On studying the project, we figured out it was really two questions, not one. Whether we could construct the ramp and Whether it could be done within the money available? We were given the deadline of next Monday to reply. Our answer to the first part is that indeed we can. Since an ADA ramp can only be a certain inclination, we posit a ramp 10 to 15 ft wide running just over 100 ft from the ground to the bridge. This would make the start about where the big tree at the end ofthe sidewalk in the park, ( near the big tree). We would make the ramp and the pilings out of concrete and hope to have a graceful arc in the construction. The second part is more tenuous. Until engineering and design is done, the cost of permitting is now firm and final bids are in, we cannot guarantee that we can do this within the money Harbor Towns has available, ( remembering that just now we are getting bids on the docks and ramps). We would hope that we could get it done, but cannot guarantee it. It leaves us with a couple of choices. 1. Don't do it because it's not a certainty or 2. Commit to design and pricing and hope that we can do a great finished product within the money we have. I understand this is not the answer Council hoped for, but at this time it is the only realistic one. On behalf ofHarbor Towns, I can certainly commit to paying for engineering, design and bidding. It is evident that to make the bridge work, something has to happen, and that design and engineering are indeed waterfront development elements, whether we are able to go forward with the project or not. Harbor Towns is happy to continue work with the Town ofHertford in whichever direction Mayor Hodges and Council decide. Sincerely Peter 1
