Minutes of Regular Meeting Mayor and Council City of Fitzgerald, Georgia May 12, 2025 6:00 p.m. PUBLIC HEARING: A Public Hearing was held to give consideration to application number 0168 by Pine Level Lodge No 353, F&AM, for an amendment of the zoning ordinance for the City of Fitzgerald. The property is located at 533 Irwinville Hwy. With no citizen input, the public hearing was closed. Mayor and Council met on Monday, May 12, 2025, at 6:00 p.m. at the City Hall Council Chamber, located at 302 East Central Avenue, with Mayor Jason L. Holt presiding and with Council members Brown, Clemons, D. Jefferson, S. Jefferson, J. Johnson, K. Johnson, Peavey, Roberts, and Webb being present. The invocation was led by council member Jimmy Johnson and Pledge of Allegiance led by Mayor Jason L. Holt. Mayor Holt welcomed everyone to the meeting. Minutes of the previous meeting on April 14, 2025, were presented. Mayor Holt entertained a motion for approval. Council member Barry Peavey made a motion to approve minutes and seconded by Council member Tommy Roberts. With there being no additions or corrections, Mayor Holt called for a Roll Call Vote: 9 Yes, 0 No. All inj favor, motion approved. Mayor Holt called on Kayla Thompson to please come and speak. Ms. Thompson lives at 256 Washington Ave, Fitzgerald. April 7 there was a wreck involving our trash truck and her car was not drivable. Her position at her job requires hert to have a car. She had contacted Tiffany Hulett, the Mayor and City Administrator Kathy Young regarding getting her a rental car. There was no communications and no petitions. Under reports of city officers, Mayor Holt called attention to the Administrative Report, sharing some highlights from each department. In the administrative report, we are very busy and good news on the grant front. Reports of standing committees were given by their respective chairpersons. Chairperson Leslie Clemons made a motion to approve an Alcohol Beverage License to Murphy USA #5698 for retail consumption of beer and wine off premises, seconded by Jimmy Johnson. With there being no questions or discussion, Roll Call Vote: 9 Yes, 0 No. All in favor, motion approved. City Attorney Kyle Cook presented Ordinance Caption to amend Article VI "Occupation taxes and regulatory fees" of Chapter 16 "Licenses, taxes and business regulations" of the Code of Ordinances of the City of Fitzgerald, Georgia. City Attorney, Kyle Cook, presented Resolution R25-005, a Resolution to authorize an agreement between the City of Fitzgerald and the Board of Commissioners of Ben Hill County, Georgia, and the Ben Hill County, Georgia Board of Elections, to facilitate electronic voting at all elections to be conducted by the City of Fitzgerald, Georgia, for the remainder of 2025 election cycle; to provide for the duties and responsibilities to be discharged by the respective parties to said agreement; to provide payment for services to be rendered and equipment to be used. City Attorney, Kyle Cook, presented Resolution R25-006. A Resolution to authorize the City of Fitzgerald to enter a contractual agreement with the Georgia Department of Human Services to provide afterschool care services through the Monitor Enrichment Program. Council member Albert Webb motioned to approve Resolution R25-006, seconded by council member Tommy Roberts. With no discussion, Roll Call Vote 9 Yes, 0 No. All in favor, motion approved. City Attorney, Kyle Cook, presented Ordinance 25-1632: an Ordinance to amend the City of Fitzgerald zoning district map with respect to 5.00 acres of land in land lot 94 in the 3rd land district of Ben Hill County, Georgia, located at 533 Irwinville Highway, Fitzgerald, Georgia 31750, and the public road right of way adjacent thereto; to annex said property to the existing corporate limits ofi the City of Fitzgerald; to rezone said property from G-F (County) to G-B (City). There was no old business. Under new business, Mayor Holt called for an appointment of Jason Floyd to the planning and zoning board. Motion was made by Barry Peavey to accept this appointment, seconded by Tommy Roberts. With no discussion, Roll Call Vote: 9 Yes, 0 No. All in favor, motion approved. Mayor Holt called for an appointment for John Alan (Jad) Dixon to fill the unexpired term of. Jay Paulk and the Housing Authority Board. Motion to approve, Jimmy Johnson, seconded by Leslie Clemons. With no discussion, Roll Call Vote: 9 Yes, 0 No. All in favor, motion approved. Mayor Holt called for an appointment for Linda Sue Cole to fill the unexpired term of Melissa Burgess on the Housing Authority Board. Motion to approve, Dennis Jefferson, seconded by Barry Peavey. With no discussion, Roll Call Vote: 9 Yes, 0 No. All in favor. Motion approved. Mayor Holt called for an appointment for Albert Webb to fill the vacancy on the Housing Authority Board. Motion to approve by Tommy Roberts, seconded by Leslie Clemons. With no discussion, Roll Call vote: 8 Yes, 0 No, 1 Abstain. Motion approved. Albert Webb abstained. Mayor Holt called for Beth McQuaig Mcintyre to fill the position on the Southern Georgia Area Agency on Aging. This position is being vacated by Dennis Jefferson. Mayor Holt mentioned the upcoming GMA Convention and the voting delegate we need to appoint. Since it was asked that we look closely at the budget when making the reservations and classes most will be gone on Sunday, the day of the meeting. Mayor Holt asked that he be appointed the voting delegate for the meeting. Motion to approve Mayor Jason Holt as the voting delegate, Tommy Roberts, seconded by Leslie Clemons. Mayor Holt mentioned that with the classes we have at GMA some have the paper copy to return saying you have taken it and now, GMA is working on a digital scan to email you that you participated in the class. Either way, to be sure you get counted for the class and it goes towards your credits, get a copy of the paper or email to Cristina Evans. Memorial Day is Monday, May 26, and we will host our annual service at the Veteran's Memorial at 11:00 am. Mayor Holt mentioned we made several appointments to boards and commissions tonight and there are several more areas that we need people to serve. If you know of anyone in the community who wants to get involved, this is a good way. There are application forms on line and available in City Hall. Please send them our way. Barry Peavey inquired on the status oft the Splash Pad. City Administrator Kathy Young mentioned that it is currently closed and we have begun cleaning some of the drains. We hope to have all the drains cleaned and ready for the area to reopen before school gets out. Mayor Holt mentioned there is talk about a second splash pad and more on that will come at a later date.
