Mayor Hernandez and City Council each presented the Certificate of Recognition and gift to each of their chosen recipients for Older. Americans Month. Item 7.2 Proclamation-Mental Health Awareness Month- It is recommended that the City Council read and present the Proclamation for Mental Health Awareness Month to Jorge Luis Fernandez, Director of Behavioral Health and Marycruz Saldivar, with Golden Valley Health Center. Mayor Hernandez read and presented the proclamation to Jorge Luis Fernandez Director of Behavioral Health and Marycruz Saldivar, Licensed Clinical Social Worker with Golden Valley in honor of Mental Health Awareness Month. Item 7.3 Proclamation- Declaring May as Asian Pacific American Heritage Month- It is recommended that the City Council read and present a Proclamation for Asian Pacific American Heritage Month to Christina Tran Machuca, Resident of Riverbank. Mayor Hernandez read and presented the proclamation to Christina Tran Machuca in honor of Asian Pacific American Heritage Month. Item 7.4 Proclamation- Public Works Week- May 18th to 24th 2025- It is recommended that the City Council read and present the Proclamation for National Public Works Week to the City of Riverbank Public Works Department for their service to our community. Mayor Hernandez read and presented the proclamation to Director Cody Bridgewater and the Public Works Team in honor of Public Works Week. Item 7.5 Presentation - North County Corridor Phase I- It is recommended that the City Council receive a presentation from Stanislaus County regarding North County Corridor Phase I. Brad Riel, NV5 Consultant for Stanislaus County, gave a PowerPoint oresentation on the North County Corridor Phase I project. Item 7.6 Presentation- Cheese and Wine Festival 2025 Update- It is recommended that the City Council receive a presentation from Michael Patton, Parks and Recreation Director. Item 10.1 Resolution Authorizing a 2.3% Inflationary Adjustment Increase to the City of Riverbank System Development Fees Based on the Construction Cost Index to be effective May 15, 2025.- It is recommended that the City Council consider adopting a resolution authorizing a 2.3% Inflationary Adjustment increase to the City of Riverbank System Development Fees (also known as Development Impact Fees) based on the Construction Cost Index. Assistant City Manager Alcantor gave a comprehensive report and PowerPoint presentation on the System Development Fees Based on the Construction Cost Index for a 2.3% Inflationary Adjustment Increase. COMMENTSIREPORTS Ab briefr report on notable attendance of a meeting or conference or other notable topics of City business shall be made. Item 12.1 Staff City Manager Garcia: Monday May 19th the City Council will be holding its Strategic Planning session starting at 9:00am in the Riverbank Industrial Complex and that will be inside Building 18. Join us for Food Court Fridays at the Sports Complex during the month of May. The next upcoming one is this Friday May 16th and there will be one on the 23d and the last one will wrap up on May 30th that's from 6:00pm - 9:00pm at the Sports Complex. There is going to be a soft opening of our Riverbank pool. The lifeguards have been working hard over the past two weeks to get all of their certifications for all of our newer lifeguards and for those that are coming back to us they are getting recertified SO we will be having a soft opening on May 24th from 3:00pm = 7:00pm and admission is free to all. This Saturday is our second Riverbank Night Market that will be here in downtown Riverbank from 5:00pm -9:00pm. Page 5 of 10 CC /1 LRA Minutes = 05/13/2025 Item 12.2 Council/Authority Member Councilmember Uribe: / want to give a shout out to Michael for bringing up Sierra House. Sierra House did put out their wish list. Me and Councilmember Call are going to be putting out, I'm going to call it an 'item drive' but Councilmember Call is way more creative on Instagram. So, look out for that. We are trying to help secure those items that they are in need of. I did have the opportunity to meet with a Community Relations manager from Save Mart. They discussed engagement opportunities and ways to partner for us in the city. So, there's opportunities for the Chamber. There are opportunities there for Parks and Rec. So, I'm just trying to get on Michael's good side. He loves partnerships. Anything I can kind of help him out with. / had a meeting with the Housing Authority at the McRitchie Community Center ribbon cutting. They had mentioned they were in transition, moving over to a section 8 voucher, program for their 90 units. So, / wanted to get a little bit more detail. I shared my concern about the talks at the Federal level, as far as them kind of eliminating that and just making sure that they are aware. Do they have any, you know concerns there? We're both kind of just watching it very closely. At the League of Cities they are going to be doing a Veterans roundtable on 5/22/25 as a fellow Veteran / have been pushing for this committee, and its finally launching. So, this is the beginning stages of this committee forming. We will be exchanging ideas on how cities are supporting Veterans across the State. How we can assist and support Veterans locally and then just having future discussions on what should we be discussing in this committee. So, it's a brand- new committee. We're kind oft forming it up. So, if anybody has any ideas, or would like to just give me some feedback. / would appreciate that. Councilmember Pimentel: A lot of mine is what was mentioned, but I'I go ahead and mention it. April 28th, I attended the team building, which was very important. - got to learn a lot about co-council. On the 29th I attended the San Joaquin Valley Air Pollution poll with the 31 cities. And it's nice to see how other cities are paying attention to Riverbank. / heard some great things about Riverbank. 1 too, went to the Food Court Fridays. We had a Sister City booth with information for Sister City, a lot of positive feedback from the community which is exciting to hear. / attended the Pioneer Park ribbon cutting ceremony in my district very important for the children. / do want to encourage people to come to the farmers market at night. Let's support our local vendors. They work really hard, and that's what Riverbank is all about. Page 6 of 10 CC / LRA Minutes = 05/13/2025 Sunday, May 18th Vice Mayor Fosi convinced me to help make pancakes. Let's see how that goes, at the Community Center. Monday, the 19th at 5:30pm - 7:00pm, I"I have my 1st meet and greet. which is going to be at 3208 Stanislaus Street. Like Vice Mayor Please no hard questions. It's a meet and greet. Get to know each other, and you can follow me on Facebook at John C. Pimentel. Councilmember Call: Mayor Hernandez and I were at the City Leaders Summit after our last council meeting we did office visits with Assembly Member Flora and Alanis along with Senator. Alvarado Gill we were able to advocate for initiatives to keep homeless regulation within city control, and / know that sounds like a lot of information, but at least it gives us a say in how things are managed rather than the State having complete control over how the homeless population is being managed, and then the need for housing in California. It's a huge conversation we hear every time we come up here, but it is recognized that we need a good portion of affordable housing and just housing as a whole. / think we need 2.5 million houses in California, and 1 million of them being affordable housing. and then there's a need for the state and local officials to better collaborate, to build sustainable pathways to housing and care to combat the homelessness. and there is a big emphasis on restoring public safety with Proposition 36, which was a common- sense proposition passed by voters, and how we need to hold our representatives accountable to take action. The overall theme of the Cal Cities Summit was to listen to voters and to fund what matters. On 4/28 1 attended the team building as well. It was an opportunity for us to align our goals and to kind of see where we see Riverbank in 25 years. A lot of good conversation came out of that. Some of us have bigger dreams than others, but one thing we promise is to keep Michael Patton busy. / also went to the Multi Chamber Mixer at the Collective Space that the Riverbank Chamber had the opportunity to host, other partner Chambers were there, and Stanislaus Latino, who is a Latino chamber, who is a big partner of the city, was there. / dipped out early to head over to Scout Hall for the Boy Scouts meeting. It was an interesting dynamic to go from being around nothing but businesspeople and adults to go talk to 5 to 10 year olds, I had good engagement. They love pizza parties. It was established that there's no room for a pizza parlor to leave Riverbank. So that was reassuring. But it was really awesome to break down. How I'm a scout, too, but I'm a scout for the city where they're Boy Scouts, and there's some girls part of the group, but it's an opportunity for them to find their way of being a leader within our community. So that was a really fun way to connect the dots. / can say. Last week / celebrated small business week as a small business owner. / visited some of our businesses at the heart of our town, which is downtown Riverbank, and on Santa Fe Street, as a small business owner / can say it's important to recognize the challenges we are facing in California, but also how we flourish Page 7 of 10 CC /L LRA Minutes = 05/13/2025 through these challenging times. And we're supporting one another, regardless of the situation. Upcoming events for me. / have my office hours next Thursday here in the Council Chambers from 11:00am = 1:00pm bring the hard questions I don't mind them. If / don't have an answer / will definitely get back to you guys. May 26th is a Memorial Day celebration at Community Center around 10:30am. There will be some resource tables to kick off the event, and there will be a grab and go lunch provided. May 31st I'm partnering with Parks and Rec to kind of preempt Michael for everything else I'm going to ask him for, and nurse of the year Keryn, who's also a community member and a life jacket drive at Jacob Myers Park. We will be giving raffle tickets in exchange for life jackets and our commitment is to keep all of the life jackets in Riverbank at Jacob Myers Park to avoid any drownings. This recreational season. My goal is 100, SO bring a life jacket. You get more tickets, if you bring a toddler or infant jacket, because I'd like to put a huge emphasis on keeping our children safe this summer. Vice Mayor Fosi: / attended some grand openings. One of them was Chase Bank. Yay, they are here and they are the new bank for City of Riverbank. / attended our city team building while we were gone for 3 weeks. That was great to see everybody's idea where they want to go and why they ran for office. That was pretty exciting. / attended the Pioneer Park dedication, one of the new parks over by Scout Hall and the Corporation yard. The McRitchie Community Center grand opening. It was nice to see Scott recognized for his services. As was discussed before after Mother's Day pancake breakfast is this Sunday sponsored by the Riverbank Historical Society and the Riverbank Federated Women's club. It's 9am-1pm at the Community Center. You can purchase tickets at the door. It's $20 for an adult, $10 for children, for kids under 5 it is free. Next Tuesday / will be having a meet the Vice Mayor at the Riverbank Museum, which is just behind this building 5pm = 7pm. We will have cookies and lemonade, and you can meet me, ask me questions. Please don't ask me anything hard, but you can also come in and see the Museum, and what history we have in there. It's pretty cool. Next Tuesday is the Women's Group meeting the Riverbank Federated Women's Group, 6:30pm at Scout Hall. / talked with Marisela on Monday. She didn't mention this, SO / will. I'm sure you have seen on Facebook, where PG&E I believe it's Oakdale is asking to take out PG&E, or whatever to go to MID. And just sO, you know, that has been discussed here at the City of Riverbank, and it is just not economically feasible. So, we will not be looking into that, in case anybody was interested. Page 8 of 10 CC / LRA Minutes - 05/13/2025 Also, when driving through Crossroads. Guys, see the garage sale signs and it's over. So please go out and bring down your signs when you're done, SO that they don't litter up the polls, and I've seen a couple of them on the ground. I can't stop because I'm driving, but please remember to take down your garage sale signs. Item 12.3 Mayor/Chair Mayor Hernandez: / sit on StanCOG and sit on the executive committee within StanCOG and volunteer for a couple subcommittees within there as well. And one of them is a Valley Vision Stanislaus Steering Committee, meeting one I was in, Josh could attest to this kind of voluntold to chair the committee. So, one of the things that that committee does is provide some advisory support for the Regional Transportation Plan. So, taking a regional look at our transportation with some of the state mandates and reducing greenhouse gases, and one of the things that we're looking at now, which I"I forward to my council colleagues and everyone, anyone else who's interested, is a public participation plan, which will allow for actual input from residents to be able to mold the regional transportation plan into something that reflects us and what's needed here. I am going to be joining Opportunity Stanislaus as a board member. And SO again, taking a regional approach at some of the economic development and supporting the city in that respect. Today was the first Mayor's book club with the Riverbank Library. So, it's going to be once a month and it shifts Tuesdays. But just 'm mentioning that because we're now at a temporary pop up location at the Teen Center until September for the library. And / think now more than ever is important to go and support them and make sure that you're visiting our local library. The only thing I"I reemphasize that everyone said is our team building. One of the things that / was hoping for and took away from that is that, you know, we have different means to the same end that we're all here for the community. And sO, though we can't all be at everything at once, it's a team effort to move forward and really represent the city as a whole. So, I was really proud of the conversations that we had that day. And hopefully we'll have a yearly team building exercise and opportunity. So, we're looking forward to next week's strategic planning that's going to be open to the public. It's Monday this coming Monday, right at 9:00am and it's an opportunity for the residents to come and voice what they want our next 3 to 5 years, depending on what we land on, plan for the city moving forward and to hear the priorities of the Council as well.
