47 Meeting of the Fulton County Commissioners - Tuesday, May 17, 2022 8:30 a.m. at the Commissioners Office Present: Commissioner Stuart Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: None Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioners were sworn in for oath of performance of election duties administered by Chief Clerk Stacey Golden. Motion by Commissioner Bunch to approve the Commissioners: Minutes of the May 10, 2022 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payable dated May 16, 2022 in the amount of $655,880.25. All in favor. All in favor. Motion by Commissioner Shives to approve the McConnell Park Lease between the McConnelsburg United Methodist Church and the County of Fulton for. June 5, 2022 for the hours of 2:30 PM = 5:00 PM. Motion carried with Commissioner Ulsh abstaining. Commissioners met with Patti Hess, Election Director/CDBG Admin, to request appointment of election officials. Hess gave updates pertaining to both CDBG and elections. A brief Elections Board meeting was held at 8:50 AM and adjourned at 9:10 AM. 48 Commissioners met with Carol Wright, HR Admin to discuss changes to the HR Manual which currently states direct deposits for full and part time employees are "required". Wright proposed changing the policy to encourage direct deposit instead of requiring it for all employees in which the Commissioners all agreed upon. Wright also spoke to the Commissioners about paying the remainder of the annual pension contribution to Charles Schwab. Commissioners met with Denny Koons, Raymond James Financial Services and Monica Seville, County Treasurer to have documents resigned. Commissioners met with Dan Berger, Alleghenies Broadband, Inc., to go over updates to the broadband project for the Huntingdon, Bedford and Fulton Counties Coop Agreement. A Safety Committee meeting was held at 10:30 AM and adjourned at 10:46 AM. A check was presented from the Krivak Trust Board to the Lions Clubs Treasurer, Rick Strait to reimburse cost for a piece of adaptive playground equipment. Julie Dovey, Fulton County Human Services Director and Lisa Beatty, Fulton County Fiscal Admin were both in attendance. Motion by Commissioner Bunch to adjourn at 11:25 AM. All in favor. Stuart L.
