- BLAIRSVILLE BOROUGH COUNCIL REGULAR MEETING MINUTES MAY 20, 2025 1. The meeting was called to order by President John Bertolino at 5:30 P.M. 2. Moment of Silence 3. Pledge to the Flag 4. Roll Call - The Council Members present included Mr. John Bertolino, Mr. Albert Dettorre, Mr. David Janusek, Mr. Jeffrey Marshall, Ms. Kaitlyn Sagely and Mr. Robert Startari. Others in attendance included Mayor Ronald Evanko, Chief Louis Sacco, Mrs. Jody Poorbaugh, Manager/ecretary, and Mr. Ryan Beasom, Public Works Manager. Mr. Patrick Dougherty, Solicitor and Mr. Michael Meyer, Engineer were not present. 5. Additions to the Agenda - None 6. Indiana County Endowment Check Presentation: a. The Indiana County Endowment presented a check to the Blairsville Parks & Recreation Board in the amount of $5,400.00 for the outdoor basketball court renovations and to purchase one new basketball hoop. 7. Resident & Taxpayer Public Comments: a. Ms. Erica Ash and Mrs. Ellen Williams of 36 Evans Avenue asked the Council to eliminate parking on one side of Maple Avenue. EMS is not able to get down the street due to parking on both sides of the street. b. Olivia Seich and April Sage of Hopeful Hearts Rescue asked about the status of the TNR Program to help control the feral cat population. Regular Meeting Minutes - A motion was made by Ms. Sagely and seconded by Mr. Dettorre to approve the minutes of the regular meeting held on April 15, 2025. Approved 6/0. b. A motion was made by Mr. Startari and seconded by Ms. Sagely to approve the minutes of the Special Meeting held on May 6, 2025. Approved 6/0. 9. Mayor's Report: a. Was given to the Board for review. b. Mayor Evanko stated that informant reports are easier and cut down on the secretaries time to produce the report. C. Ms. Sagely asked for charts to be produced instead of data by line item. She would like to see trends over time. 10. Police Report: a. Was given to the Board for review. b. Mr. Janusek asked about the training for train derailments. Chief Sacco is still looking at putting something together. This would have to be combined with other Agencies. C. Borough Manager/secretanes Report: a. ARC Grant - The grant will be announced this week. Working on Preventive Maintenance Software proposals. b. Currently fully staffed. Completing Ms. McAdams training. C. All the Veteran Banners that were given to the Borough have been hung. 12. Public Works Manager's Report: a. Mr. Beasom commended the crew on the work that they did in the downtown area for the food truck festival. 13.Treasurer's Report: a. Cash on hand in the General Fund after the bills have been paid is $396,367.14. The Highway Aid Fund has $142,633.08. b. Accounts Payables - Was presented in the amount of $58,701.92. C. A motion was made by Mr. Startari and seconded by Mr. Marshall based on a recommendation from the Planning Commission to grant a variance to the Seich property located at 134 North Walnut Street to move the side setback from 8 feet to 3 feet for the installation of a swimming pool Approved 6/0. A motion was made by Mr. Dettorre and seconded by Ms. Sagely based on the recommendation from the Planning Commission to grant a variance to the Boudreaux Property located at 377 Hodge Street for a rear setback from 30 feet to 27 %2 feet to build an addition to the house. Lisa & Stacy DeWitt wants to install a 6'white privacy fence and would like a variance for a 4-foot gate with a lattice top on the Front of the House. ii. Meeting to be held May 21, 2025, to discuss sidewalk ordinance. b. BCDA will pay for 2 porta johns from May 31, 2025, until August 31, 2025. The Borough would need to lock & unlock the port a johns from dusk to dawn. The police will lock and unlock them. Meet with Public Works crew to find a suitable location. 19. Police/Fire Committee Report: a. LSA Grant Fire Department Roof - Pending b. Fiscal Committee - None 21.Streets/Capital Improvement Committee Report: a. Sidewalk - Currently working on sidewalk replacement Program. b. Meeting with BCDA on May 21, 2025. Want to start with focusing on areas where trees have raised the sidewalk. 22. Parks & Recreation Committee Report: a. The new bikes have been delivered. b. The Lat pull down, lever edge shoulder press, and T Bar row should be delivered sometime in May. C. Two pieces of playground equipment have been installed, and the remaining pieces will be installed the week of May 19, 2025, weather permitting. d. Rogel Electric will be installing the new electric panel box next week. They are also working on some of the other electrical repairs for the pavilion and the outside lights. 23. Indiana County Municipal Emergency Management Service Authority - Slow Progress C. Tree Planting - Look at North Walnuts Street to plant trees. d. 137 West Campbell Street: I. A motion was made by Mr. Dettorre and seconded by Mr. Marshall to approve the quote from Santella Excavating in the amount of $12,000.00 to demo 137 West Campbell St. Approved 6/0.
