MEETING CALLED TO ORDER Ms. Marilyn Bunce, Chairman, called the meeting to order at 6:34 p.m. II. INVOCATION Ms. Bunce pronounced the invocation. III. PLEDGE OF ALLEGIANCE Ms. Bunce led all present in the Pledge of Allegiance. IV. CHAIRMAN REMARKS Ms. Bunce provided chairman's remarks on proper decorum of the meeting, the items the Board can consider in recommending a rezoning, a reminder the Board are volunteers and serve as an advisory board to the Commissioners, and a recap oft the Horizon 2040 Comprehensive Plan. V.APPROVAL OF MINUTES Jack Sides made a motion to approve the March 06, 2025, minutes. Brandon Howard seconded the motion. The motion carried by a unanimous vote. ACTION ITEMS DUKE ENERGY PROGRESS CONDITIONAL REZONING CRE7-2025-00001 Applicant: Duke Energy Progress, LLC Property Owner: Forest Point Properties & Invest, LLC & Pierce Land Investors, LLC Summary of Proposal: Conditional Zoning Highway Business (HB (CZ321-4)) Brandi Ely provided an overview of the proposal. Amy Crout, Raleigh, provided a background on the rezoning request and discussed rezoning conditions. She stated the operations center will provide a critical public resource in the form supporting a stable and reliable energy grid to serve local residents and businesses. Ms. Crout explained that Duke Energy held two neighborhood meetings to discuss the rezoning conditions; the second meeting had no attendance. DOT advised no traffic impact analysis will be required; and Amy stated that wetlands will be left undisturbed. Mr. Carter Metcalf clarified to the Board what the conditions are that are going forward with the rezoning. Mr. Walter Cotton made a motion to recommend approval. Mr. Brandon Howard seconded the motion. The motion passed by a unanimous vote. Mr. Walter Cotton made a motion to adopt the Consistency Statement for CREZ-2025-00001. Mr. Brandon Howard seconded the motion. The motion passed by a unanimous vote. EVANS REZONING PREZ-2025-00006 Applicant: Tosha Brooks Property Owner: Evans Garage, Inc. Summary of Proposal: RA to CB Jade Batchelor provided an overview of the proposal. Jade Batchelor stated that the petitioner could not make the meeting due to a medical emergency. Jack Sides made a motion to recommend approval. Roger Brown seconded the motion. The motion passed by a unanimous vote. Mr. Timothy McCurry inquired what will happen with the one parcel that was not included in the rezoning. Mr. Joseph Bauer stated that the parcel that was not included will not be rezoned. He stated that several unsuccessful attempts were made to contact the property owner. Brandon Howard made a motion to recommend approval. Jack Sides seconded the motion. ZONING ORDINANCE- - MOTION PICTURE PRODUCTION ZTA-2025-00002 General Information: Proposed Text Amendment to the Table of Permitted Uses in the Zoning Ordinance allowing for Motion Picture Production in the Rural Agriculture (RA) and Community Business (CB) Zoning Districts. Brandi Ely provided an overview of the proposal. Ms. Marilyn Bunce inquired why we are not proposing motion picture production in other zoning districts. Ms. Brandi Ely stated that we have not received any requests from citizens regarding motion picture production in other zoning districts. Mr. Carter Metcalf: stated that ifit is the pleasure of the Board, other zoning districts could be added to the zoning text amendment request. Mr. Jack Sides inquired if motion picture production would require a permit. Mr. Carter Metcalf stated yes. Jack Sides made a motion to recommend approval. Roger Brown seconded the motion. Michelle Emery provided an overview of the proposal. Roger Brown made a motion to recommend approval. Walter Cotton seconded the motion. The motion passed by a unanimous vote. Roger Brown made a motion to adopt the Consistency Statement for ZTA-2025-00001. Walter Cotton seconded the motion. The motion passed by a unanimous vote. VII. COMMENTS A.
