Today is 2 Tuesday, April 1, 2025. The purpose of our 3 meeting will be to set the agenda for our 4 regular meeting, which will be Tuesday, April 5 15th. 6 We'11 hear from our department 7 heads, we'11 hear from our Council members, 8 mayor, our engineer, borough manager, J solicitor. 10 There's a public sign-in sheet. If 11 anyone from the public would like to address 12 us, we'17 give you a few moments at the end of 13 the meeting. But before we go into the regular 14 sequence of the work session, Mayor Legg has a 15 proclamation that he would like to recognize 16 Mr. Genell who's in the audience. So, we're 17 gonna do that first, and then we'17 go on with 18 the meeting. 19 MAYOR LEGG: Thank you. 20 MR. RINALDI: You're welcome. 21 MAYOR LEGG: Ang, would you come up 22 to the podium here? 23 MR. GENELL: I wish I dressed. 24 MAYOR LEGG: Unless you've been 25 living in Siberia the last 30 years, folks, I 4 1 think everybody knows Mr. Genell. He, along 2 with his wife Tracy and brother Mark are the 3 proprietors of Arcaro and Genell restaurant, 4 which is down the road a piece. 5 Angelo is one of the kindest, most 6 generous persons that I know. Any time there's 7 an event going on in town, Angelo is there with 8 his place, with his workers, and with his 9 wallet wide open. 10 I have a little story to tell you 11 about Angelo. First of all, he's a nervous 12 wreck because when I saw him a couple weeks ago 13 and asked him to come - 14 MR. GENELL: I thought I didn't pay 15 my taxes. 16 MAYOR LEGG: I think he thought I 17 had a hit man waiting for him. No, you're 18 safe. 19 MR. GENELL: A17 right. 20 MAYOR LEGG: A while back we had an 21 affair at Angelo's place for the banner program 22 and all the people who had banners or purchased 23 banners were invited, every veteran in the area 24 was invited, and those that came got a nice 25 pin. Our own borough manager, Marylynn, Rick 5 1 Malucci (phonetic) and John Haluska (phonetic) 2 were honored for their participation in the 3 program, making it the success that it was. 4 It was a real nice affair, really, 5 really nice. And when it was winding down, we 6 went to Angelo, we said, Angelo, can you give 7 us a bill SO we could cut you a check? And he 8 gave us one of those, like, don't worry about 9 it. Well, you know, it's not like we purchased 10 happy meals at McDonald's. This was a big 11 bill. 12 Angelo disappeared. And first I 13 thought he was in the witness protection 14 program, but he finally surfaced and we pressed 15 him, and he gave us a ridiculous figure, a 16 ridiculously low figure. And we know at this 17 juncture in time we weren't gonna get anywhere 18 with Angelo, SO we cut a check for him and, 19 again, he disappeared like Casper the friendly 20 ghost. 21 So, when we finally found him, he 22 didn't want to take the check. It was 23 unbelievable. That's Angelo. That's Angelo. 24 Angelo, I have a little something go ahead. 25 MR. GENELL: No. That's the least I 6 1 could do. This room could be full of people 2 like me. 3 MAYOR LEGG: You are one of a kind. 4 I have a little something for you I'd like to 5 read. This Mayor's outstanding citizen award 6 is presented to Mr. Angelo Genell for his 7 continuous dedication and never ending 8 generosity to the Borough of 01d Forge. I wish it was a million dollars, 10 Ang, but you probably already have a million 11 dollars, and I'11 tell you what, I'm available 12 for adoption. I'm house trained. 13 MR. I just got a report from them last 7 week on that. 8 MR. BUTLER: Okay. How about Ripple 9 Street? 10 MR. SOKOLOWSKI: He says as soon as 11 the weather breaks, SO that should be any time. 12 MR. SOKOLOWSKI: The one on Sussex 5 Street was sold, and it started - they pulled 6 permits for the roof yesterday, they're 7 starting to work on that to fix that. 8 MR. BUTLER: Okay. Good. And the 9 burn house? 10 MR. SOKOLOWSKI: That's still in 11 court. I talked to George Seig on that, and he 12 told me as long as it's in court, we can't do 13 anything with it until it's settled. 14 MR. BUTLER: Okay. So, we're going 15 to be fighting over it forever. 16 MR. SOKOLOWSKI: Yeah. 17 MR. KOMENSKY: Well, it's already 18 what, three years? 19 MR. BUTLER: Yeah. A17 right. 20 Thanks, Mike. 21 MR. HOOVER: that tree in the 25 back, one of the neighbors called me about the 13 1 tree in the back, I guess a significant branch 2 fell and they're worried about the rest of the 3 tree falling. It's a pretty big tree. 4 MR. SOKOLOWSKI: I talked to that 5 guy Friday. When was it they did the flagpole? 6 When did you say that was? 7 CHIEF DUBERNAS: Thursday or Friday. 8 MR. SOKOLOWSKI: Thursday or Friday. 9 (Inaudible crosstalk.) 10 MR. SOKOLOWSKI: - I called him, he 11 said somebody took it down. And he has someone 12 coming to supposedly clean the back yard up. 13 MR. I've got a meeting set up next week 18 with Lindy to go look at = to do, like, the 19 final inspection on Pagnotti, make sure 20 everything's finished. 21 And also at the same time meeting 22 Arris over there who helped us out with the 23 electrical and plumbing and irrigation just to 24 see - - have them take a look and see what's 25 done and what we need to make sure we have on 15 1 the bids for the second phase, make sure, 2 because I know that there's the hookup and 3 everything for the irrigation system and 4 whatnot, SO I just wanted to make sure that 5 what they have in there now as opposed to what 6 needs to go in there for the irrigation is 7 covered when we put it out to bid. 8 Other than that, I have Miles Street 9 and Marion Street parks, the paving and that, 10 that part I bid, almost ready to go. Arris, 11 who is do the lighting project, they'11 have 12 that to me on Monday - 13 MS. BARTOLETTI: Okay. 14 MR. One, our AEDs are 17 in, the old ones are out, in our police station 18 in the hallway here. 19 And, second, just an update with the 20 crosswalk on Drakes Lane with Ms. Doherty on 21 128. So, I was in touch with Ms. Hannan, and 22 then she got me in touch with the directors of 23 operations. The reason why the crosswalk is 24 put where it is is because it's directly across 25 the street from a corner on Elm Street. 17 1 They couldn't go at an angle 2 because = or the other corner on Elm Street is 3 because it would have came into her 4 driveway/"s. Major's driveway. So they had to 5 go in the opposite corner to be AED compliant. o So, unfortunately, it landed right in front of 7 her house. 8 So, I think the gentleman's name is 9 Rob, he's gonna work it, look into it to see if 10 he could have it moved enough that they could 11 park a car there. And she's well aware of 12 this. I was on the phone with her twice 13 already. 14 MR. RINALDI: Okay. I'm looking on 15 the map, and, again, I mean, obviously it'd be 16 up to the State, the other corner looks like 17 they could move it to the other corner. Just for tonight, 7 this weekend, the 5th and 6th, Saturday, 8 Sunday, we're doing a flashover simulator over 9 at the fire station. 10 It's outdoor. It's a burn. It's 11 put on by the Pennsylvania State Fire Academy, 12 sO we're using their instructors and everything 13 like that. 14 We went around yesterday to the 15 residents, we gave out about 200 flyers, 16 everything from Albion Street all the way over 17 to Milwaukee Avenue, from Oak Street over to 18 Wyalusing, down behind the school that way, SO 19 we hit about 200 residents and we put flyers 20 out for them, and also it's on social media. 21 I'm gonna talk to the police chief, I guess 22 they're gonna put the signs up Thursday, Chief? 23 CHIEF DUBERNAS: Yeah, Thursday. 24 MR. BARTOLETTI: For the upcoming 23 agenda, I will have a resolution for a grant 24 that we're applying for to Department of 25 Conservation and Natural Resources for work to 21 1 be done at Pagnotti Park. 2 And not for the agenda for the next 3 meeting, but I just wanted to throw out that we 4 did have a construction meeting yesterday with 5 Dave, Mike was involved, myself, the 6 contractors, the electrical people, just to go 7 over all the work that's being done at the 8 senior center, you know, just to get everyone 9 on the same page, and sO far SO good. 10 We had a couple things that need a 11 little bit of tweaking, a couple changes, but I 12 think SO far things are going pretty smooth, 13 and I would have to think it's pretty much on 14 schedule. 15 MR. RINALDI: What do you think the 16 schedule is, Marylynn, or Dave? 17 MS. BARTOLETTI: I think it was 18 July, August area. 19 MR. LOPATKA: Yeah, I think June or 20 July, early August. 21 MR. I'm just coming here 14 to formally invite everybody to our opening 15 day, which is April 26th. 16 The parade will start at 10 from the 17 high school coming down to Miles field, and 18 then we'17 have a bunch of festivities there, 19 ice cream truck for the kids, basket raffles, 20 and hopefully it's a good community day. We 21 have a face painter and a DJ and a photo booth, 22 as well. 23 So, I'm just coming to invite you 24 guys. I live on the corner of 15 South Grace and East Morton Street. 16 Now, my neighbors are the Barons, 17 which is a vacant home right now. Mark owns 18 the home, and the house is vacant. He picks up 19 his mail once or twice a week. Across is 20 Loughney. And then directly across is 21 (Inaudible). So, the four of us comprise that 22 corner. 23 It seems as though now, we 24 reside, my wife and I reside there, we're there 25 over 20 years, and every time when the Borough 25 1 paves, it never comes on the South Grace side. 2 And it's only the two homes, it's me and now 3 Baron. 4 Now, the macadam is considerably 5 deteriorating. It's getting to be pothole size 6 now. So, I said I'm not gonna burden the 7 Borough with expense, because we all know how 8 expensive it can be. I said, I'17 pick up the 9 tab. 10 So I got a guy down there to give me 11 a price on how much it'17 cost to do the road. 12 Like I said, it's not a big road because it 13 extends out only maybe 40 feet. I don't 14 have - I have pictures but I don't have a 15 measurement. And the rest of it goes to 16 Orchard, which is no longer accessible, and 17 those properties now have - are between 18 Dunmore and Gary Babursy (phonetic) their 19 properties. 20 But anyway, long story short, the 21 person that does paving says to me, I'm not 22 gonna touch this. I said, Why not? He said, 23 Because this is borough land. This is borough 24 property, and it has to be contractual. 25 So, now I'm here at your mercy 26 1 begging what could I do? HOOVER: There was something 18 going on down there with the water. Was there 19 a water problem there in the back yard? 20 MR. RINALDI: Guy, unless it's a 21 different area, I thought we talked about this, 22 but I could be wrong, but first thing we'd have 23 to find out is if we own the road. 24 MR. PILOSI: Okay. 25 MR. RINALDI: I can't see why we 27 1 wouldn't own the road, though, correct? 2 (Inaudible crosstalk.) 3 MR. PILOSI: In fact, years ago, 4 about 20 years, they told me, when I came to 5 the Borough to : - I forget what I came to the 6 Borough for, but anyway, I forget what the 7 problem was at that time, and they said to me, 8 Oh, that's a - - (Inaudible). And it's not, 9 it's on Grace Street. 10 In fact, there's a stop sign there. 11 And when I said, How many people have stop 12 signs on their driveways? And then the next 13 day the Borough came up and pulled the stop 14 sign out, the very next day. I said, But it's 15 still a road. 16 MR. RINALDI: And how long ago were 17 you here? 18 MR. PILOSI: Oh, I'm here 20 years. 19 MR. RINALDI: No, no. How long ago 20 were you here when they did that? You said you 21 came here? 22 MR. PILOSI: If I did come here, 23 it's 24 (Inaudible crosstalk.) 25 MR. RINALDI: Well, yeah, I was just 28 1 trying to get a timeline. 2 MR. PILOSI: Yeah. 3 MR. I'17 walk the streets with Dave and 11 we'17 look at the side streets. 12 While we're down there, if the side 13 streets have to be done, then they have to be 14 done.
