MIINUTES OF INTERLOCAL COMMITTEE MEETING - LEE COUNTY COMMISSIONERS, and SANFORD CITY COUNCIL Wednesday, April 30, 2025 - 11:00 A.M. SanLee Park Nature Center, 706 Pumping Station Road, Sanford, NC The Sanford City Council, and Lee County Board of Commissioners met at the SanLee Park Nature Center located at 706 Pumping Station Road, Sanford, North Carolina, on Wednesday, April 30, 2023, at 11:00 a.m. The following people were present: City: County: Mayor Rebecca Wyhof Salmon Commissioner Chair Kirk Smith Mayor Pro Tem Charles Taylor Commissioner Mark Lovick Council Member Mark Akinosho Clerk to the Board Hailey Hall City Manager Hal Hegwer County Manager Lisa Minter City Attorney Susan Patterson Asst. County Manager Jennifer Gamble Asst. to City Manager Holly Marosites Lee County Attorney Whitney Parrish City Clerk Bonnie Bryant Welcome and Call to Order Commissioner Chair Kirk Smith welcomed everyone and called the meeting to order. Mr. Smith commented that the construction of the new library is moving along and there have been improvements to the parks and that Lee County has a world class mountain bike trail located at the SanLee Nature Park. People come from Wake and Durham counties and from Wilmington to bike the trail. Mayor Salmon informed the members that the Sanford Agricultural Marketplace is under construction and the Depot building is in the process of being renovated. They are quality-of-life projects for the community and will be a great benefit to our citizens. The new athletic park Lee County is constructing is needed fori the sports teams and all the attractions coming. County Manager Lisa Minter added that a big grand opening will be held for the athletic park (possibly August 2025) and there will be a walking trail ofjust over a mile. Mr. Smith suggested City Council members tour the new athletic park. Mayor Salmon attended a Central Pines Regional meeting and saw a presentation on the World Universal Games which are coming to the Triangle in 2029, which she plans to share with the City Council and Lee County. It will make an economic development impact on Sanford and she will be sending the information to TDA Executive Director Wendy Bryan. Mr. Smith added that it will impact all the hotels in this region. Mr. Smith noted that the NCDOT project on Broadway Road is 36 percent complete and should be completed by 2028. Mayor Salmon reminded everyone of the Safe Streets and Roads for All program that the City and the County of Lee are participating in. The program is to track and identify the problematic intersections and ways to improve roadway safety. Mrs. Salmon spoke regarding the County and City's microtransit collaboration and appreciated the County working on this program together. She felt the collaborative project will I Interlocal Committee Meeting April 30, 2025 allow us to set Sanford and Lee County up for grant opportunities. We are positioning ourselves on what comes next and planning now helps us make it a sustainable program. County Manager Minter noted that the biggest fear is funding and how they sustain the COLTS program; she is concerned over state and federal grant opportunities. In the past, the County has not had to put a lot of money into that program. County staffi is considering putting aside some of the fare revenues for future grant matches. County Manager Lisa Minter stated that the County is considering a new jail and sheriff's department. They cannot expand where it is currently located. A feasibility study was performed and the County can either keep it where it is located and renovate it but on jury days, there is not enough parking. It would be better to build a new. jail and Sheriff S Office at another location due to age of the existing building and implementing new building codes will create additional costs. Mr. Smith added that the renovations to the current site could not be done while court is running. The cost was approximately $95 million before the tariffs. Council Member Taylor noted that the Joint Planning Commission will be working to tweak the Unified Development Ordinance.
