PLEDGE OF ALLEGIANCE Director Kosheba led the group in the pledge of allegiance. 1 APPROVAL OF MINUTES Mr. DiSanto motioned to approve the minutes from the Public Safety meeting on February 3, 2025. Mr. Harp seconded the motion. A unanimous vote followed, and the Public Safety minutes were approved, PUBLIC COMMENT Director Kosheba welcomed Supervisor Kurtz to the meeting and introduced her to the committee members. OLD BUSINESS Stipend Staffing Update Deputy Chief Graham reviewed the stipend staffing report and a copy of it will be included with the minutes. Deputy Chief Graham explained that the goal for the stipend was to be at seventy-five percent, and that percentage is what the 2025 budget was based from. Deputy Chief Graham noted that these numbers are based on the three or four person shifts and currently the companies are at forty-eight percent. Township Awards Ceremony The Township Awards Ceremony will be held at Hero's Grove on May 7th beginning at 1700. Hiring Career Staff Deputy Chief Graham gave an update on the hiring process noting that they are waiting on the benefits package to be determined by the reorganized Board of Supervisors. General Orders 1-2 Firefighter Staffing Stipend (Revision) Deputy Chief Graham noted that he felt the language within the order needed to be changed and discussion followed within the group on the language changes relating to station grounds. Mr. Harp noted that all three buildings at Linglestown are part of the Linglestown station grounds. The committee agreed on the change to the language and Deputy Chief Graham noted that he would make the revision to the General Order. Mr. Harp made a motion to approve the changes, and Mr. DiSanto seconded the motion. Director Kosheba questioned if any members had any further discussion, no response was heard. A unanimous voice vote was heard and Director Kosheba noted that the motion passed. 3-1 Minimum Staffing of Fire Apparatus Deputy Chief Graham explained the revision that was sent to the committee and discussion followed on the language of the changes. Director Kosheba called for a motion on the changes that have been made 2 during the discussion within the committee. Mr. Moore motioned to approve the changes and Mr. Stepansky seconded the motion. Director Kosheba questioned if there was any additional discussion. Mr. Weigle brought up a concern with the radios and not hearing or seeing if an understaffed apparatus goes in route. Deputy Chief Graham noted that the county is working through a transition, but he will follow up with them if this becomes a concern. Director Kosheba noted that after the discussion there was a motion on the floor, a unanimous voice vote followed, and the motion was approved. NEW BUSINESS Board of Supervisors Workshop Meeting on Tuesday, May 13th, 2025 Director Kosheba noted that an invitation has been sent out to each of the three fire companies to attend the Board of Supervisors Workshop meeting. New General Orders General Order 1-9 Incident Reporting (New) Deputy Chief Graham noted that the original order was sent to the committee, and a revised edition was sent to the committee from the original comments he received. Deputy Chief Graham explained that this order is to put in writing how the companies are to handle incident reports and the dissemination of reports. Director Kosheba called for a motion for General Order 1-9 with the changes that were discussed with the committee. Mr. Moore made a motion to approve General Order 1-9, and it was seconded by Mr. Weigle. A unanimous voice vote followed and the motion for General Order 1-9 passed. General Order 1-10 Vehicle Maintenance Deputy Chief Graham noted that the original order was sent to the committee, the committee discussed minor changes to the order. Mr. DiSanto questioned the payment of catastrophic invoices. Deputy Chief Graham explained that invoices will come into the township to be paid and the invoice amounts will be deducted from the quarterly allotments unless they are catastrophic and the committee worked to revise the wording under the catastrophic portion of the order. Director Kosheba called for a motion to accept General Order 1-10 Vehicle Maintenance as discussed with Deputy Chief Graham to revise. Mr. Stepansky motioned to approve General Order 1-10, and Mr. Moore seconded the motion. Director Kosheba questioned the committee if there was any further discussion and no response was heard. A unanimous voice vote followed and the motion for General Order 1-10 passed. Deputy Chief Graham noted that once he revises the orders, he will send them to the committee. Unified Organizational Chart Director Kosheba noted that Deputy Chief Graham put together an organizational chart that stems from two locations, MRI study and a discussion with Deputy Chief Graham. Deputy Chief Graham explained that he has heard that companies do not want a separate organizational chart with the career staff from the volunteers. He continued that he has created proposed organizational chart to start a conversation with the committee. Deputy Chief Graham noted that he is open to having discussions on the chart and 3 what makes the most sense. Director Kosheba opened the floor for any discussion. Mr. Weigle questioned Deputy Chief Graham's timeframe on the organizational chart. Deputy Chief Graham answered that the goal would be to have it ready fori the start ofi the New Year of 2026, noting that not all of the positions may be filled. The committee commented that they will need time to work through the comments from their companies and to work through their by-laws. Director Kosheba noted that they will work through this wither with a General Order or a Memorandum with additional direction. Radio Replacement Deputy Chief Graham introduced Mr. Evan Cottle who works with the Senator's Office, to assist with drafting a letter to seek funding for radios. Deputy Chief Graham noted that his goal was to create a committee to explore radios but if the Bureau can receive funding from the State through the grant opportunity it would make the most sense to move forward with Motorola Radios. Mr. Cottle explained that there is an upcoming 40-million-dollar grant that will have a quick turnaround as the budget period is ending. Mr. Cottle explained that with the letter he will work to reach out to individuals, noting to Senator Patty Kim and Representative Joe Kerwin. Deputy Chief Graham explained that his goal is that the companies all have the same radios and they are in dire need of radios. Discussion followed with the committee on options for radios. Deputy Chief Graham suggested having one member from each company, including Mr. Esposito, to form a radio committee and provide Mr. Cottle with the information he needs. Mr. Cottle noted that when he ran the radio serial numbers and tracked them through Motorola and noted that those radios are out oftheir support date. MEMBER'S REPORTS Colonial Park Fire Company Mr. Michelone noted that Traffic 33 will be going up for sale. Linglestown Fire Company Mr. Harp noted that the Tanker has been repaired and back in service. Paxtonia Fire Company Mr. Moore noted the changes of the engines. The individuals who were in the news have been formally removed from their positions within the Fire Company and Mr. Stepansky has been voted in as the President and John Reed named Vice President. Bureau of Fire Monthly Report Deputy Chief Graham provided a copy of the monthly report to be included along with these minutes. Deputy Chief Graham noted two significant incidents that occurred over the past weeks, he encouraged the members of the committee to check on their members. He thanked the committee for the work that they do. Director Kosheba commented that he is extremely proud of the work that was done on the two incidents.
