Once 2 again, ladies and gentlemen, welcome to the 3 regular meeting of the 01d Forge Borough. 4 Tonight is Tuesday, March 11, 2025. The 5 purpose of our meeting will be to go through 6 some housekeeping motions. We'11 then hear 7 from our department heads, we'11 hear from 8 our mayor, council, borough manager, 9 solicitor. 10 We have a public sign-in sheet at 11 the chief's desk if anyone would like to 12 address us. 13 Before we go into our regular 14 meeting we're going to skip forward and 15 bring forth the Snow Forge Committee. We 16 have some members here in the audience. Our 17 mayor and our council decided we wanted to 18 bring them in. One of our councilwomen is 19 also a Snow Forge committee member. We 20 wanted to recognize them for all their years 21 of service, but this past year was the tenth 22 anniversary. 23 So the mayor has something he would 24 like to read. I'm going to give council a 25 few moments after he's done, and then we're 4 1 going to invite everybody up to sit at the 2 table and get a picture with you. 3 MAYOR LEGG: Bobby Mulkerin is not 4 here. From what I understand 11 years ago 5 he went down to Jim Thorpe with his family 6 and he observed their celebration, and I 7 guess that planted a seed in his mind and 8 that seed turned into Snow Forge. 9 This was their tenth year, and I'11 10 tell you what, it's something that requires 11 a lot of work and a lot of planning. Every 12 year it gets a little bit bigger and a 13 little bit better. 14 In recognition of that, I have a 15 proclamation for each and every one of you 16 and I would like to read it at this time. 17 "Whereas, this proclamation is 18 presented to each member in recognizing 19 their ten years of service with the annual 20 Snow Forge Christmastime event. With your 21 help, this event promotes community spirit 22 and holiday excitement. With your 23 involvement and hard work and dedication 24 this event continues to grow and is a much 25 anticipated event. 5 1 I would like to read the members, 2 some of which are not here. Obviously, 3 Marylynn Bartoletti. Also, I notice over the 17 years there's a lot of other communities 18 that now do something similar to it. So you 19 guys have been a great inspiration to other 20 places as well and the people who come here. 21 I saw somebody walking down the street one 22 time, cowboy hat, cowboy boots. I said 23 they're not from 01d Forge. They were like 24 cowboys and woman. They said they lived in 25 Texas, heard about the event. During the 6 1 wintertime they travel the east coast, they 2 like to ski, do winter events. They go all 3 the way from Maine down to Vermont, to us. 4 They said we heard about the event and we 5 had to come. It is a great event and we 6 thank them all. 7 Let's get back to the meeting. I went by 9 this morning. 10 MR. RUSSELL RINALDI: Any other 11 members? Thanks, Mike. 12 Engineer, Dave Lopatka. Dave, 13 anything for the meeting? 14 MR. LOPATKA: I have nothing for the 15 meeting. I've got some updates on some 16 items I have listed on my report. The 17 senior center. The plans, I know there 18 hasn't been activity for a week or two. So 19 the plans have gotten submitted by the 20 contractor to BIU for final permits, review 21 and approval. That permit approval was 22 granted on last Friday, the 7th, I believe. 23 So the contractor should be back in and 24 start putting stuff back together. 25 I did talk with Marylynn a week or 14 1 two ago. I know there's a number of 2 projects that we're getting ready to put out 3 to bid. One being the Marion Street 4 lighting project which you have grant money 5 for. I've been going back and forth with 6 Arris and Marylynn to pick out the style of 7 lights on the walkways, in addition to the 8 lights for the pickleball and tennis courts 9 and eventually the basketball court. We're 10 going to put that in as an addendum. I did 11 talk to them. They were actually up there 12 twice in the last two weeks just checking 13 because there's a lot of conduit up there. 14 Some of it they can't figure out exactly 15 where it goes. We don't know if it was put 16 in per a plan, the original plan that was 17 put in place. They did find a bunch. We're 18 going to see what we can reuse. Areas where 19 they couldn't find we're just going to call 20 out conduit. It might have to get 21 installed. If they do find it maybe we'11 22 get a credit back. That should be getting 23 ready to go out to bid before the end of the 24 month. 25 Also, I've been finalizing the 15 1 Marion Street and Miles Street park where 2 we're going to redo the basketball courts at 3 each. Put a path around the playground in 4 the two locations. So that also will be 5 going out by the end of the month to bid. 6 The plans for the second phase, 7 Linde's almost done. I think the water is 8 going in Monday. They have most of the 9 other stuff installed. I don't know. I'm 10 going to stop over toward the end of the 11 week. I might go over Thursday just to see 12 where everything is at with that project. I 13 think they have the water lines in to where 14 it needs to be. I'm not a hundred percent 15 sure where the electric is. See where 16 they're at. 17 But we're going to bid the second 18 phase of that for actually putting the 19 irrigation system in and doing the field. 20 That will be going out as well towards the 21 end of the month. Maybe even early April. 22 I think we need it bid and approved by the 23 end of the baseball season, which is 24 probably the end of May, June. 25 MS. BARTOLETTI: June. 16 1 MR. LOPATKA: We should be fine for 2 having that out to bid and bids back. 3 The memorial wall, I had to get 4 Arris, the engineer who is doing the 5 lighting project, up just oecause of some of 6 the lights that were out here. We want to 7 light the wall, the new wall. We want to 8 put it on the side, SO we brought them in, 9 they put a plan together, electrical plan, 10 lighting plan. So we're going to 11 incorporate that into the actual wall design 12 and the site design. That one will get out 13 within the next probably two to four weeks 14 at the most. So there will be a bunch that 15 are going out to bid shortly. 16 MR. HOOVER: Can we put the jobs 17 that are going out to bid on our website sO 18 people know we're doing something? 19 MR. LOPATKA: Sure. Even if you 20 wanted to post maybe just a list. 21 MR. HOOVER: List of plans. 22 MR. LOPATKA: I also did talk - and 23 we're not electrical engineers. Marylynn 24 had mentioned about potentially bringing 25 electric from the street up to the 17 1 concession stand in preparation for 2 potentially putting lights on one of the 3 fields at Pagnotti. So I actually talked to 4 them today. I'm going to meet them out 5 there sometime in the next week to see 6 potentially what needs to be done to get 7 enough power to that facility sO if we end 8 up putting lights on one of the fields you 9 don't have to run it from somewhere. 10 MR. BUTLER: I don't know if you're 11 going to be able to tap into the electrical 12 box at the stand. 13 MR. LOPATKA: Not even close, no. 14 There's only single phase comes up there 15 right now. You definitely need more juice. 16 MR. BUTLER: I'm saying when you put 17 the electric in there. 18 MR. LOPATKA: You're likely going to 19 need another panel, yes, and some additional 20 power. I know that Musko - - just talking to 21 people at Arris Musko does, I believe, have 22 a single phase lighting design that they 23 have out there, SO you don't always need 24 three phase for the type of lights. 25 MR. BUTLER: But with the LED lights 18 1 you're not going to use as much power. 2 MR. LOPATKA: The smaller field you 3 don't need as many lights on poles either 4 because the field isn't that big. 5 MR. BUTLER: That might be the only 6 field. 7 MR. LOPATKA: That was my point. If 8 you're going to bring it in you want to make 9 sure you can light the big field and some of 10 the other stuff. That's all I have. 11 MR. BUTLER: How about the lights 12 for the veterans memorial out here? Are we 13 considering if we expand that? 14 MR. LOPATKA: I mean, the lights, 15 not really pulling much power with those 16 lights. If we expand that - we're not 17 putting them on the wall. We're going to 18 shoot them off of the landscaped area. 19 MS. BARTOLETTI: The landscape 20 project is in front of it. 21 MR. LOPATKA: Maybe just pull that 22 landscape area back. You might end up 23 adding another wall on either side. You can 24 always pull that back and add two lights. 25 MS. SHOTWELL: You were talking 19 1 about the lighting at the Marion Street 2 park. Did you say definitely, like, the 3 tennis and pickleball and maybe basketball 4 court? 5 MR. LOPATKA: Yes. 6 MS. BARTOLETTI: Basketball wasn't 7 originally listed here. 8 MR. LOPATKA: Actually it was, but 9 depending on what they have to do. Like, 10 we're going to bid this thing sO that - 11 like, they know where certain conduit is, 12 but where it's uncertain we're calling it 13 out. So there may be some money we might 14 get back if they find where it's supposed to 15 be. They couldn't tell. They couldn't 16 figure certain things out. 17 MS. SHOTWELL: Is the priority to 18 light tennis and pickleball before 19 basketbal1? 20 MS. BARTOLETTI: I would say the 21 whole park. 22 MR. LOPATKA: The plan was to do the 23 basketball courts - - or however you want to 24 do it. We can do either one of them as an 25 alternate just in case the numbers came back 20 1 higher. You guys tell me which one you 2 want. We can alternate that one as opposed 3 to the other one. If you want the 4 basketball courts, then we'1l do the 5 pickleball and tennis court as an alternate. 6 MS. SHOTWELL: I think that gets 7 more use even this time of year. 8 MR. LOPATKA: You have to let me 9 know. That's kind of in case - = the plan 10 was put together like a year, year and a 11 half ago. Especially with the prices of 12 stuff going up. We want to make sure we're 13 not bidding something you can't afford. 14 MR. RUSSELL RINALDI: Will we have 15 it back, as Jenna said, to have it maybe an 16 option to just do everything? 17 MR. LOPATKA: That is the option. 18 The whole plan, we're going to put a base 19 bid out for everything but the - whatever 20 court you choose or even if we do both of 21 the courts as alternates they'11 be in the 22 bid. The price comes back in total and it 23 works we just add the alternate on. 24 MR. RUSSELL RINALDI: Just sO we 25 have an option. 21 1 MR. LOPATKA: That's one of the 2 reasons we're providing an alternate, sO you 3 can afford what comes back. 4 MR. RUSSELL RINALDI: We're already 5 doing work on the whole park for the lights, 6 but one or two courts does have the option. 7 MR. LOPATKA: Right. We did the 8 same thing with the senior center. We had 9 four alternates in there and ended up 10 selecting two of them. They'17 be in the 11 bid, and depending on how the numbers come 12 back we'17 select them or maybe we won't. 13 MS. BARTOLETTI: Just remember it 14 wasn't just the courts, it was the whole 15 park being lit up. The walkways, we're 16 picking out the fancy lighting, pole 17 lighting. 18 MR. RUSSELL RINALDI: What type of 19 lighting - 20 MR. LOPATKA: First of all, the 21 pathway will be on 12 foot poles. What 22 they're going to price out and what they're 23 going to get back to me are those four 24 options that Marylynn picked, different 25 styles. They're going to give me pricing on 22 1 those four. 2 MR. RUSSELL RINALDI: The old style 3 look? 4 MS. BARTOLETTI: Right. 5 MR. RUSSELL RINALDI: Something 6 that's down Pittston right now? 7 MS. BARTOLETTI: It's very similar 8 to that. The last one was more of a sport 9 look. 10 MR. LOPATKA: The ones that go on 11 the pickleball court, they're a different 12 kind all together. 13 MS. BARTOLETTI: I tried to pick 14 some that weren't too fancy looking for a 15 park. Something that fit in nicely with 16 that area. 17 MR. LOPATKA: Marylynn picked four 18 and I told them get me pricing on those 19 four, then we'11 select what we're going to 20 put into the bid. 21 MR. HOOVER: Dave, I told you and 22 Marylynn I got a call from former councilman 23 Febbo. He wants us to go up and look at the 24 drainage on Bennett Street. It's been there 25 forever. Drainage problem has been there 23 1 forever and he wants something done with it 2 now. I guess it's getting worse and worse. 3 I told him give me a call when you're 4 available. Give me a day or two. 5 MR. LOPATKA: Let me know. Is it 6 from a ouffer? 7 MR. HOOVER: It comes through his 8 yard. From the mountain, through his yard, 9 past his driveway, then it goes in the 10 street. 11 MR. RUSSELL RINALDI: There is a 12 pipe under the road. 13 MR. HOOVER: The pipe is filled. 14 MR. RUSSELL RINALDI: It's a big 15 pipe. It should drain. It really hits that 16 pipe, goes into the pipe, over the pipe. 17 Angela Drive and then Iaccovazzi Drive. 18 MR. HOOVER: The water company is 19 Miles Street to Main Avenue? They're going 20 to have to go through that fence. The 21 shutoff is down by the first shed. We're 22 going to have to clean that area up. We'17 23 have to move some of that stuff for them. 24 MR. KOMENSKY: Is that what that 25 pipe's doing 24 1 MR. HOOVER: They're doing Miles, 2 Pine up to Railroad, and Second. 3 MR. LENCESKI: I spoke with Linde 4 this morning. Today the fence crew is doing 5 the backstop and tomorrow they're going to 6 start erecting the fence. 7 MR. RUSSELL RINALDI: Anything else? 8 MR. I talked to the 15 Humane Society. They're pretty much done 16 there. They have a couple cameras and a 17 couple traps. They think there's one, 18 possibly two cats left in the house that 19 they can't get. There were 131 live, two 20 dogs and three deceased. 21 MR. HOOVER: What's gong to 22 happen - - what's the steps legally? 23 CHIEF DUBERNAS: The Humane Society 24 does all the paperwork for it. 25 MR. RUSSELL RINALDI: Will that 25 1 house be condemned? 2 CHIEF DUBERNAS: It's already 3 condemned. 4 MR. SOKOLOWSKI: Yes. 5 MR. RUSSELL RINALDI: I mean to take 6 it down. 7 MR. Chief? 13 CHIEF DUBERNAS: Ms. Doherty. 14 MS. DOHERTY: Colleen Doherty. I 15 live at 128 Drake's Lane, and we moved up 16 here 15 years ago. We don't have grass in 17 front of our house. We were always able to 18 park in the front. My father is disabled, 19 sO we always did that. But I think it was 20 two years ago they put the crosswalks in. 21 There's one on my property. We didn't know 22 this. I'm from New York, and we were always 23 told don't block the crosswalks. So we 24 never blocked it. 25 One day, I think it was last year, 30 1 my father got a ticket and it just said 2 illegal parking. The same spot. So I just 3 paid because we didn't know what was going 4 on. So he parked there again, got another 5 ticket. Okay. So I started parking in the 6 driveway. Our driveway is on a slant and he 7 can't bend his knee. So every morning I 8 have to back his car all the way up to the 9 top sO he only has to walk down a little 10 bit. 11 So then I started parking across the 12 street. I get a ticket. I just paid it. I 13 was, like, I thought I was far enough away, 14 but now I found I have to be 20 to 25 feet 15 away. So now I'm parking in front of 16 somebody else's nouse. So when I paid the 17 ticket they never received it and I got a 18 thing from the courthouse. So I was 19 shocked. I realized the check was never 20 cashed. I took the check down and I went to 21 go see Chief Dubernas. He looked at the 22 thing and he even said the crosswalk is 23 not - - it almost shouldn't be there. 24 CHIEF DUBERNAS: The crosswalk goes 25 from the corner of Stone's house just on 31 1 Elm, just in the middle of Drake's Lane. 2 Like, it doesn't go to another corner or 3 anything. So it actually goes to the middle 4 of her dad's residence. 5 MR. RUSSEL RINALDI: Just a cutout 6 in the sidewalk. 7 CHIEF DUBERNAS: Correct. So with 8 that being said, now her dad has nowhere to 9 park there. So I told her it's a state 10 roadway. She needs to contact PennDOT, the 11 whole nine yards. She'17 tell you the 12 story. 13 MS. DOHERTY: So someone else 14 advised me try to talk to the state 15 representative, Jim Haddock. So I did call 16 his office and he said before you call 17 PennDOT go talk to your town. Maybe there 18 can be an exception or it can be moved, or I 19 don't know if there's anything you can do. 20 MR. RUSSELL RINALDI: To move it we 21 would need state permission because it's not 22 our road. That's number one. Your father 23 is parking 24 MR. PARKER: We have three cars at 25 our house and we have a shared driveway. I 32 1 can't block her in overnight by blocking the 2 driveway, SO I'm parking across the 3 street - - 4 MR. RUSSELL RINALDI: You're not 5 parking on the street. 6 MR. PARKER: I'm talking across the 7 street, in front of someone else's house, 8 and they have a couple cars there. I feel 9 like I'm invading their privacy. I have 10 Marianelli on the other side. They have 11 three cars. It's hard to shuffle three 12 cars. I leave my house at 5:30 in the 13 morning and I have to get up, move my car, 14 move my father's car to the top of the 15 driveway sO if he does have to go out. Then 16 my daughter, who is a brand new driver, has 17 to try to go around him to park at the 18 bottom of the driveway. 19 MR. RUSSELL RINALDI: This cutout in 20 the walkway with the rumbles, the handicap 21 cutout, is that in front of your driveway? 22 MS. DOHERTY: No, I'm trying to ask 23 if we can make it a nandicapped. We have a 24 pole. Even if you pull all the way up to 25 the pole you don't block the crosswalk, but 33 1 I can't be 20 to 25 feet away. 2 CHIEF DUBERNAS: She's blocking the 3 crosswalk. 4 MS. DOHERTY: The crosswalk's not 5 officially blocked. There's, like, two or 6 three feet, but I'm all the way up against 7 the pole. 8 MR. RUSSELL RINALDI: You want to 9 park your car on Drake's Lane? 10 MS. DOHERTY: I can't park in front 11 of the house because that's the only place 12 my father can actually walk out where it's 13 flat. For 13 years we were parking there 14 with no issues until they put the crosswalk 15 in. 16 CHIEF DUBERNAS: They put the 17 crosswalk when they did the crosswalks. 18 They just put it right in front of the 19 house. 20 MR. RUSSELL RINALDI: Chief, she's 21 saying by law she can't park there. 22 CHIEF DUBERNAS: Right. 23 MR. KOMENSKY: I would like to echo 8 for the Snow Forge committee. I was there 9 on year one, I was there on year ten, and 10 it's just been a great effort by everybody. 11 Thank you for the hard work. It brings a 12 lot of good things to the borough. I said 13 sO many times, to see those smiling faces 14 that day just makes it all worth while. 15 But thank you to everybody. There's 16 probably a nundred people we forgot to 17 thank, but thank you, everybody, for all the 18 hard work. 19 The only other thing I would like to 20 bring up is last year we discussed the storm 21 water for Drake's Lane and those streets. 22 If we could just rehash that to find out 23 what we're going to do before we get to the 24 rainy season. I know we had a lot of 25 discussion about it. 44 1 MR. RUSSELL RINALDI: I remember 2 last year, Joe - = and correct me if I'm 3 wrong. You mentioned a little bit to us 4 last year that you were looking at doing 5 some inlets and some draining a few streets 6 up. Maybe off Lanape, George, Morris, try 7 and contain and catch and slow the water 8 down before it just rushed down all those 9 hills and hit Drake. Correct? 10 MR. LENCESKI: Correct. 11 MR. RUSSELL RINALDI: Are we still 12 looking at doing that this year? Maybe 13 dropping four, five inlets in wherever you 14 think? I know you spoke with Earthworks 15 about it. 16 MR. LENCESKI: Fall coming into 17 winter. 18 MR. RUSSELL RINALDI: So we're still 19 looking at something like that for now? 20 MR. LENCESKI: Maybe after we're 21 done with looking at the DPW garage. I have 22 some ideas. 23 MR. RUSSELL RINALDI: I know 24 Marylynn worked with our grant writer and 25 yourself as well. That's going to be a 45 1 really big grant, it's going to be a really 2 big project. 3 MS. BARTOLETTI: It's on the list of 4 items. They're actually looking for grants 5 that would fit that that we could possibly 6 get one, two, three different types of 7 grants that you could piggyback together. 8 MR. HOOVER: I think they were 9 looking at putting some catch basins in with 10 some larger pipe. 11 MR. LOPATKA: We had plans. That 12 plan basically was separating it. So right 13 now it's a combined system. I don't know if 14 you can add inlets upstream of a combined 15 system and tie that into a combined system. 16 That's something you probably have to talk 17 to LLVSA about. 18 MR. RUSSELL RINALDI: We already 19 did. This is on our road. This isn't on a 20 state road. We were talking about dropping 21 maybe four or five, somewhere around there. 22 MR. HOOVER: It's a pipe that you 23 have to put in Morris Avenue, a large pipe 24 to those catch basins that go into that 25 large pipe before it gets to Drake's Lane. 46 1 MR. RUSSELL RINALDI: You showed us 2 a plan on Drake's. 3 MR. LOPATKA: To collect and 4 basically separate it and bring it down to 5 the creek, I believe. 6 MR. RUSSELL RINALDI: The one Joe 7 spoke about was the pipe itself doesn't 8 it doesn't even go into any collection at 9 Drake's. 10 MR. LOPATKA: The upper streets 11 don't collect anything. 12 MR. LENCESKI: That's the one on the 13 end of George and Morris, where they meet. 14 MR. RUSSELL RINALDI: Why don't we 15 have you and Dave go up there, go forward at 16 least with looking at the plan and what we 17 were going to do, and then we have to 18 contact LLVSA, or maybe we're not going to 19 tie into their pipe. BUTLER: I'd like to thank Mayor 10 Legg for bringing this whole this to light 11 with the Snow Forge. It was a long time 12 coming. It's been ten years. They did an 13 exceptional job. I know like you mentioned earlier and 24 gave kudos and thanks to everyone as far as 25 borough workers, a lot of help from the 49 1 kinds in the high school, a lot of staff at 2 the borough DPW, police. But it's such a 3 big event for one day that comes together SO 4 good, SO perfect, SO fast, and you guys do a 5 great job. Like I said, it's great for our 6 town. 7 I also think you guys inspired sO 8 many other towns around us. I know they 9 have a variation of it and do a little of 10 this, little of that. That's another good 11 point to it because those towns before you 12 guys weren't doing anything. Now they see 13 you guys and every year you actually spread 14 your idea out to the other communities and, 15 I mean, it's a good inspiration.
