City Council Meeting June 10, 2025 1. CALL TO ORDER: Regular Meeting called to order at 6:00pm by Mayor LeBarre. 2. ROLL CALL: City Council: Mayor Mike LeBarre, Mayor Pro Tem Carlos DeLeon, Council member Rob Cullen, Council member Carlos Victoria Absent, Council members Oscar Avalos Absent City Staff: City Manager Steven Adams, City Attorney Roy Santos; City Clerk Erica Sonne 3. FLAG SALUTE: The flag salute was led by Mayor LeBarre. 4. CLOSED SESSION ANNOUNCEMENTS: No reportable action from the last meeting. 5. SPECIAL PRESENTATIONS: A. None 6. PUBLIC COMMUNICATIONS: David Scaroni, SGH Holdings with the Meyers housing facility. It has come to their attention that City Council members have been advised not to meet individually with them and other project applicants as a potential legal violation. He read into the record "Nothing in this section shall impose the requirements of this chapter upon any of the following: (1) Individual contacts or conversations between a member of a legislative body and any other person... He further stated that the Brown Act does not prohibit members of the City Council from communicating directly with constituents. He also stated that City Council has a fiduciary duty to the general public. Steve Scaroni, Managing partner of the Meyers project, he spoke on the Jayne Street Migrant Farmworker Housing Project. He thanked the City Council for their service. He started by saying that the initial project went to City Council in 1969 for a 10 year use permit and in 1979 granted a 10 year extension and a additional 5 year extension. In 1994 it was conditioned to be used as an emergency shelter. No extensions since 1994 and it is still operating on an expired CUP. They would like a curtesy of a dialog with staff. They feel like they are being pushed into a corner of litigation. They have a multimillion-dollar project. There is no better and higher use. Francisco Chavez spoke to the Meyer's Project and that the foot traffic has increased his profit and tax dollars being spent here in King City. He is in favor of them staying. With that extra business he can hire more people. They come at night and take their lunch for the next day because whatever they are fed in the field is garbage. 7. COUNCIL COMMUNICATIONS: Mayor Pro Tem DeLeon stated he had nothing to report tonight. Council member Cullen stated that he will not be at the June 24th meeting. He commended staff and Mayor on ribbon cutting on the Downtown Plaza. He reminded the council and public of Beautification week next week with the Kickoff BBQ on June 18th at noon. CITY STAFF REPORTS AND COMMENTS: City Manager Adams stated that July 30th HACM ground breaking ceremony is scheduled to happen at the homeless project on Broadway. Escrow may be closing on Friday. Consideration: Appropriation for Library Air Conditioner Replacement Mayor LeBarre commented on item 9(G) reading the fire department"* S officers and engineers names into the record and appreciating them all. Action: Motion to 1) approve and authorize the City Manager to execute a Third Amendment to the Lease Agreement fort the Monarch Inn for the temporary homeless emergency shelter program; and 2) authorize the City Manager to make non-substantive changes as necessary in a form approved by the City Attorney. by!
