91 Meeting of the Fulton County Commissioners - Tuesday, August 30, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch & Commissioner Shives Absent: None Others Present: Mike Lamb, Wessel and Co.; Lisa Beatty, Fiscal Admin; Deanna Park, HR Admin; Fulton County Library: Jamie Brambley, Library Director, Kirsten Sharpe, Vice President of the Library Board, Library Board members, Library Employees and various citizens; Seleen Shives and Russell McLucas, Fulton County Conservation District; Connie Broad, Area on Aging; Caren Kubovcsak, Victim Services; Christine McQuade, Services for Children. Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners' Minutes of the August 23, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated August 26, 2022 in the amount of $105,212.23 All in favor. Kubovcsak mentioned the increase in insurance premiums as part of the issue. Also in attendance were Mike Lamb, Wessel and Co. and Deanna Park, HR Admin. Motion by Commissioner Ulsh to enter into Executive Session for Personnel Matters at 9:15 AM. All in favor. Regular session resumed at 9:28 AM. Commissioners met again with Kubovcsak and advised her to meet with Mike Lamb to work through the numbers and confirmed that she should submit the application factoring in her insurance. Commissioners met with Seleen Shives and Russell McLucas, Fulton County Conservation District, to propose their 2023 allocation in the amount of $10,000. Shives talked about their project of 92 "establishing demonstration plots to showcase the benefits of implementing no-till cover cover crops". The proposed project helps to achieve the District's priorities to improve water quality and soil health. Mike Lamb, Wessel and Co. and Lisa Beatty, Fiscal Admin were also in attendance. Motion by Commissioner Bunch to approve lighting the Fulton County Courthouse with purple lighting for Suicide/Overdose Awareness month for September. All in favor. Commissioners met with Jamie Brambley, Fulton County Library Director and various library employees, board members and Fulton County citizens to present their allocation request in the amount of$15,000. Brambley introduced everyone and expressed appreciation of the allocation. An additional $3,000 was requested to cover weekend hours. Those in attendance took turns sharing their appreciation of the library and it's importance to the community. Mr. Loy Garber spoke of the history of families bringing their children to the library and it becoming a 'generational thing" and shared that 64% of the county population utilize it. Mike Lamb, Wessel and Co. and Lisa Beatty, Fiscal Admin were also in attendance. Commissioners met with Connie Broad, Area on Aging, to review her allocation request. Broad asked for the same amount, $10, 965 providing the Commissioners with a packet outlining the specific request. Mike Lamb, Wessel and Co. and Lisa Beatty, Fiscal Admin were also in attendance. Commissioners met with Director for Services for Children Christine McQuade to approve and sign the Needs Based Budget Assurance Statement and the SWIS Data Sharing Agreement. Motion by Commissioner Bunch approving the Assurance of complance/Paricpation Form Documentation of Participation by the Juvenile Court for fiscal years 2022-23 and 2023-24. All in favor. Motion by Commissioner Bunch approving the CWIS Data Sharing Agreement for the Needs Based Budget Submission. All in favor. Motion by Commissioner Shives accepting Chief Tax Assessor Michelle Sowers' resignation letter, effective October 31, 2022. All in favor. Motion by Commissioner Shives to approve the amendment to the original 2021 Commercial Lease for 122 West Market Street, McConnellsburg, PA between Employment and Training Inc. and the County of Fulton amending the monthly amount to $850 to utilize part of the second floor office space, effective September 1, 2022. All in favor. Motion by Commissioner Bunch to approve the MIP Fund Accounting software renewal to commence on August 31, 2022 for a term of 12 months. All in favor. Motion by Commissioner Shives to appoint Gene Mellott, Thomson Township Supervisor, to fill the RTTC (Rural Transportation Technical Committee) vacant Municipal Representative seat with the Southern Alleghenies Planning and Development Commission, effective immediately. All in favor. Commissioners met with Mike Lamb, Wessel and Co. and Lisa Beatty, Fiscal Admin for an annual audit draft review. Commissioners expressed interest in comparing quotes for other audit firms. 89 Commissioner Ulsh signed the CDBG Flagged Activities Plan and also a letter from Dick Newman, Veteran Affairs for annual training attendance.
