REGULAR MEETING OF DRAVOSBURG COUNCIL OF APRIL 15, 2025 The meeting was called to order at 7:00 p.m. by Council President McKelvey with the Pledge of Allegiance. Roll Call Dzuro. -present Mols. .present Palcsey. present Snodgrass. absent (working) McKelvey. .present Mr. Palcsey makes the motion to accept the minutes as written. Mr. Dzuro seconds the motion. Citizens Present Ms. Charlene Kudla questions if there is going to be a Clean Up Day this year? After a brief discussion, we will try to get it potentially set for next Sat., April 26". Mr. Andrew Sikora, PWF, reports they got mulch and topsoil and were up at North Hill Playground today. The back pad is completely separated under the pavilion. Council President McKelvey reports that is included in the grant application we have in and checks with the engineer. PWF Sikora reports on both corners of Locust Alley & Euclid, there is a patch where the contractor did not go back far enough. On all the other intersections they went back 8-10' from the intersection but Locust Alley they did not and shows photos of this. After a discussion, the engineer will look at it again and talk with the contractor since he still has to come out to fix the 3 manholes. He will also contact the water company since they are the ones who hired the contractor. Mr. Charles Gross comments at the intersection of 5th & Ravine, if you try to make a right hand tum to go down the hill by the Legion, it is very hard to see any traffic coming up the hill. There is a truck that sits there most of the time and blocks the view. A discussion follows. Mayor Mayor McKelvey comments the police are not here SO he doesn't have a report. He will contact Chief Alfer tomorrow and find out more information on the accident that happened at Kidsville Playground. 1 Solicitor Atty. Matta reports an attorney approached them to see about doing a Sheriff Sale on a piece of property, 204 Maple Ave. and questioned if anyone contacted the borough office. Ms. Honick replies no, there has not been any inquiries on this property. Atty. Matta reports they have demolition property notices ready to go and can send those out. Atty. Matta gives an update on the Billboard Ordinance. They are going to need the engineer to look at it. Atty. Matta comments that the Curry Hollow property Territo purchased is now paid in full. Atty. Matta reports on the Long Alley property; they need to get a legal description from the engineer for the survey that is going to be done. Atty. Matta comments they are still waiting on some information from the police dept. regarding the Rental Property Ordinance. Engineer Mr. Dursa reports on CD48 Demolitions, the contractor finally has the pieces for the fence that was damaged and will be installing them soon. Mr. Dursa reports we. have not. heard anything yet on the GEDTF Grant for ADA Handicap Ramps and Sidewalks on Euclid Avenue. Mr. Dursa reports they submitted CD51 application for street reconstruction Ridgeview Dr (Highview to Clearview) and Highview (Ridgeview to start to the loop). Mr. Dursa reports a 2024 Act 152 Grant application has been submitted for the demolition of 511 Ridgeview and 165 Duquesne. Mr. Dursa reports we were awarded $160,387 for ADA Handicap Ramps from the 2023 LSA Grant. They are working on the design specs. Mr. Dursa reports the 2024 LSA Grant applications submitted were for Street Reconstruction of Ravine Street, 3rd St. Playground Wall, Jimmy Clarke Park and Public Works Building Restroom. Mr. Dursa reports the borough received a total of $40,000 from CD 49&50 for Mound Avenue. The borough will contribute the remaining amount due, if any. Mr. Dursa reports there are 2 other grants open now, one is the GTRP that we could apply for. Some ideas Mr. Palcsey brought up were Lights for the ballfields and fencing. 2 SenlatonGmaylIgh Properties Mr. Dzuro makes the motion to accept option year 5 with Waste. Management for trash at the cost of $51.84/qtr. ($17.28/mth). Mr. Mols seconds the motion. Roll Call vote. Dzuro-yes; Palcsey- yes; Mols-yes; McKelvey-yes. Motion carried. Public Safety/Workers Comp/Fire President McKelvey reports the Council meeting for next month has been changed to May 13th since the regular meeting date falls on Election Day. Parksy/Recreaton/Or. Mr. Mols reports the. lease on our current copier is up and makes the motion to lease a new copier at the cost of $119.35/mth for 4 years. The cost went up $2.30/mth. MASD Athletic teams currently play on City of McKeesport Fields. The City of McKeesport charges them and has now raised the rates. He was wondering if Dravosburg would be receptive to offering our ballfields for the teams to us. After ac discussion, Mr. Mols will check with MASD to see ift they would like to come up with a proposal for use of the Dravosburg fields.
