Hart County Board of met May Commissioners 27, 2025 at the Hart County Administrative and Emergency Services Center. Chairman Marshall Sayer presided with Commissioners Michael Bennett, Frankie Teasley, Jeff Brown, and Joey Dorsey present at the meeting. 1. PRAYER Prayer was offered by Commissioner Brown 2. PLEDGE OF ALLEGIANCE Everyone stood in observance of the Pledge of Allegiance. 3. CALL ORDER Chairman Sayer called the meeting to order. 4. WELCOME Chairman Sayer welcomed those in attendance via in person, HTC and YouTube. 5. APPROVE AGENDA Commissioner Bennett moved to amend and approve the agenda to add item 13 d) Permission Rebid Jail Medial Contract. Commissioner Teasley provided a second to the motion. The motion to carried 5-0. 6. APPROVE MINUTES OF PREVIOUS MEETING(S) 5/27/2025 Regular Minutes Commissioner Teasley moved to approve the 5/27/2025 Regular Meeting minutes. He also thanked the Road Crew, Sheriff Deputies, Fire Department, and private citizens for their help with the storm clean up; he advised citizens not to put private water lines, utilities, etc. in the right of way on County roads. 10. CHAIRMAN'S REPORT Chairman Sayer invited everyone to the participate in the ceremony for the Hart statue the Courthouse Wednesday June 18, 2025 at noon; expressed appreciation Nancy to the Road at Department, Law Enforcement, citizens and all those who were called out and helped with the clean up after the storm. 11. COMMISSIONERS REPORTS Commissioner Bennett thanked those that worked hard to get power back on for County; thanked those who worked after the storm. everyone in the Commissioner Teasley echoed the sentiments of Chairman Sayer and Commissioner Bennett thanking Public Safety the Sheriffs Department, Road Department, First all County Employees and citizens who helped after the storm. Responders, City Police, Commissioner Brown had nothing to report. Commissioner Dorsey echoed everyone's sentiments for the efforts made after the storm and expressed concern for those who still have clean up. 12. OLD BUSINESS a). Amendment to Chapter 46 Exemptions (3rd and Final Reading) Commissioner Dorsey moved to accept the 3rd and final reading of the Amendment to Exemptions and approve the Amendment with the changes. ADDENDUM NO. 3 TO AGREEMENT BETWEEN THE LEGACY LINK, INC., AND HART COUNTY COMMISSION FOR THE PROVISION OF Nutrition program and entered into on the first day of July, 2024. Said agreement is amended to read as follows. 5. Compensation. (c) The Legacy agrees to provide federal and state funds for congregate meals in the amount of Fifty-Four Thousand Five Hundred wenty-Nine Dollars ($54,529.00) and federal and state funds for home- delivered meals in the amount of Sixty-Nine Thousand Seven Hundred Seventy Six Dollars ($69,776.00). The most of these have been for developers who are building these along a county road for resale. Unlike if they are developing a subdivision with internal road / roads and have to incur the costs themselves for the culvert pipe and installation. The cost to the county (taxpayers) ranges from $600 - $1,500. As of now these are installed for the $50.00 addressing fee (which includes address sign, culvert pipe, gravel, and installation). The Board may want to re-evaluate our policy and charges for this.
