Butler County Drug & Alcohol Advisory Board Meeting Minutes DATE: May 20, 2025 TIME: 7:30 a.m. PLACE: Butler County Human Services Conference Room - and via Zoom COUNCIL MEMBERS PRESENT: John Johnson Alicia Beighley Commissioner Kevin Boozel OTHERS PRESENT: Ruthane Durso, Independence Health Anna Shuster, Gaiser Center Sonya Kremer, Community Member Donna Jenereski, Tracey Hendrix, Lisa Gill, Tori Reagle, Anne Drissler, Elisha Coast, Bill Kepple, Holly Fox, Butler County Human Services Call to Order John Johnson called the meeting to order at 7:33 a.m. Review and Approval of Minutes (April 2025) Commissioner Boozel made a motion to approve the minutes as written. John Johnson seconded. All in Favor 3* Opposed 0 Abstentions *Since there was a lack of a quorum, additional votes were taken on all business presented at this meeting. Public Comment Regarding Agenda Items There was no public comment. Unfinished Business There was none. New Business Donna Jenereski presented FY 2024-2025 Contract Amendment for board review. Program Alicia Beighley from Butler Area School District provided a brief overview, along with two students, of the Community Compact for Children. Ms. Beighley will send additional information via email following the meeting. 1 I Butler County Drug & Alcohol Advisory Board - May 20, 2025 Meeting Minutes REPORTS Director's Report SCA: Case ManagementTreatmentPrevention Updates: The Center on Center update- The Center continues to be open three days a week from 1:00-7:00pm. The Center continues to offer weekly meetings including Refuge Recovery, a Professionals in Recovery meeting, an All Recovery meeting, and a Mothers/ Women in Recovery meeting. Plans to role out Smart Recovery meetings are underway, and we are hopeful that the Center will be able to offer this additional meeting sometime within the next few months. As ai reminder- The Center on Center will be having a 1-year anniversary celebration event today from 12:00-2:00pm. The event is open to everyone within the community and light refreshments will be provided. There will be a brief ceremony at 1:00pm to highlight the achievements made during the first year and plans for the future. Annual Provider Monitoring- We have completed the annual provider monitoring and final summary reports will be submitted to DDAP by the end ofl May. DDAP will thorough review the individual monitoring reports at the time of our on-site review. e XYZ Rate Setting Process for FY 2025-26- We have completed the rate setting process for FY 2025-26. As a result of the uncertainty of federal funding, the uncertainty of when the state budget for FY 2025-26 will be passed, and DDAP's decision to extend all existing five-year SCA grant agreements for an additional six months, SCA's will be freezing rates and amending current provider contracts to extend them for an additional six months. DDAP is in support ofthe rate freezes and SCA contract amendments. County Overdose update- The total number of confirmed overdose deaths for 2024 is 43. This number is still not final as there is still 1 pending case for 2024. For 2025, as of last week, there have been 5 confirmed overdose deaths with 6 cases still pending. For comparison purposes: at this time last year, there had been 10 confirmed overdose deaths and 8 cases were still pending. Department ofl Drug and Alcohol Programs (DDAP) Updates: COVID and ARP Block Grant Supplemental funding update- We were able to submit invoices and draw down the majority of ARP Block Grant Supplemental funding, with the exception of funding earmarked for transportation. We have been able to submit invoices for March and April and we are hopeful that we will be able to continue to provide these services and cover the costs through the end of June. State Updates: e HB 1200-Legalization of adult use cannabis- HB 1200, calling for the legalization of recreational marijuana for adults was voted out of committee on May 5th and was passed in the state House on May 6th. 2 Butler County Drug & Alcohol Advisory Board - May 20, 2025 Meeting Minutes HB 1200 was called up for a vote in the Senate Law and Justice Committee on May 13th and it failed to make it out of the committee. Republican members of that committee stated that they will never consider a proposal that involves sales at state run liquor stores. Financial Report Bill Kepple reviewed the state and county budget and expenditures through April 30, 2025. Case Manager Report Tracey Hendrix reviewed the statistics for the Monthly Assessment Services and Client Location graph for April 2025. Prevention Report Lisa Gill gave an overview of upcoming Drug & Alcohol prevention events and trainings, along with handouts for needs and resource assessment surveys. Nominating Committee No report. PCCD Update Donna reported there are sixteen (16) participants in the program. One individual in a halfway house, four in inpatient treatment, three are in IOP, six are in outpatient treatment, one in jail (pending further order of the court), and one individual on the run. Drug Treatment Court Update Donna reported there are currently fifteen (15) individuals participating in the program. Three people are in a halfway house, three individuals in inpatient, one individual in intensive outpatient, and seven individuals in outpatient treatment. One individual is incarcerated, pending violation hearing and further order of the court. Council Members' Concers/Comments/Amnouncements There were none. Providers' Camm.CmmsAmassN Ruthane Durso, from Independence Health System, extended an invite to an Open House on May 21, 2025 from 11:00-1:00 to tour the newly expanded inpatient unit on 5 South.
