City Clerk, Fallon Martin, read an email into the record from David J. Yonan regarding Code Enforcement's budget. City Clerk, Fallon Martin, read an email into the record from Cynthia Prieto-Diaz regarding toxic litter in parks, Public Works budget, tobacco product waste receptacles, World No Tobacco Day, and a Tobacco 101 workshop on June 5, 2025. NEW BUSINESS 1. Budget Workshop MINUTES Special City Council Meeting Budget Workshop June 2, 2025 Page 2 Finance Director, Shannon Esenwein, presented the item. City Manager, Doug Dunford, spoke regarding the City's fiscal status. Mayor Lopez asked for public comment. The following members of the public spoke: Brandy Meyer inquired about the Downtown Revitalization funds. Gene Yeakley asked about the cost of the City's contract with Stanislaus Animal Services Agency. Shirley Rogers spoke regarding the ownership of the Whitmore Mansion. Alvaro Franco spoke regarding police department cuts, animal control services, park services, and thanked Councilmembers Casey and Otero for the mailer advertising the budget workshop. Katherine Reeves spoke regarding animal control emergency phone calls. John Warren spoke regarding unfunded positions and how they relate to the overall budget. Mr. Guzman thanked Councilmembers Casey and Otero for the mailer advertising the budget workshop and inquired how much of the budget is made up of public safety. Mayor Lopez closed public comment. Council and staff discussion included how the City got to the current financial position, becoming proactive, SDEA budget, JAG grant, downtown revitalization, contract services, overtime for sworn and non-sworn public safety personnel, investigative funding, lack of public safety positions, moving Council's professional development funds and travel funds to public safety, taking away medical insurance from electeds to fund unfunded positions, animal control services, fire contract services, materials and equipment, school resource officers for Ceres Unified School District, current number of sworn officers, $54,000 budgeted item for solid waste, Whitmore Mansion, ownership of Whitmore Mansion, Lions Park improvements, next steps, and budget adoption.
