MINUTES SCHUYLKILL HAVEN BOROUGH DATE: May 7, 2025 TIME: 6:30 pm ATTENDING: President Jerry Bowman, Vice President Gordon, Members Montz, Roeder, Dress, and Williams. Also attending was Mayor Devlin, Solicitor Semanchik, Administrator Seiders, and Secretary Tinari. Member Kavanaugh and JCP was absent. CALL TO ORDER: President Jerry Bowman call the meeting to order at 6:30 pm CITIZEN COMMENTS: None. ADMINISTRATION: On motion of Montz/Roeder council approved the purchase of a 2025 F350 Truck. $52,502 for Sands Ford for the body and $38,730 for EM Kutz for extra equipment. On motion of Montz/Roeder council approved the sale of a 1996 Ford F800 Dump Truck for $13,100.00 On motion of Montz/Williams council approved a letter from Schuylkill Events re: 2026 St Patrick's Day Parade, contingent on the parade route being approved by the chief of police and that all vendors are welcome and not to be excluded. On motion of Montz/Roeder council approved a letter from Rainbow Hose re: Block Party. On motion of Gordon/Roeder council approved a letter from Grace EC Church re: vinyl banner. On motion of Montz/Gordon council approved a letter from Prysmian to place help wanted signs along Parkway. CITIZEN COMMENTS: None. OTHER BUSINESS: President Bowman stated about the flags at the Island needing to be replaced. Member Montz stated about offering to help out the Cressona Pool. He also stated the softball fields were not cut for events. Member Roeder stated about code enforcement issues with weeds on Dock & Main Street. Mayor Devlin stated about the senior picnic on June 10th. JCP Benulis stated graduation is May 29th. EXECUTATIVE SESSION: There was an executive session held at 5:30pm before the regular council meeting. Property, Personnel and Professional Services were discussed. Also attending was Mayor Devlin, Solicitor Semanchik, Administrator Seiders and Secretary Tinari. JCP Benulis was absent. CALL TO ORDER: President Jerry Bowman called the meeting to order at 6:30 pm with the pledge of allegiance followed by a prayer. CITIZEN COMMENTS: Dr. Jillian Mullen of Tennis Avenue expressed to council her frustration with her ongoing issues with storm water on Tennis Avenue. Ruth Tucci of Fidler asked about where recyclables are taken and she asked where the 25mph electronic signs are that were on Route 61 and Columbia. MINUTES: The minutes of the April 2"d and April 16"h meetings was approved on motion of Montz/Roeder. TAX COLLECTOR: The Tax Collector's report in the amount of $75,598 was approved on motion of Montz/Gordon. TREASURER'S RPT: Ashley Bieski, Treasurer, presented Council with the April 2025 Treasurers' report. On motion of Montz/ Roeder Council approved this report. BILLS: The following bills were approved for payment on motion of Roeder/Montz General $336,259.16; Electric $394,601.00; Water $181,522.82 Sewer $222,052.18 for a total of $1,134,435.16 CORRESPONDENCE: None. ADMINISTRATION: On motion of Montz/Roeder Council approved the April transfers. On motion of Montz/Roeder council approved/awarded the following water and sewer chemicals. Shannon Chemical Phosphate $6,327.17 ton Univar Chlorine $370.00 150lb cyl Caustic Soda $1.1735 gal Potassium Permanganate $5,180.00 ton Brenntag Flocculent $2,650.00 ton On motion of Montz/Roeder Council approved to reach out to companies that did not bid and ask for a reason why or to rebid the chemicals that were not bided on Liquid Aluminum Sulfate and Copper Sulfate. On motion of Montz/Roeder council approvedawarded the 2025 Street Paving Project to the lowest bidder: H & K Group in the amount of $335,043.35 On motion of Montz/Dress Council conditionally approved a letter from Ted Moyer re: Driveway. Upon conditions that the work is approved by the Code Department, Police Department and Borough Engineers. CITIZEN COMMENTS: Ruth Tucci of Fidler Avenue questioned why the Fire Hydrants were open some days this past week. This was due to a water main break and annual hydrant flushing. OLD BUSINESS: President Jerry Bowman asked about an updated on the Conner's Fence permit, He was told there are pending litigation charges with then fence and is holding off. NEW BUSINESS: President Jerry Bowman announced his resignation from Council due to moving out of the Borough. OTHER BUSINESS: Member Roeder stated about the Memorial Day festivities and the parade is to start at 10:30am. Member Williams stated about high grass around the Columbia St bridge, he also stated about the railroad tie still sticking up making a loud noise, he stated June 5-6-7 is the Rainbow hose Block Party, he stated that the Liberty Fire Co golf tournament is June 7. Mayor Devlin stated about the Senior Picnic is June 10th. . He also presented President Jerry Bowman with a plaque for all his years of service on borough council on the announcement of his resignation. All of Council wished Jerry Bowman well on his resignation. All of Council sympathized with Dr. Mullen and her storm water issues. EXECUTIVE SESSION: There was an executive session held at 5:30pm before the regular council meeting. Utility Service, Personnel and Litigation issues were discussed.
