Meeting of the Fulton County Commissioners - Tuesday, June 18, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Other's Present: Paula Shives Others Present: Commissioner Ulsh opened the meeting with a moment of silent prayer and reçited the Pledge of Allegiance to the flag. Motion by Commissioner McCray to approve the minutes of the June 11, 2019 meeting. All in favor. Motion by Commissioner Lynch to approve the accounts payable dated June 14, 2019 in the amount of $120,048.77. All in favor. June 21, 2019 in the amount of $106,830.29. All in favor, Motion by Commissioner Lynch to Re-Appoint Dayton Tweedy to the Fulton County Library Board for a term expiring June 30, 2022. All in favor. Motion by Commissioner Lynch to Re-Appoint Phil Harper to the Fulton County Library Board for a term expiring June 30, 2022, All in favor. The Commissioners met with Patty Suders Fix- Prothonotary regarding a resignation received in her office. Motion by Commissioner McCray to post the recently vacated part-time position in the Prothonotary's Office. All in favor. The Commissioners met with Ms. Joyce Lynch and Ms. Barbara Covert, Director of Employment and Training, Inc. regarding the expiration the current Commercial Lease between the County of Fulton and Employment and Training, Inc. Motion by Commissioner Ulsh to endorse a new Commercial Lease between the County of Fulton and Employment and Training, Inc, for an effective period beginning July 1, 2019 and ending on June 30, 2021 for a fee of $590/month. All in favor. Please note: other than dates, there wasn't any changes made since previous lease. The Commissioners met with Anthony D'Anna regarding the status of the Meadow Grounds Lake. Mr. D'Anna reported that DEP approved the plans at Meadow Grounds Lake and are just awaiting a permit. Once the permit is received, DGS will then put out to bid for work to begin on the Lake. Mr. D'Anna reported that the Old Turnpike Trail Committee is hiring a Marketing firm to address signage and re-branding. The Commissioners met with Julia Dovey, Human Services Director regarding the Human Services Block Grant (HSBG). Ms. Dovey presented a one-page update from the HSBG Meeting that was held last Friday. She also presented a Client Data Report from July 1, 2018 through May 31, 2019. Motion by Commissioner McCray to approve the HSBG Reallocation request in the following amounts: Fuiton County Family Partnership-$2,17743 for the Child Abuse Prevention Conference; Center for Community Action-up to $3,500 for Homeless Assistance; Fulton County Family Partnership-$5,000 for Interagency Coordination; Fulton County Family Partnership-up to $500 for Transportation and Franklin/Fulton Drug and Alcohol-$1,164 for inpatient non-hospital treatment and $9,310 for Outpatient/Intensive Outpatient treatment. For a total Reallocation of $21,651.43. All in favor. After a brief discussion with Stanley Kerlin and no contractual obligations noted, Motion by Commissioner Ulsh to unappoint Stanley Kerlin as County Solicitor effective 6-18-19. All in favor, Mr. Kerlin was asked to turn all County Files over to Mr. Stein's offiçe by June 30, 2019. Motion by Commissioner Ulsh to appoint DSS Law, Mr. Jim Stein and Associates as County Solicitor effective 6-18- 19 at a rate of $200/hour for standard legal work and $275/hour for litigation on an as-needed basis. All in favor. Motion by Commissioner McCray to approve the Purchase of Service. Agreement between the County of Fulton and The Devereux Foundation in effect from July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner Lynch to approve the Guardian Ad Litem Provider Agreement between the County of Fulton and Lynn Y. MacBride in effect from July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner McCray to approve the Purchase of Service Agreement between the County of Fulton and Appalachian Youth Services, Inc. in effect from July 1, 2019 through June 30, 2020. All in favor, Motion by Commissioner Lynch to approve the Purchase of Service Agreement between the County of Fulton and Adelphoi Village, Inc. in effect from July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner McCray to approve the Purchase of Service Agreement between the County of Fulton and Family Care Services, Inc. in effect from July 1, 2019 through. June 30, 2020. All in favor. Motion by Commissioner Lynch to approve the Non-Purchase of Service Agreement between the County of Fulton and The Milton S. Hershey Medical Center in effect from July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner McCray to approve the Non-Purchase of Service Agreement between the County of Fulton and UPMC Pinnacle Children's Resource Center in effect from July 1, 2019 through June 30, 2020. Motion by Commissioner Ulsh to approve the Non-Purchase of Service Agreement between the County of Fulton and Over The Rainbow Children's Advocacy Center in effect from July 1, 2019 through. Motion by Commissioner McCray to approve the Purchase of Service Agreement between the County of Fulton and Cornell Abraxas Group, Inc. in effect from July 1, 2019 through June 30, 2020. All in favor. Motion by Commissioner Ulsh to approve the Letter Agreement Interim Addendum to the Program Management, Agreement for the Emergency Food Assistance Program (TEFAP). All in favor.
