BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, MAY 21, 2025 The regular meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, May 21, 2025 at 8:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. Insp./Fire & Tech Official.. present Tim Phillips, Building Inspector/Zoning Officer.. absent Sam Snyder, Police Lieutenant. present PRELIMINARY MATTERS ACKNOWLEDGE RECIPIENTS OF THE 2025 FRANKLIN PARK COMMUNITY SCHOLARSHIP - In 2003, the first Junior Council Person, Jacob Ramsey, recommended that Borough Council establish a scholarship fund for students in the Borough of Franklin Park. Scholarships were first awarded in 2004, and since that time, the Borough has awarded $222,000.00 in scholarship funds to 211 high school seniors who live in Franklin Park. The funds for the community scholarships are raised by the Borough from the ad revenue generated from the Borough newsletters, through private donations, and through participation in the Annual Golf Outing. No tax dollars are used. The 11 students who were chosen to receive a 2025 Franklin Park Community Scholarship in the amount of $1,500.00 have all demonstrated a high level of academic performance, extensive involvement in their school community, and provided countless hours performing volunteer work to benefit others. 1 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, MAY 21, 2025 Mr. Palied announced the names of the students who are receiving a 2025 Franklin Park Community Scholarship this evening, and they came forward to accept their scholarship voucher and to indicate their post high school plans. 1. Anna Bridges will attend Penn State University to study Biology 2. Caden Currykosky will attend Penn State University to study Biology 3. Linda Kong will attend Northwestern University to study Computer Science 4. Andrew Li will attend the University of Pennsylvania to study Biochemistry 5. Tanay Mishra will attend Carnegie Mellon University to study Computer Science 6. Julia O'Keefe will attend the University of Pittsburgh to study Chemistry with a concentration in Bioscience 7. Emily Quinlan will attend The Ohio State University to study Nursing 8. Neelansh Samanta will attend Drexel University to study Biology 9. Emily Sobehart will attend Penn State Shreyer Honors College to study Pre-Medicine 10. Katherine Varghese will attend Sara Lawrence College to study Engineering 11. Arshia Zaidi will attend Duke University to study Physics and Global Health Mr. Palled also recognized the members of the Scholarship Selection Committee: Rick Chiocchi, Linda Clautti, Alyce Jacob, Jim Lawrence, Gary Slagel, Lindsay Stack and Charlie Steinmetz. Everyone was encouraged to support the 2025 Scholarship Golf Outing on July 28th at the Cranberry Highlands Golf Course. PUBLIC COMMENTS Sean Hyde, 1417 Scarlett Ridge Drive, thanked Council and Mr. Ebner for looking into improving sidewalk access to Franklin Elementary School to benefit many families. Steve Estes, 2415 Traci Drive, encouraged Council to consider installing sidewalks on Rochester Road to improve connectivity to Franklin Elementary School to align with the Borough Comprehensive Plan. MONTHLY REPORTS APPROVAL OF THE MINUTES - Mr. Malkin moved the minutes of the April 16, 2025 pre/post meeting, the April 16, 2025 regular meeting, and the May 7, 2025 work session, be approved, seconded by Dr. Li and carried. TREASURER'S FINANCIAL REPORT - Mr. Ebner summarized the April Treasurer's Financial Report. The General Fund revenues for the month of April totaled $483,794. Year-to-date total revenues are $1,819,383, which represents 12.94% of the 2025 total budget. The General Fund expenditures for the month of April totaled $807,451. Year-to-date total expenditures are $2,882,861, which represents 18.88% of the 2025 total budget. Dr. Li moved the April Treasurer's Financial Report be accepted as read, seconded by Mr. Malkin and carried. POLICE REPORT - Mayor O'Keefe read the Police Report and activity report for the month of April 2025. The police responded to 491 calls for service. The Mayor announced that the Franklin Park Police Department has officially reached accreditation status. Mr. Schwartzmier recommended the Police Report be filed with the Police Secretary. FIRE COMPANY REPORT - Mr. Schwartzmier read the Fire Company Report for April 2025. The fire company responded to 42 calls for the month and the manpower for the month totaled 806 volunteer hours. BUILDING INSPECTION REPORT - Mr. Ebner read the Building Inspection Report for April 2025. Mr. Phillips issued 31 permits and collected $49,598 in fees. Total value of construction was $3,957,109. 2 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, MAY 21, 2025 ANNOUNCEMENT OF EXECUTIVE SESSIONS ANNOUNCEMENT OF EXECUTIVE SESSION - Mr. Palled announced that Borough Council held an executive session on May 7, 2025 to discuss personnel and property acquisition; Borough Council held an executive session on May 14, 2025 to conduct interviews for the Borough Manager position; and Borough Council held an executive session on May 21, 2025 to discuss personnel and potential litigation. OLD BUSINESS None NEW BUSINESS APPROVAL OF THE BILLS - Dr. Li moved Council authorize the payment of the bills, which have been reviewed and approved since the last meeting and are available for viewing on the Borough website seconded by Ms. Czekaj and carried. ORDINANCE NO. 692-2025, AUTHORIZING THE CONDEMNATION. BY EMINENT DOMAIN, OR THE PURCHASE IN LIEU THEREOF, OF TEMPORARY AND PERMANENT REAL ESTATE INTERESTS IN REAL PROPERTY FOR MUNICIPAL PURPOSES - Mr. Junker summarized Ordinance No. 692-2025. Mr. Malkin moved to enact Ordinance No. 692-2025 authorizing the condemnation, by eminent domain, or the purchase in lieu thereof, of temporary and permanent real estate interests in real property for municipal purposes, seconded by Ms. Czekaj and carried. EXONERATION OF BOROUGH TAXES - Ms. Czekaj moved the Real Estate Tax Collector be exonerated from collecting Borough real estate taxes in the amount of $503.55, and the Borough be exempted from paying these Borough real estate taxes, seconded by Dr. Li and carried. ADVERTISE FOR BIDS FOR THE BLUEBERRY HILL PARK ROOF REPLACEMENT - Dr. Li moved to advertise for bids for the Blueberry Hill Park Activity Center and Football Concession Stand Roof Replacement, seconded by Mr. Malkin and carried. ACCEPT RESIGNATION OF SCOTT WEISKIRCHER AS FINANCE DIRECTORTREASURER - Ms. Czekaj moved to accept the resignation of Scott Weiskircher as Finance Director/Treasurer as of May 16, 2025, seconded by Dr. Li and carried. BLACK OAK INVESTMENTS OFFICE BUIDING, FULL RELEASE OF LETTER OF CREDIT - Mr. Schwartzmier moved Northwest Bank Letter of Credit No. 8305004940 in the amended amount of $85,710.00 issued for the Black Oak Investments Office Building be reduced by $85,710.00 to $0.00 and canceled, in accordance with the letter from Lennon, Smith, Souleret Engineering, Inc. dated May 14, 2025, seconded by Dr. Li and carried. AWARD BID FOR CLOVER HILL GOLF COURSE EXTERIOR RENOVATIONS Ms. Czekaj moved to award the bid for Contract No. 24-PK1 (Re-Bid), Clover Hill Golf Course Clubhouse Exterior Renovations to Maxim Construction, LLC of Canonsburg, PA, in the amount of $44,275.00, subject to Maxim Construction providing the required insurance certificates, performance bond, and payment bond, and subject to the review and approval of same by the Borough Solicitor, prior to execution of the Agreement by the Borough, seçonded by Mr. Malkin and carried. HIRE EDEN VIGNOVICH AS PART-TIME ACCOUNTS PAYABLEIACCOUNTS RECEIVABLE ASSOCIATE - Mr. Schwartzmier moved to hire Eden Vignovich as a Part-time Accounts Payable/Accounts Receivable Associate effective June 3, 2025 at a rate of $25.00 per hour, seconded by Dr. Li and carried.
