BOROUGH OF MANSFIELD March 10, 2021 The regular meeting ofthe Mansfield Borough Council was held on Wednesday, March 10, 2021 at the Mansfield Fire Hall due to the Covid-19 pandemic, with the following people present: Robert Fitzgerald Adrianne McEvoy Steven McCloskey Kelvin Morgan Robert Strohecker Karri Verno Christopher McGann, Borough Manager Casandra Cowles, Secretary-Treasurer Michael Detweiler, Mayor Merle Garrison, Police Chief Jeffrey Loomis, Solicitor Absent: William Schlosser Richard Correll Visitors: Halie Kines, Wellsboro Gazette President Strohecker called the regular meeting of Council to order at 6:00 PM. The Pledge of Allegiance was recited. After the pledge, Strohecker called for recognition of visitors. There were no visitor comments. McEvoy moved to approve the minutes of the February 10, 2021 meeting. Fitzgerald seconded the motion and it passed. The Treasurer's report for the month of February was reviewed. Upon a motion made by McCloskey and seconded by Fitzgerald, Council approved the report. McCloskey made the motion to approve the bills paid reports for February for the following accounts: General Fund: $90,375100; Sewer Fund: $147,455.67; Liquid Fuels Fund: $9,241.54; and Payroll Fund: $73,894.71 and to draw vouchers for any unpaid bills. Morgan seconded the motion, and it passed. Mayor Report Mayor Detweiler proclaimed April 3, 2021 as ETA BETA TAU DAY. Police Report Fitzgerald moved to accept the police report. Morgan seconded, and it passed. BOROUGH OF MANSFIELD March 10, 2021 Page Two WWTP Operator Report Upon a motion by McEvoy and seconded by Morgan, Correll's report was approved. Borough Manager' s Report Morgan moved to accept the Manager's report. Fitzgerald seconded, and it passed. Standing Committee Reports (from March 3. 2021 committee meetings): Reports for Finance Committee and Public Safety Committee were provided in the council packet. Manager McGann updated the board on the Trail Head Project and the Arch Pipe Project. Old Business: A. McEvoy motioned to approve appointing Karen Farrer as a member ofthe Civil Service Commission and Sharlene Farrer as the alternate. Morgan seconded the motion, and it was approved. B. Fitzgerald motioned to adopt Resolution 2021-4, which sets a policy for expenditure of money from the Community Enhancement Fund, McEvoy seconded the motion and it passed. C. McEvoy motioned to open a Community Enhancement Fund and to transfer $20,000 to that account, McCloskey seconded the motion, and it was approved. D. The Animal Ordinance was tabled until a few changes could be made. New Business A. McCloskey moved to adopt Resolution 2021-5, Sewer Bill Forgiveness, Morgan seconded the motion, and it was approved. B. Fitzgerald moved to adopt Resolution 2021-6, Sale of Police Car, Morgan seconded the motion, and it was approved. C. Fitzgerald moved to approve 2021-2022 cleaning contract with Partners in Progress, McEvoy seconded the motion and it passed with Morgan abstaining. D. McCloskey moved to approve the scope of work for the swimming pool repairs at a price of$19,504 which will be paid from Act 13; there were three phone quotes received, this being the lowest. Fitzgerald seconded the motion, and it was approved. Correspondences: Council received a note from Church ofNew Covenant, thanking them for the help with their Farm to Table Food Giveaway. Council held a roll call vote to to adopt resolution 2021-7, which removes probationary police officer Brian Gossert from employment with the Borough and it passed unanimously. Following the vote, President Strohecker also noted that Mr. Gossert had submitted his resignation.
