor ofit. I Commissioner Witt believes this will be a good opportunity to bring something to the community that is needed. /I Commissioner Gough believes the plan will improve traffic and safety and it's a major investment for the community. Campbell County Planning Commission May 27, 2025 The vote was: Aye: Monroe, Witt, Condrey, Gough, Thilking Nay: None Absent: Hedges, Otero / PL-25-097 (Rezoning-122 Penuel Lane) / Commissioner Condrey stated this is a request by Donna & Brian Woodford to rezone aj portion of the property located at 122 Penuel Lane and further identified as tax map parcel 55-A-111 from Residential - Single Family to Residential - Manufactured Housing to allow for a family division of0.5 acres to place a mobile home on the property. The property is located in an area designated as medium to high density commercial and medium to high density residential per the current Comprehensive Plan. / Mr. Paul Harvey, Assistant County Administrator, stated the applicant seeking to rezone a portion of the parcel to Residemtal-Mamufactured Housing to allow for a family division of the property and placement of a manufactured home. The preliminary plat shows the 0.5 acre area requesting to be rezoned. The proposed lot would have an easement to access Penuel Lane. The request is not proffered, SO the preliminary plan and proposal are conceptual and non-binding. I Commissioner Condrey opened the public hearing at 7:40 p.m. / Ms. Donna Woodford, 122 Penuel Lane, stated she would like to deed the back half acre of their property to their son and daughter-in-law SO they can put a singlewide mobile home there. /1 Commissioner Gough asked what is back there now. Ms. Woodford replied that there is nothing back there now. / No one spoke in favor of or in opposition to the rezoning request. Commissioner Condrey closed thej public hearing at 7:42 p.m. This matter will go before the Board of Supervisors meeting on July 15, 2025. / Chairman Monroe made the motion to recommend approval of PL-25-097 for rezoning. Commissioner Thilking seconded the motion. / Chairman Monroe stated he does not have an issue with it. The vote was: Aye: Monroe, Witt, Condrey, Gough, Thilking Nay: None Absent: Hedges, Otero /I PL-25-100 (Special Use Permit-7214 Village Highway) / Commissioner Condrey stated this is a request by Everette & Kristy Beavers, for a special use permit to operate an automobile repair shop on property zoned Agricultural. Thej property is located at 7214 Village Highway in an area designated as transitional per the current Comprehensive Plan. / Mr. Paul Harvey, Assistant County Administrator, stated the applicant seeking to operate an automobile repair shop on the property. The shop would operate from an existing garage on the Campbell County Planning Commission May 27, 2025 property. Repairs consist of brakes, starters, oil changes, and tune-ups. Parking for vehicles awaiting repair would be in gravel areas around the garage. No more than one vehicle awaiting repair and two being repaired in a two bay garage. A special use permit is necessary due to the scale of the business being larger than what is allowed by a home occupation. / Commissioner Condrey opened the public hearing at 7:45 p.m. / Mr. Everette Beavers, 7214 Village Hwy, stated he started out as a mobile mechanic and is just trying to help people. He doesn't intend to run it full time right now but in the next two to three years he plans to have a fence around the parking area and won't have more than two to three cars at a time. His hours will be 6 p.m.-9 p.m. during the week, 8 a.m.-5 p.m on Saturday, and closed Sunday. / Commissioner Witt asked if he had any close neighbors. Mr. Beavers responded his closest neighbor is about 150 feet behind the shop and they are enclosed by trees and there is a hayfield around it. Nobody lives in the house across the street. / Commissioner Gough asked if his land has trees all around it. Mr. Beavers stated that most of it has trees around it. / Chairman Monroe asked ifthe entrance is existing, ifi it is gravel, and ifi it curves. He is concerned about people being able to see pulling in and out ofthe driveway. Mr. Beavers responded that it is his existing driveway for his property, it is gravel but he plans to pave it, and there are no curves. He stated you can see quite a distance both ways in and out of the driveway. / No one spoke in favor of or in opposition to the special use permit request. Commissioner Condrey closed the public hearing at 7:51 p.m. This matter will go before the Board of Supervisors meeting on July 15, 2025. / Commissioner Witt made the motion to recommend approval of PL-25-100 for a Special Use Permit. Commissioner Thilking seconded the motion. / Commissioner Witt stated she believes it will be low volume and is a good sign nobody is in opposition. /I Commissioner Thilking had his concerns about being about to see coming out of the driveway answered. The vote was: Aye: Monroe, Witt, Condrey, Gough, Thilking Nay: None Absent: Hedges, Otero // Chairman Monroe excused himself from the meeting at 7:55 p.m. /I SUBDIVSION MATTERS FOR CONSIDERATION / Proposed is a 28-lot subdivision on Wheeler Rd to be called Morton Creek Estates in the Rustburg Election District. The parcel is zoned Agricultural and is owned by K & E Properties, LLC.
