Since then, there hasn't been a tremendous amount of 26 rezoning or annexations. The ordinance before the council is simply to update our official zoning map, 27 as the one the city has been using is an unofficial copy until the mayor codifies it by means of her 28 signature. That's why it's presented in a public hearing and must have two reads, just like a zoning action. 29 30 Ms. Moore stated that there have been no updates to any parcels concerning the zoning on staff, or 31 anything that hasn't been presented to the public originally on a rezoning application, is appearing on 32 this map. 33 34 Mayor Tarpley opened the floor for public comments. 35 36 Public Comments: 37 38 Mr. Ed Hendry of68 West King Road came forward and made a request to the council to consider having 39 two pieces of property (his and his neighbor's), annexed out the city. 40 41 He stated that it was unfair that they must pay property taxes, when the only service they receive from 42 the city is garbage pick-up. Acknowledgement of Guest (s) Proclamations and Plaques. 69 70 A. Mayor Tarpley presented a proclamation to the Hampton Day Committee, in recognition 71 of their 10th year anniversary. Mayor Tarpley also expressed her appreciation for their 72 commitment to the community, for the hard work involved in putting the event together 3 every year and for bringing out the entire community. 74 75 The father and son duo, who arej just two (2) ofthe many members involved in organizing 76 this event, thanked the city for all the support given over the ten (10) years. They then 77 gave a brief history of how the event first started as a backyard barbecue. They also 78 expressed their appreciation to the Hampton community for welcoming the event and 79 contributing to its success. 80 81 B. Mayor Tarpley presented a proclamation honoring the City ofl Hampton Graduating 82 Seniors of the Class of 2025. 83 84 Mayor Tarpley also acknowledged the council and staff as well, for their support oft the 85 Seniors. Mayor Tarpley added that Council Member White-Williams wanted to throw a 86 whole parade for the graduating seniors, just to honor and support them. 87 88 As a result, Ms. Atwater, HR Director, reached out to Mayor Tarpley and asked if the 89 council would like to make a proclamation for the seniors. 90 91 Mayor Tarpley thought it would be a wonderful opportunity to honor those graduating 92 seniors who've worked tirelessly to get to the 12th grade and are now preparing to 93 move on to the next chapter oftheir lives. 04 5 Ms. Nita Rucker asked all in attendance to join her in congratulating Jackson, who is 96 graduating one (1) year early! Consideration and Action on the adoption of Ordinance 2025-23 (First Read), to 176 amend and adopt the Zoning Map of the City of Hampton. 177 178 Public Comment: Ms. Kerri Spayd of 214 Crystal Court, expressed her concerns about 179 alleged potential environmental issues, such as hazardous waste and 180 pollution, that allegedly exist without proactive measures to protect 181 residents. 182 183 Ms. Spayd also made a request to the council to pause all zoning, building 10 Q4 and land conveyance matters until an environmental investigation was 5 completed. Consideration and Action to adopt Resolution 2025-35, to appoint a new Main Street 232 Advisory Board member in accordance with criteria for service required by City Charter 233 $ 3.11 and the Main Street Advisory Board's by-laws. 234 5 Reason: The Hampton Historic Preservation Commission elected a new 236 chairperson during the regular scheduled meeting held April 24, 2025. RS05132025 Page 5 of8 237 The position was vacated due to the appointment of, its former 238 chairperson, Mr. Donnie Bryant, to Hampton City Council. 239 Ms. Kim Lunn was the vice chairperson, and she was elected in that 40 meeting as the new chairperson. Therefore, creating a vacancy for that L41 position. 242 We are asking that the board appoint Dr. Fiona Johnson-Lighten, who is a 243 business owner in the City of Hampton (Digi World Entertainment), as 244 vice chairperson. 245 246 ACTION: Mayor Pro Tem Cleveland motioned to approve Resolution 2025-35, seconded by 247 Councilmember Duchesne. 248 Passed: 6-0 (Unanimous). 249 250 H. Consideration and Action to approve Resolution 2025-36, the new City of Hampton S 251 logo and tag line. 252 253 Discussion: Ms. Dawn Greer asked about the number of logo options considered 254 and whether the public had any input. 255 256 Mayor Tarpley confirmed that public input had been gathered during 257 the earlier stages of the process, approximately two years ago, and this 258 was the logo agreed upon. 259 260 ACTION: Mayor Pro Tem Cleveland motioned to approve Resolution 2025-36, seconded by 261 Councilmember Turner. 262 Passed: 6-0 (Unanimous). 53 264 I. Consideration and Action to approve Resolution 2025-37, for the City Council award of 265 the ITB #2025-100 Hampton-Locust Grove and McDonough Street Roundabout Project 266 to East Coast Grading, Inc. 267 268 Discussion: Councimember Duchesne asked whether the city will be notifying the 269 public about any potential road disruptions or closures due to this 270 project. 271 Mayor Tarpley stated that notices will be shared via Facebook, the 272 Police department, and the City's website, in the event of any 273 disruptions or closures. 274 ACTION: Councilmember Meeks motioned to approve Resolution 2025-37, seconded by Mayor 275 Pro Tem Cleveland. 276 Passed: 6-0 (Unanimous). 277 278 J. Discussion on the position of the City Clerk on the Organizational Chart. 279 280 Discussion: The Council discussed the structure of the City Clerk position in relation 281 to its supervision. Currently, the City Clerk position is appointed by the ?82 Council, but there was ongoing debate regarding who should oversee the 3 Clerk's daily functions. Positive Happenings. 294 295 Councilmember Duchesne: Fox News reached out, on May 10, 2025, to do a segment on a 296 busy flower shop located in the downtown area of Hampton. The 297 filming lasted most oft the morning and afternoon, and the segment 298 was aired during a 9 o'clock news cast. This media exposure 299 benefited the downtown district and brought attention to the City 300 of] Hampton, showcasing the city in a positive light. 301 Mayor Pro Tem Cleveland: The Easter Egg hunt and the tremendous response and support by 302 the Hampton community. 303 Councilmember Turner: Report by the Community Development Department, on the 304 ongoing projects in the city. 5 Councilmember Meeks: National Day of Prayer. It was a moment of spiritual reflection 06 and unity, for the community. Personally accepted Jesus Christ on 307 May 13th, 41 years ago. Grateful for the transformation in his life 308 and emphasize the power of prayer and faith in that guides us. 309 Councilmember White-Williams: Easter Egg Hunt, Eats & Beats, Yellow Pollen Festival and 310 the GICH Retreat. 311 Councilmember Bryant: Branding and new City Logo. 312 City Manager Cohilas: Public Works department.
