Mcintosh County Board of Commissioners Regular Monthly Meeting Minutes May 13, 2025 10:00am A regular meeting of the Mcintosh County Board of Commissioners was held on Tuesday, May 13, 2025 at 10:00am at the Darien City Hall Meeting room. A. INVOCATION AND PLEDGE Invocation was given by 4-H students Callie Crook and Alexis Cooper and the Pledge of Allegiance was led by Jacob Crook. B. CALL MEETING TO ORDER Chairperson Karwacki welcomed everyone in attendance and called the meeting to order at 10:00am. C. ROLL CALL Present: Kate Karwacki, Chairperson; Davis Poole, Vice Chairman; Roger Lotson, Commissioner; Christopher Jarriel, Commissioner and Henderson Hope, Commissioner. Also, in attendance were County Manager Patrick Zoucks, Deputy County Manager Shawn Jordan, County Attorney Ad Poppell, County Clerk Sherrell Davis, and Deputy County Clerk Amy Hitt. D. APPROVE AGENDA Motion made by Commissioner Hope, seconded by Commissioner Poole to amend the agenda adding #11 Consider Awarding year 4 TSPLOST bid to Georgia Asphalt Producers and authorize the county manager to execute the construction contract. Motion carried unanimously. E. APPROVE MINUTES Motion made by Commissioner Jarriel, seconded by Commissioner Lotson to approve the minutes of the April 8, 2025 Regular Meeting. Motion carried unanimously. F. VISITOR PRESENTATIONS 1. Recognition of the Mcintosh County Volunteer Fire Department Members Completing Fire Fighter Certification Chairperson Karwacki presented Billy Jean Comer II, Adam Holton, Christopher Blake Taylor, Mark Williamson, Gary Smith Jr, Remington Moody, and Wesley Deverger with certificates of completion. Not action was taken at this time. 2. Lauryn Gilmer, County Extension Coordinator/4-H Agent - "County Extension Update & Presentation from the Mcintosh County 4-H Program" The presenters were: Jacob Crook - spoke about the value and reward of being a teen leader role model to younger 4- H students and helping lead activities at camp MacKayla Crook spoke about the fun experiences in 4-H horse club and horse quiz bowl state contest and the field trips to horse barns Layla Settle - spoke about what 4-H means to her, learning new skills, making new friends, and building self-confidence Callie Crook spoke at DPA (district project achievement) where students can learn to share presentations and learn not to be afraid to speak in front of others Alexis Cooper spoke about trying new things and meeting kind people and becoming part of a 4-H family Sarah Kohn spoke about 4-H camp and having fun trying and learning new things No action was taken at this time. 3. Tracy Sanford, Executive Director Keep Mcintosh Beautiful - "Recycling & Landfill Concerns" Tracy Sanford, Keep Mcintosh Beautiful Executive Director and President Lisa Brewer gave a snapshot of the organization and received any feedback on how they can better serve the county. No action was taken at this time. G. PUBLIC HEARINGS None H. OLD BUSINESS None I. NEW BUSINESS 1. Consider FY2026 Atlantic Judicial Circuit Public Defender Budget County Manager Zoucks explained the request. Motion made by Commissioner Poole, seconded by Commissioner Hope to approve the request for funding the FY2026 Atlantic Judicial Circuit Public Defender budget. Motion carried unanimously. 2. Consider FY2026 Atlantic Judicial Circuit Superior Court Judge's Budget County Manager Zoucks explained the request. Motion made by Commissioner Hope, seconded by Commissioner Lotson to approve the request for funding the FY2026 Atlantic Judicial Circuit Superior Court Judge's Budget. Motion carried unanimously. 3. Consider FY2026 Atlantic Judicial Circuit Staff Attorney Budget County Manager Zoucks explained the request. Motion made by Commissioner Lotson, seconded by Commissioner Jarriel to approve the request for funding the FY2026 Atlantic Judicial Circuit Staff Attorney Budget. Motion carried unanimously. 4. Consider Amendment to the Mcintosh County Code of Ordinances Chapter 35 Special Events Ordinance Section 35-2. Permits County Manager Zoucks explained the changes to the ordinance. No Action was taken at this time. 5. Consider Amendment to the Mcintosh County Personnel Policy County Manager Zoucks highlighted the changes. Motion made by Commissioner Poole, seconded by Commissioner Jarriel to approve the amendments to the Mcintosh County Personnel policy. Motion carried unanimously. 6. Consider Issuing a Request for Proposals for County-Wide Curbside Municipal Solid Waste & Recycling Pick-Up County Manager Zoucks explained the proposal. Motion made by Commissioner Jarriel, seconded by Commissioner Hope to approve issuing a request for proposals for county-wide curbside municipal solid waste & recycling pick-up. Motion carried unanimously. 7. Consider Civil Engineering Proposal from Roberts Civil Engineering for Year 4 TSPLOST & 2025 LMIG Projects & Authorize the County Manager to Sign the Agreement County Manager Zoucks explained the agreement. Motion made by Commissioner Lotson, seconded by Commissioner Poole to approve the Civil Engineering proposal from Roberts Civil Engineering for year 4 TSPLOST & LMIG projects & authorize the county manager to sign the agreement. Motion carried unanimously. 8. Consider Agreement with the Coastal Regional Commission for GIS Services County Manager Zoucks explained the agreement and services they provide. Motion made by Commissioner Poole, seconded by Commissioner Hope to approve agreement with the Coastal Regional Commission for GIS services. Motion carried unanimously. 9. Consider Deed Amendment to Certain Property Line Boundaries of Property Conveyed by Limited Warranty Deed Recorded October 31, 2024 at Deed Book 720, Page 152, Superior Court Clerk's Office, Mcintosh County, Georgia & Authorize the County Manager to Execute All Documents County Attorney Poppell explained the amendment. Motion made by Commissioner Lotson, seconded by Commissioner Jarriel to approve the amendment to certain property line boundaries of property conveyed by limited warranty deed recorded October 31, 2024 at deed book 720, page 152, Superior Court Clerk's office, Mcintosh County, Georgia & authorize the county manager to execute all documents. Motion carried unanimously. 10. Consider Contract Amendment with Sapelo Bar & Grill, LLC County Manager Zoucks explained the amendments to the agreement. Discussion was held. Motion made by Commissioner Lotson, seconded by Commissioner Hope to modify the request by not accepting line items 1 and 4 and item number 2 requiring documents after 3 years showing a loss. Motion carried 3-1. Commissioner Poole opposed. 11. Consider Awarding Year 4 TSPLOST Bid to Georgia Asphalt Producers in the Amount of $1,696,078.51 & Authorize the County Manager to Execute the Contract County Manager Zoucks explained the contract. Motion made by Commissioner Poole, seconded by Commissioner Lotson to approve awarding Year 4 TSPLOST bid to Georgia Asphalt Producers in the amount of $1,696,078.51 & authorize the county manager to execute the contract.
